Motion to authorize the one-time reallocation of American Rescue Plan Act – Local Fiscal Recovery
funding in the amounts of $1,200,000 to the Housing Trust Fund and $381,992.38 to eligible
personnel expenses. The FY26 budget shall be amended as detailed the Q3 Budget report.

INTRODUCTION AND BACKGROUND
The United States Treasury allocated Oakland County $244,270,949 of Local Fiscal Recovery
Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021. Under the
guidance of the Final Rule, the County may use these funds at their discretion to support eligible
investments in public health expenditures, address negative economic impacts caused by the public
health emergency; replace lost public sector revenue; provide premium pay for essential workers;
and invest in water, sewer, and broadband infrastructure.
The ARPA period of performance will end on December 31, 2026 the County has currently identified
ARPA-funded projects that will not spend their full original obligation of funding, including the
following:

The Treasury of the United States has provided guidance informing ARPA grantees of allowable
reallocation pathways and the County has identified reallocation strategies that follow these
guidelines as presented below:
The reallocation of $1,200,000 through an upward cost adjustment to the Housing Trust Fund will
provide funding to off-set funds for a current Housing Trust Fund project with additional ARPA
funding, providing funding to support, through partnerships with nonprofit community organizations,
the acquisition of three homes to expand transitional housing capacity in Oakland County.
The reallocation of $381,992.38 to eligible General Fund personnel expenses will free up General
Fund dollars that can be used to establish a $381,992.38 eviction prevention legal aid program
overseen by the County’s Neighborhood and Housing Development Division. Through contracted
legal aid services, the program will support residents facing eviction while also helping the County
