ITEM CATEGORY SPONSORED BY Resolution Brendan Johnson INTRODUCTION AND BACKGROUND Background Waterford Township submitted a request to revise the funding structure for its awarded Access to Transit project; filling in gaps in the non-motorized path along M-59. Specifically, the Township requested a reduction in the local match contribution, with a corresponding increase in grant funds. The proposed project and program amendment, does not change the overall scope, deliverables, or total project cost, but does result in an additional commitment of nearly $50,000 from the Oakland County Access to Transit Program. Funding Adjustment • The total project cost will remain unchanged at $743,750. • Local match will be reduced from $371,875 to $321,305. • Grant funding will increase from $371,875 to $422,445. • Overall, the entire 2026 Access to Transit Grant program amount will increase from $1,108,980 to $1,159,550 with this proposed adjustment. Staff Review Oakland County Transit staff reviewed the request and determined that the proposed adjustment remains within the program’s requirements and the approved project scope. The revised funding structure continues to meet the program’s required minimum20 percent local match and does not impact project scope or construction schedule. Next Steps Upon approval, staff will proceed with updating project documentation and grant agreements to reflect the revised funding amounts. POLICY ANALYSIS Following the Board of Commissioners’ approval of the 2026 Access to Transit projects (Resolution #2026-6270) on March 11, 2026, Waterford Township requested an adjustment to their project’s local match. Although negotiations with the Transit Division had previously increased the community match to $371,875 to account for added project components, the Township Board had formally authorized a lower match of $321,305 (50% of the original $642,609 total) during their November 24, 2025 meeting. This adjustment seeks to align the approved resolution with the Township’s authorized funding level. Because the program requires only a 20% match, reducing the contribution from 50% to 43% remains well within guidelines and does not impact the total project cost previously approved by the Board.
