INTRODUCTION AND BACKGROUND
The Circuit Court has experienced a substantial increase in the number of Personal Protection
Order (PPO) case filings. This increase has been steadily increasing since 2020 and our 2025
filings exceed 2019 by approximately 17%. Additionally, the Court is on track to increase by another
26% in 2026. PPO matters are issues of public safety and require immediate attention from a
Judge. The Court has been pulling staff from other areas to assist in the PPO office, but that
approach is not sustainable and causes delays in other work.
POLICY ANALYSIS
• Personal Protection Orders (PPO) must be handled in a timely manner. They are a matter of
public safety and require same-day orders and entry into the Law Enforcement Information
Network (LEIN) database. In combination with the growing number of PPOs, the court
experienced a decrease in staffing due to budget cuts over the last six (6) years. The court,
prior to recent budget cuts, had two (2) office support clerks assisting the public in the PPO
office. We only have one (1), currently, and are using the current FT paralegal as PPO
support. This underutilizes the paralegal and leaves other work incomplete, causing delays
for mandated tasks such as set-asides. The Circuit Court had plans to include the
creation of this position in the FY 2027 budget process, but due to the workover load
and work delays, they have come forward with this request to be approved
immediately. Funding for this position is not currently in the department's budget and
would be directed from the General Fund.
• The cost for one (1) GF/GP FTE Office Support Clerk Senior (including salary and fringe) is;
o FY 2026 (calculated based on the state date of June 13, 2026): $20,170, Salary:
$12,096
o FY 2027: $79,067, Salary: $47,174
o FY 2028: $82,208, Salary: $49,533
