Motion to authorize a one-time appropriation in the amount not-to-exceed $150,000 from the
General Fund/General Purpose (GFGP) Unassigned Fund Balance to the Board of Commissioner
Department – Professional Services account to support the milestone-based funding structure
outlined in contract No. 011039, milestone #1 with SAVI Solutions PBC; further, amend the FY 2026
– 28 budget as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
Oakland County launched the Student Debt Relief Initiative to address the financial burden of
student loan debt among residents and employees. The program provides personalized loan
repayment guidance, access to federal forgiveness programs, and financial education resources.
Under the current contract extension, the County funded an initial $150,000 for up to 1,000 new
users (December 1, 2025 – December 31, 2026). The contract further established a performance-
based expansion model, allowing the program to scale based on demonstrated demand and impact.
SAVI has now achieved Milestone 1, demonstrating strong program uptake and community need.
The latest impact report shows meaningful financial benefits to residents, including:
Significant projected loan forgiveness
Measurable annual savings per user
Continued growth in both engagement and premium participation
These outcomes indicate that the program is effectively delivering on its intended goals of improving
financial stability and reducing debt burdens for Oakland County residents.

AMENDMENT 01
AMENDMENT DATE: December 29, 2025
This AMENDMENT OF CONTRACT (hereafter this "Amendment") is made and entered into by and between the
Contractor named and identified below, (hereafter “Contractor”) and the COUNTY OF OAKLAND (hereafter
“County”) whose address is 2100 Pontiac Lake Rd, Waterford, MI 48328.

The County and Contractor agree and acknowledge that the purpose of this Amendment is to modify the
Contract as provided herein and otherwise continue the present contractual relationship between the Parties
as described in their current contract with the same contract number as above.
The Parties hereby agree to amend the current Contract as follows:
1.0 The County and Contractor agree that any and all defined words or phrases in the current Contract
between the parties will apply equally to and throughout the Amendment.
2.0 The Parties agree that any and all other terms and conditions set forth in the current Contract
between the Parties shall remain in full force and effect and shall not be modified, excepted,
diminished, or otherwise changed or altered by this Amendment except as otherwise expressly
provided for in this Amendment.
3.0 Description of Change: Per MR#2025-33:
3.1 The Not to Exceed (NTE) amount is increased by $150,000.00.
The NTE Amount is changed from $500,000.00 to $650,000.00
3.2 Extend contract expiration date from 8/31/26 to 12/31/26
3.3 Add to the following scope of contract deliverables as described below:
The Contractor shall invoice the County in the amount of $150,000, due within 60 days after the
contract extension is signed, covering up to 1,000 new users for the period of 12/1/2025 through
12/31/2026.

The Contractor and County acknowledge a milestone-based funding structure for potential additional
growth of the program above the 1,000 new users as described in this section. Any additional milestone
funding beyond the $150,000 authorized by this Amendment shall be contingent upon Board of
Commissioners approval and execution of an additional written amendment.
Milestone 1: +$150,000 at 2,000 total new users.
Milestone 2: +$150,000 at 3,000 total new users.
Milestone 3: +$150,000 at 4,000 total new users.
Beyond Milestone 3, no additional charges during the extension period, no cap on resident
participation at any point
3.4 The Contractor will provide a final comprehensive impact report 30 days after the expiration of the
extension detailing outcomes including the overall number of Oakland County residents served since
inception of the program.
For and in consideration of the mutual assurances, promises, acknowledgments, warrants, representations,
and agreements set forth in the Contract and this Amendment, and for other good and valuable consideration,
the receipt and adequacy of which is hereby acknowledged, the undersigned hereby execute this Amendment
on behalf of the County, and Contractor and by doing so legally obligate and bind the County and Contractor to
the terms and conditions of the Contract and this Amendment.
