INTRODUCTION AND BACKGROUND
LiDAR (Light Detection and Ranging) data is a critical resource used by the Oakland County
Geographic Information System (GIS) to develop enterprise GIS products, including highly accurate
elevation contours. The County’s most recent LiDAR dataset was collected in 2017, and updated
data is essential to support current and future geospatial initiatives.
In late 2025, the State of Michigan (SOM) Department of Technology, Management and Budget –
Center for Shared Solutions (DTMB-CSS) submitted a project application to the United States
Geological Survey (USGS) under the 3D National Topography Model Data Collaboration
Announcement (3DNTM DCA). The purpose of the application was to acquire LiDAR data for
Southeast Michigan. Oakland County was part of this application, as authorized in Miscellaneous
Resolution #2025-5755.
In January 2026, the project was approved to proceed to the next phase, which requires the
partners to approve the Scope of Work document (SOW) by signing the Joint Funding Agreement
(JFA). USGS will be funding 48% of the total data acquisition cost. The State of Michigan and the
Southeast Michigan Council of Governments (SEMCOG) are contributing additional funds, and the
City of Detroit, Livingston County, Macomb County, Oakland County, Washtenaw County, and
Wayne County are contributing the remaining funds necessary to support data collection within their
respective jurisdictions. The acquisition of the data is scheduled to start in fall of 2026, and may
extend to additional flying seasons, depending on environmental conditions.
For Oakland County, the total cost of data acquisition for Quality Level 1 (QL1) LiDAR data—after
applying the federal matching funds—will not exceed $100,000. A budget amendment is not
required as there is sufficient funding in the Information Technology (IT) and Water Resources
Commissioner (WRC) budgets to cover the expense. The federal cost-share represents an
approximate 60% savings for the County.
