INTRODUCTION AND BACKGROUND
The Probate Court has no staff dedicated to backing up or training judicial clerks or to creating and
maintaining training materials for the staff. The lack of a dedicated resource leaves the Court short-
staffed whenever a clerk goes on vacation or is on leave. Additionally, the absence of continuously
updated training materials and a dedicated resource can slow the court's ability to maintain services
when onboarding new staff. The Probate Court requests a position similar to the two positions that
Circuit Court has to provide assistance with recruiting, training, staffing, etc. for Probate Court
judicial staff. This position will be essential as we move forward with the expected judicial
appointment to fill the vacant seat and to assist when the judge that will be elected this fall is seated.
POLICY ANALYSIS
Per the attached Schedule A, the prorated cost for the FTE Court Clerk Coordinator position will be
$69,362.46. These costs reflect a start date of May 1, 2026. The projected costs for FY 2027 are
$121,026 and $125,115 for FY 2028.
Job Duties for the Court Clerk Coordinator include, but are not limited to;
• Assist with supervision of court clerks (includes hiring and training),
• Development of training materials,
• Aid in the development of performance standards/best practices,
• Provide coverage in absences,
• Provide assistance to the public and staff during peak business times, such as high-profile
trials.

The Probate Court requests a similar position to that of Circuit Court to aid in developing training materials, training new

The Probate Court desperately needs a person to assist in supervising, train, and offer back up for Court Clerks. Probate
Court has been unable to provide this and there is no consistency for training and they have had to rely on Circuit staff for
assistance during absences. Probate Court needs this person to assist in hiring and onboarding new Judicial Clerks. This
position will aid in developing training materials and helping the Court plan for the future initiatives, provide necessary
coverage when employees are out, and improve consistency for training. Additionally, they can aid with continuity of

We are requesting funding but have none we can decrease. We do consistently have higher than anticipated revenue in our
photostats line item, RC631526.
