Democratic Caucus Minutes
April 30, 2026 at 5:00 PM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:06 PM in
Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: Ann Erickson Gault, Marcia Gershenson, Brendan Johnson,
Penny Luebs, Gwen Markham, William Miller III, Angela Powell, Linnie Taylor, David
Woodward (9)
MEMBERS ABSENT WITH NOTICE: Yolanda Smith Charles (1)
3. Public Comment
The following people addressed the Caucus during Public Comment #1: Margarette
Gupta.
4. Approval of Minutes
a. Board of Commissioners - dated April 8, 2026
Penny Luebs moved approval of the Minutes dated April 8, 2026, as presented.
Seconded by Gwen Markham.
A voice vote was conducted and the Minutes dated April 8, 2026, were approved
unanimously.
5. Discussion Items
Commissioner Luebs addressed the Caucus regarding the resignation of Douglas Jones
from the Oakland Community Health Network.
Discussion Followed.
Commissioner Woodward addressed the Caucus regarding the Legislative Affairs and
Government Operations Committee item entitled: Board of Commissioners - Funding
Appropriation for Milestone #1 of the Oakland County Student Debt Relief Initiative with
SAVI Solutions PBC.
Discussion Followed.
Commissioner Markham addressed the Caucus regarding a communication the Board
received requesting a correction to the Majority Caucus minutes.
Discussion Followed.
Commissioner Johnson addressed the Caucus regarding a proposed resolution entitled:
Resolution Renaming Portions of Dixie Highway in Oakland County and Select Roadways
in the City of Pontiac.
Discussion Followed.
Commissioner Woodward addressed the Caucus regarding a proposed resolution
entitled: Resolution to Establish a One-Year Moratorium on the Acquisition and Expansion
of Surveillance Technology in Oakland County to be introduced by Commissioner Cavell
is out of order and will be addressed as it is introduced.
Commissioner Woodward addressed the Caucus regarding a proposed resolution entitled:
Sponsorship of the Orion Art Center 2026 Dragon on the Lake Festival to be introduced
by Commissioner Gingell.
Commissioner Woodward addressed the Caucus regarding a meeting with Orion
Township Supervisor Chris Barnett, Fiscal Services and the Sheriff’s Office to review how
rates were developed, address concerns raised by Orion Township and respond to issues
identified through his recent FOIA requests.

Chair Powell addressed the Caucus to review the Democratic Caucus memo of
announcements.
6. Public Comment
The following people addressed the Caucus during Public Comment #2: Robin McGregor,
Margarette Gupta, Commissioner Charles Cavell.
