Motion to approve the contract exceptions submitted pursuant to Section 2400.6 of the Oakland
County Purchasing Policy and authorize the extension of existing contracts beyond the five (5) year
policy limit, including a twelve (12) month contract with Meltwater News US Inc. for the Department
of Public Communications in the amount of $32,600; a three (3) year contract with Savant Learning
Systems Inc. for the Oakland County Sheriff’s Office in the amount of $105,024; a twelve (12) month
contract with Shutterstock Inc. for the Department of Public Communications in the amount of
$9,500; a one (1) year contract with Skillsoft Corporation for Human Resources in the amount of
$9,389.24; a one (1) year contract with Pierce Monroe & Associates LLC for the County Executive in
the amount of $90,000; a two (2) year contract with Guidehouse Inc. for Management & Budget in
the amount of $275,000; and a two (2) year contract with Robert W. Baird and Co. Incorporated for
the County Executive in the amount of $120,000.

INTRODUCTION AND BACKGROUND
The attached Contract Exception Report outlines multiple requests to extend existing contracts
beyond the five (5) year policy limit in accordance with Section 2400.6 of the Oakland County
Purchasing Policy. As shown throughout the submitted reports, departments including the
Department of Public Communications, Oakland County Sheriff’s Office, Human Resources, County
Executive, and Management & Budget are requesting short-term extensions ranging from one (1) to
three (3) years to maintain continuity of critical services while competitive procurement processes
are completed or evaluated.
