ITEM CATEGORY SPONSORED BY Gift/Donation Penny Luebs INTRODUCTION AND BACKGROUND Miscellaneous Resolution #19005 requires gift donations with a value of $10,000 or more to be officially acknowledged by the County and accepted by resolution. The Sheriff’s Office Search and Rescue Team has been offered an equipment donation from the Detroit Athletic Club Foundation valued at $55,000. The equipment includes RKI gas monitors, Powerhawk rescue tool battery upgrade kits, Paratech rescue equipment, rescue struts, SCOTT confined-space air packs, and confined-space air supply equipment. POLICY ANALYSIS • The Sheriff's Office Search and Rescue Team had received two (2) previous donations from the Detroit Athletic Club Foundation, approved via resolution #2025-5781 and #2024-4721. • The Detroit Athletic Club (DAC) Foundation’s Chief’s Table desires to purchase and donate equipment for the Oakland County Sheriff's Search and Rescue Team. Lt. Brian Burwell has identified the equipment needs. The DAC Foundation partners with the Detroit Public Safety Foundation to execute these donations. $55,000 would be transferred by the DAC Foundation to the Detroit Public Safety Foundation, which will coordinate the purchase and transfer of the equipment to the Oakland County Sheriff SSRT. Estimated value per item: • RKI Gas Monitors, $1,200 • Three (3) Powerhawk Rescue Tool Battery Upgrade Kits, $19,000 • Paratech Rescue Equipment, $15,500 • Rescue Struts, $7,900 • Two (2) SCOTT Confined Space Air Packs, $7,500 • Confined Space Air Supply Equipment, $3,800 Description, lifespan, and maintenance per item: RKI 4-Gas Monitors A 4-gas monitor is a critical portable safety device designed to simultaneously detect and measure four atmospheric hazards: oxygen levels, combustible gases, carbon monoxide, and hydrogen sulfide. These monitors are essential for protecting deputies from toxic atmospheres, oxygen- deficient or oxygen-enriched environments, and potential explosion hazards, particularly during confined space operations. Deputies frequently operate in sewer systems while recovering evidence, where hazardous atmospheric conditions may be present. RKI 4-gas monitors require calibration twice annually to ensure operational accuracy and reliability. The estimated cost of calibration gas is approximately $20 per calibration. Power Hawk Rescue Tool Battery Upgrade Kits Capabilities include forcible entry during active shooter incidents, cutting rebar to rescue victims in water-related emergencies, and lifting logs or concrete debris. Using advanced gear-driven technology, these tools can cut, spread, and lift without the need for hydraulic hoses, making them ideal for rapid intervention in confined or remote locations. These electric, non-hydraulic rescue tools require minimal ongoing maintenance and are designed for versatile, high-power rescue operations. The expected operational lifespan of this equipment is approximately 10–20 years. Paratech Rescue Equipment Paratech rescue equipment is emergency response equipment designed for stabilization, forcible entry, and lifting operations. This equipment will replace older, less capable rescue tools currently in service. The anticipated lifespan of the equipment is at least 10 years. Paratech Rescue Struts Paratech rescue struts are specialized stabilization devices used during emergency operations involving log jams, damaged buildings, docks, and other unstable environments. These struts allow responders to safely stabilize structures and create safe access points for deputies to rescue or recover victims. SCOTT Confined Space Air Packs These systems provide breathable air in hazardous, oxygen-deficient, or smoke-filled environments and are specifically intended for confined space rescue and evacuation operations. The equipment protects the respiratory system and eyes from toxic substances, ensuring deputy safety during emergency response activities. Maintenance requirements include cylinder pressure testing and flow testing every five (5) years at an estimated cost of approximately $400 per unit. Confined Space Air Supply Equipment Confined space air supply equipment is used to provide deputies with a continuous supply of clean breathable air during confined space operations. This equipment supports extended-duration operations by delivering an uninterrupted air source to personnel operating in hazardous environments. The anticipated lifespan of this equipment is approximately 15–30 years.
