Motion to approve Project No. 57291 submitted by the City of Northville and authorize the transfer of
Tri-Party Road Improvement Program funds in the amount of $149,957 from Non-Departmental
Transfers appropriation (9090101); further, amend the FY 2026 budget as detailed in the attached
Schedule A – Budget Amendment; further, request that the Oakland County Clerk forward copies of
this resolution to the Road Commission for Oakland County, Oakland County Fiscal Services, and
the Community.

INTRODUCTION AND BACKGROUND
Since the 1970s, the Oakland County Board of Commissioners has authorized the Tri-Party Road
Improvement Program to assist Oakland County’s cities, villages and townships (CVTs) with the
construction, maintenance and repair of roads under the supervision, direction and control of the
Road Commission for Oakland County (RCOC). On September 18, 2025, the Oakland County
Board of Commissioners approved Resolution #2025-5690 _ 25-33 which appropriated $2,000,000
for the FY 2026 Tri-Party Road Improvement Program allocation for projects managed by the
RCOC. The community, along with the RCOC, has identified a project and said project is ready to
be undertaken immediately. The project meets the terms and conditions of the Tri-Party Road
Improvement Program and the local cost participation agreement.
In the event the FY 2027-2029 Tri-Party Program Funds are not available, the community shall be
responsible for their one-third (1/3) share as well as the County’s one-third (1/3) share.
Project Description: resurfacing on Novi Road from 8 Mile to 9 Mile in the Cities of Novi and
Northville. Construction on this project has already started.

LOCAL COST PARTICIPATION AGREEMENT/TRI-PARTY PROGRAM
CITY OF NORTHVILLE
Attached for your review and submission to the Board for their approval is the local cost
participation agreement with the City of Northville for the resurfacing on Novi Road from
8 Mile to 9 Mile in the Cities of Novi and Northville. Construction on this project has already
started.
The estimated total cost is $6,873,500 and will be partially funded with Federal funds in
the amount of $5,585,034 and Tri-Party funds in the amount of $114,874. The remaining
local match of $838,591 will be funded by the Board and the City of Northville. Our total
estimated share is $794,194 and is in FY25/26 budget.
The project is in the district of County Commissioner Gwen Markham. The agreement is
in our standard approved format, and I recommend Board approval and authorize the
Managing Director to execute the agreement on behalf of the Board.

COST PARTICIPATION AGREEMENT

This Agreement, made and entered into this _____ day of _________________, 2026, by
and between the Board of County Road Commissioners of the County of Oakland, Michigan,
hereinafter referred to as the BOARD, and the City of Northville, hereinafter referred to as CVT
#1, provides as follows:
WHEREAS, the BOARD, CVT #1, and the City of Novi, hereinafter referred to as CVT #2,
in cooperation with the Michigan Department of Transportation, hereinafter referred to as MDOT,
have programmed the resurfacing of Novi Road from 8 Mile to 9 Mile Road, as described in Exhibit
"A", attached hereto, and made a part hereof, which improvements involve roads under the
jurisdiction of the BOARD and within CVT #1 and CVT #2, which improvements are hereinafter
referred to as the PROJECT; and
WHEREAS, the estimated total cost of the PROJECT is $6,873,500; and
WHEREAS, the BOARD has entered into an agreement with MDOT in Contract No. 25-
5316 for the resurfacing under the Federal STP funding up to, and shall not exceed, the amount
of $5,585,034; and
WHEREAS, the BOARD, as the requesting party therein, will be the party financially
responsible to MDOT to bear all costs of the PROJECT in excess of federal funds, hereinafter
referred to as the LOCAL SHARE; and
WHEREAS, CVT #2’S share of said LOCAL SHARE involves certain designated and
approved Tri-Party Program funding in the amount of $335,001, which shall be paid through equal
contributions by the BOARD, CVT #2, and the Oakland County Board of Commissioners,
hereinafter referred to as the COUNTY; and

WHEREAS, all the parties hereto have reached a mutual understanding regarding the cost
sharing for the LOCAL SHARE and wish to commit that understanding to writing in this
Agreement.
NOW, THEREFORE, in consideration of the mutual covenants set forth herein and in
conformity with applicable law, it is hereby agreed between CVT #1 and the BOARD that:
1. CVT #1 and CVT #2 approve of the PROJECT, declare its public necessity, and
authorizes the BOARD and MDOT to perform or cause to be performed, and complete
the PROJECT along with all administration in reference thereto.
2. The PROJECT shall include total payments to the contractor. Any costs incurred by the
BOARD prior to this agreement date shall be allowable.
3. The estimated total LOCAL SHARE is $1,288,466 and shall be invoiced in the following
order:
a. Tri-Party Program funding shall be invoiced first, simultaneously and
proportionately:
i. CVT #2 has agreed to contribute $335,001 and will fund their share from the
Tri-Party Program.
b. CVT #1 shall contribute $309,232 which includes Tri-Party funds in the amount of
$114,874 and a CONTRIBUTION of $194,358.
x The Tri-Party Program funds of $114,874 includes $58,027 from fiscal year
2026, $18,949 from fiscal year 2027, $18,949 from fiscal year 2028, and
$18,949 from fiscal year 2029 which has not yet been announced. If these
funds are not available, the project costs will be funded 100% by the
COMMUNITY.
c. The BOARD shall contribute $794,194 which includes the CONTRIBUTION of
$644,233 and Tri-Party funds in the amount of $149,961.

d. Any LOCAL SHARE costs above $1,288,466 will be funded 100% by the BOARD.
4. In a separate agreement, the BOARD shall submit an invoice to CVT #2 and the
COUNTY in the amount of $111,667 each (being 100% of their Tri-Party contributions).
5. Upon execution of this agreement, the BOARD shall submit invoices to CVT #1 in the
amount of $19,342 (being 100% of their FY26 Tri-Party contribution) as well as an invoice
for $194,358 (being 100% of their Contribution).
Upon execution of this agreement and approval of the COUNTY, the BOARD shall submit
an invoice to the COUNTY in the amount of $19,342 (being 100% of their FY26 Tri-Party
contribution).
After February 1, 2027, the BOARD shall submit an invoice to the COMMUNITY in the
amount of $6,316 (being 100% of the COMMUNITY’S fiscal year 2027 Tri-Party Program
contribution).
After February 1, 2027, the BOARD shall submit an invoice to the COUNTY in the
amount of $6,316 (being 100% of the COUNTY’S fiscal year 2027 Tri-Party contribution).
After February 1, 2028, the BOARD shall submit an invoice to the COMMUNITY in the
amount of $6,316 (being 100% of the COMMUNITY’S fiscal year 2028 Tri-Party Program
contribution).
After February 1, 2028, the BOARD shall submit an invoice to the COUNTY in the
amount of $6,316 (being 100% of the COUNTY’S fiscal year 2028 Tri-Party Program
contribution).
After February 1, 2029, the BOARD shall submit an invoice to the COMMUNITY in the
amount of $6,316 (being 100% of the COMMUNITY’S fiscal year 2029 Tri-Party Program
contribution).
After February 1, 2029, the BOARD shall submit an invoice to the COUNTY in the
amount of $6,316 (being 100% of the COUNTY’S fiscal year 2029 Tri-Party Program
contribution).
a. The invoice(s) shall be sent to:

6. Upon receipt of said invoice(s), the CVT #1 and the COUNTY shall pay to the BOARD
the full amount thereof, within thirty (30) days of such receipt.
7. The BOARD shall execute a separate Cost Participation Agreement with CVT #2, for their
share of the estimated PROJECT cost.
