INTRODUCTION AND BACKGROUND
The resolution approving the provisions of a brownfield redevelopment plan for the 1200 Auburn
Road project in the City of Pontiac was approved March 5th, 2020 through Miscellaneous
Resolution #20048.
This Project included the rehabilitation of an existing building and new construction. The tenant
space that was occupied by ACE Hardware remains, and all other existing site improvements were
new additions. It is a true mixed-use development that created additional street level retail space
and apartments above. Surface parking was also created onsite and along E. 14 Mile Road. This
Project helped the City improve an underutilized property and increase urban density downtown.

BROWNFIELD CONDITIONS
• Property previously had a dry cleaning business that operated
since at least 1970. Occupants stored and used tetrachloroethylene
(PCE) on site and generated hazardous waste
• Based on laboratory analytical results collected during a May
2015 Phase II subsurface investigation, PCE has impacted
subsurface soils and soil gas at the property
• The subject property meets the definition of a “facility,” as defined
in Act 451 of 1994, Part 201, NREPA, as amended

• The property was determined to be “functionally obsolete” by a
Michigan Master Assessing Officer (MMAO). It has suffered a
substantial loss in value because it cannot adequately perform its
intended function as a commercial building
• Substantial improvements to the property were required for it to
adequately perform its intended function, including but not limited to:
EGLE Specific Activities include industrial cleaning and
oversight, sampling, and reporting by an environmental
professional
Demolition Activities includes building demolition activities,
disposal of non-reusable and non-recyclable building elements,
removal of abandoned utilities, removal of the underground
storage tanks and canopy, and fill, compaction, and rough
