Democratic Caucus Minutes
May 21, 2026 at 8:30 AM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 8:45 AM in
Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: Ann Erickson Gault, Marcia Gershenson, Penny Luebs, Gwen
Markham, William Miller III, Angela Powell, Yolanda Smith Charles, Linnie Taylor, David
Woodward (9)
MEMBERS ABSENT WITH NOTICE: Brendan Johnson (1)
3. Public Comment
The following person addressed the Caucus during Public Comment #1: Margarette
Gupta.
4. Approval of Minutes
a. Board of Commissioners - dated April 30, 2026
Penny Luebs moved approval of the Minutes dated April 30, 2026, as presented.
Seconded by Linnie Taylor.
A voice vote was conducted and the Minutes dated April 30, 2026, were
approved unanimously.
5. Discussion Items
Commissioner Woodward addressed the Caucus regarding the Economic Development
and Infrastructure Committee item entitled: Facilities Management - Purchase of 48150
Grand River Ave., Novi, MI for the Operations of the 52-1 District Court.
Commissioner Erickson Gault addressed the Caucus regarding the Legislative Affairs and
Government Operations Committee item entitled: Board of Commissioners - Appointment
to the Oakland Community Health Network.
Discussion Followed.
Commissioner Smith Charles addressed the Caucus regarding the Finance Committee
item entitled: Purchasing - Single Source Procurements with Data Society, Revels Tractor
and Turf, Motoport USA, Drone Tag, LENS Tracking Devices, iMs Trident, Motorola
Solutions, and Data Sheet Solutions.
Discussion Followed.
Water Resource Commissioner James Nash addressed the Caucus regarding the
Economic Development and Infrastructure Committee item entitled: Water Resources
Commissioner - Contract Amendment with Auger, Klein and Aller Architects.
Discussion Followed.
Chair Powell called a recess at 9:14 AM.
Chair Powell called the Democratic Caucus to reconvene at 9:28 AM.

Commissioner Taylor addressed the Caucus to announce the passing of Southfield
Councilman Myron Fraiser, and that he will be greatly missed.
Chair Powell addressed the Caucus to review the Democratic Caucus memo of
announcements.
6. Public Comment
The following people addressed the Caucus during Public Comment #2: Mike Flores,
Margarette Gupta, Lisa Brown, Oakland County Clerk/Register of Deeds and Chris
Barnett.
Commissioner Woodward addressed the Caucus to announce the Economic
Development and Infrastructure Committee item entitled: Water Resources Commissioner
- Contract Amendment with Auger, Klein and Aller Architects will be moved to next
month's agenda.
