Motion to approve the request for the staffing modification within the Health Division for the deletion
of seven (7) Special Revenue Positions as detailed in the attached Schedule D.

INTRODUCTION AND BACKGROUND
The Health Division is requesting to delete seven (7) vacant special revenue positions as depicted
on the attached Schedule D.
It is requested to delete five (5) vacant special revenue positions due to grant funding level changes
for the following grants:
• United States Department of Agriculture - FY 2023 Healthy Oakland Produce Prescription
Program, for the period September 15, 2022 through September 14, 2025.
• Michigan Public Health Institute - FY 2025 COVID Regional Health Equity Council Backbone
Organization Grant, for the period October 1, 2025 through September 30, 2025.
• Michigan Fitness Foundation - FY 2025 Supplemental Nutrition Assistance Program, for the
period October 1, 2024 through September 30, 2025.
It is also requested to delete two (2) vacant special revenue positions due to the reallocation of
Local Community Stabilization Authority Act Funding for increasing demands for vaccines and
Public Health technology needs for health services described in Section 2475 of the Michigan Public
Health Code.
POLICY ANALYSIS
Local Community Stabilization Authority Act
• Under MCL. 123.1357(4)(a)(viii), the annual funding amount for the Local Community
Stabilization Authority Act (LCSA) is $1,045,000. This amount is determined by a formula
based on the amount of the Essential Local Public Health Services funding. The HHS
department has been awarded this funding annually since 2020, per resolution #20331.
• Resolution #2026-6348 authorized the creation of two (2) SR PTNE positions. While this
funding had vacant positions available, the department deemed it necessary to create two (2)
new positions solely to perform specific job duties related to program outreach. There are a
total of five (5) positions supported by LCSA funding.
Healthy Oakland Produce Prescription Program
• Resolution #2022-2295_22-422 accepted funding in the amount of $453,000. This resolution
authorized the creation of two (2) SR PTNE positions.
COVID Regional Health Equity Council Backbone Organization Grant
• Resolution #2024-4566 accepted funding in the amount of $70,000. This resolution
authorized the creation of one (1) SR PTNE position.
Supplemental Nutrition Assistance Program
• Resolution #2024-4705 accepted funding in the amount of $42,000. This resolution
authorized the continuation of one (1) SP PTNE position.
According to the department, deleting these positions will not negatively impact program
effectiveness, as they were all tied to funding that is no longer available. If the need to new
position's arrives, the department will bring forth a request for position creation when they bring new
grant funding for acceptance.
