Motion to approve the creation of thirty (30) GF/GP FTE Deputy II positions for a pilot program with
a sunset date of September 30, 2027; further, implement the changes for the currently existing
PTNE positions as proposed in the attached Schedule B; further, amend the FY 2026 - 2027 budget
as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
New Positions Request
The Sheriff’s Office would like to pilot a new pool position program with the main goals of hiring
continuity and reducing forced overtime. Yearly forced overtime totals for 2023 through 2025 range
from 21,000 to 36,000 hours/year.
This pilot program would consist of 30 new positions at the Deputy II rate and would be used in
multiple locations. The Sheriff’s Office has worked with Fiscal Services and Human Resources on
this pilot program. Positions would sunset on September 30, 2027.
Position Modification Request
With the implementation of Workday in 2020, several Part-Time Non-Eligible (PTNE) positions were
created under emergency salaries instead of the general fund. The request is to increase the hours
per-year for forty-eight (48) GF/GP PTNE positions to 1,000 hours annually. This includes the
conversion of all thirty-four (34) PTNE emergency salary positions to General Fund positions, with
an increase to 1,000 hours per year; three (3) PTNE Court Park Deputy positions are already at
1,000 hours and just need to be converted from emergency salary to GF/GP. Seventeen (17)
GF/GP PTNE positions require only an increase in hours to reach 1,000 hours per year.
POLICY ANALYSIS
• This is a two-part request;
o (1) create thirty (30) GF/GP FTE Deputy II positions for a pilot program,
o (2) Modify fifty-one (51) existing PTNE positions as follows; forty-eight (48) positions
need their hours increased to 1,000 per year. Of that forty-eight (48), thirty-one (31)
positions also need to be covered from emergency salary to GF/GP. Seventeen (17) of
the fifty-one (51) positions are already GF/GP and just need an increase to 1,000 per
year. The remaining three (3) positions are already at 1,000 hours per year and need
to be converted from emergency salary to GF/GP.
• The OCSO is currently experiencing strong momentum in recruiting and hiring, but has
limited vacancies remaining. At the same time, the OCSO is working to reduce high levels of
forced overtime. The purpose of this pilot program is to decrease forced overtime while
continuing to support recruitment and hiring efforts. Data on forced overtime will be collected
from the time these positions are created and filled through the program’s sunset date of
September 30, 2027. If the data shows a reduction in forced overtime, the OCSO will
determine whether to request that these positions be made permanent.
• The cost illustration of (30) GF/GP FTE Deputy II positions would be as follows;
o Salary @ step 12, $71,925
o Fringes @ 33.17%, $23,858
o Direct Contract Charge, $16,250
o Cost of 1 Position, $112,033
o Cost of 30 Positions, $3,360,990
