INTRODUCTION AND BACKGROUND
Summer 2026 marks the fifth year of partnership with the Huron-Clinton Metroparks Authority to
provide essential water safety education and learn-to-swim instruction for children ages 5–13.
Through this collaborative initiative, approximately 60–100 registered participants will receive free
swim lessons hosted at Waterford Kettering High School.
Participants enrolled in the program will also receive a swimsuit, swim cap, goggles, towel, and bag
to support their participation and continued engagement in water safety activities. Registration
opportunities will be made available through strategic community partnerships with the Oakland
County Sheriff PAL Program and Pontiac Parks and Recreation.
Program registration has historically filled quickly, with registration dates, program schedules, and
enrollment details announced publicly following completion of the agreement. The Huron-Clinton
Metroparks Authority will facilitate the online registration process and coordinate a joint marketing
and communications campaign to promote the free Water Safety and Swim Lessons Program
throughout the community.
POLICY ANALYSIS
The request is to approve a Memorandum of Understanding (MOU) between the Huron-Clinton
Metropolitan Authority and the Oakland County Parks and Recreation Commission for the Water
Safety and Swim Lessons Program to be conducted at Waterford Kettering High School. The
program is intended to expand community efforts to reduce drownings, increase access to water
safety education, and provide swim instruction opportunities to residents of Pontiac and surrounding
communities at no cost to participants. Enrollment is limited and participation will be available on a
first-come, first-served basis for up to 100 residents.
Fiscal Impact
The fiscal impact associated with this program is short-term in nature. The Oakland County Parks
and Recreation Commission will initially cover program-related expenses. Pursuant to the proposed
MOU, the Huron-Clinton Metropolitan Authority will reimburse Oakland County Parks an amount not
to exceed $16,709 for swim instruction and swim gear for up to 100 participants, helping to offset
County costs.In 2025, the Huron-Clinton Metropolitan Authority provided $12,906 in funding to
support the program for up to 100 participants. No budget amendment is required at this time. The
final reimbursement amount will be reflected in a subsequent quarterly forecast resolution once
actual program expenditures and reimbursement totals are finalized.
Question for Consideration
Committee members may wish to request information regarding actual participation totals from the
prior year’s program, including the number of residents served, attendance completion rates, and
any measurable program outcomes related to water safety instruction.
Parks and Recreation Commission Approval
This item is on the June 3, 2026, Parks and Recreation Commission agenda for
consideration.

2026 Collaborative Partnership Memorandum of Understanding
The HURON-CLINTON METROPOLITAN AUTHORITY (“HCMA”) and the OAKLAND
COUNTY PARKS AND RECREATION COMMISSION (“OAKLAND COUNTY PARKS”)
memorialize the following understandings regarding the Water Safety and Swim Lesson
Partnership between our agencies.
1. Purpose: The purpose of this partnership is to develop the Water Safety and Swim
Lessons program at WATERFORD KETTERING POOL to residents of PONTIAC
and neighboring areas, and to expand efforts to reduce drownings and increase
water safety.
2. Understandings:
a. HCMA will:
i. Provide a total of up to $16,709 to the OAKLAND COUNTY PARKS
for its use in its Water Safety and Swimming Lessons program at the
WATERFORD KETTERING POOL location.
ii. Facilitate online registration for all swim lesson participants as
outlined in detail in attachment A.
1. Obtain liability waivers from all participants and the parents of
minor participants as part of the registration process prior to
the commencement of the Water Safety and Swim Lessons
program.
iii. Create pre and post lesson assessments and share with O AKLAND
COUNTY PARKS for use with every participant.
iv. Procure swim gear for the individual participants as needed to
include swimsuit/trunk, swim googles, swim cap, towel and swim
bag.
v. Help with outreach and communication efforts to spread the word
about the free Water Safety and Swim Lessons program and this
partnership.
vi. Execute a joint marketing and communication campaign to promote
the free Water Safety and Swim Lessons program using agreed upon
language.
vii. Participate in a post swim lesson re-cap meeting within 4 weeks of
the final lesson.
b. OAKLAND COUNTY PARKS will:
i. Invoice HCMA for up to $16,709 by SEPTEMBER 15, 2026 and
provide a W9 to allow payment to be processed.
1. Invoice must be itemized. Invoicing shall be for costs actually
incurred.
2. Funding can be provided by HCMA for any participant who
has been in the pool for a minimum of 1 lesson, up to the dollar
amount specified in the MOU.

3. Registered participants who were “no-shows” or never got in
the pool and were not provided a water safety and swim
lesson program will not be funded.
ii. Provide between 60-100 registered participants with a free swim
lesson session to PONTIAC and neighboring residents during the
month of JULY of 2026.
iii. Be responsible for booking all swim lesson facilities, hiring
lifeguard/swim instructors, paying staff, securing insurance required,
maintaining paperwork as needed, and contacting participants about
any change in swim lesson schedules.
iv. Provide HCMA a copy of current swim instructor certifications for
applicable swim instructors.
v. Ensure all registered participants have a complete pre -lesson skills
assessment provided by HCMA. This can be completed by the swim
instructors or participant families but should be complete by the end
of the registered participants’ first lesson.
vi. Conduct post-lesson skills assessments provided by HCMA by
September 15, 2026.
vii. Participate in a post swim lesson re-cap meeting within 4 weeks of
the final lesson.
viii. Execute a joint marketing and communication campaign to promote
the free Water Safety and Swim Lessons program using agreed upon
language.
ix. Communicate with HCMA on any issues or shortfalls regarding the
swim lessons in good faith.
3. Enforcement by Parties. This Agreement shall be enforceable only by the Parties
hereto and no other person shall have a right to enforce any provisions contained
herein. This Agreement is not intended to convey third party rights to any other
person.
4. Severability. Should any portion of this Agreement be determined by a court of
appropriate jurisdiction to be unenforceable, such determination shall not affect the
remainder of this Agreement.
5. Entire Agreement. This Agreement, including any exhibits or attachments attached
hereto, which are incorporated herein and made a part hereof contains the entire
Agreement between the parties

Attachment A:
HCMA to facilitate the online registration process for the free Water Safety and Swim
Lessons program at WATERFORD KETTERING POOL.
HCMA will:
1. Host the online registration process
a. Registration set-up
b. Hold a waitlist and maximize participation by transferring waitlist
participants to open spots or no-show spots within the first two lessons
c. Share the link for online registration a minimum of 4 weeks ahead of the
first lesson to OAKLAND COUNTY PARKS, for use with Pontiac Parks
and Recreation and Oakland County Sheriff PAL, along with other
identified Pontiac partner groups.
2. Create and share communication and promotion materials of swim lesson
registration
3. Send a post-lesson satisfaction survey to registered participants
OAKLAND COUNTY PARKS will:
1. Send HCMA confirmed lesson schedule, which includes all dates, times, and
number of participants a minimum of 8 weeks ahead of first lesson.
2. Update HCMA of any no-call/no-shows immediately after each of the first two
lessons in a session.
3. Facilitate pre-lesson and post -lesson skill assessments to all registered
participants.
a. Pre-lesson skills assessments must be complete by the end of the
registered participants’ first lesson. All pre-skills assessments must be
uploaded using the link provided by HCMA by September 15, 202 6.
b. Post-lesson skills assessments must be complete, and results sent to
HCMA by September 15, 2026.
