INTRODUCTION AND BACKGROUND
The Pretrial & Justice Services Division (formerly Community Corrections) is seeking board
approval to apply for the FY 2027 State of Michigan – Michigan Department of Corrections,
Community Corrections Comprehensive Plan grant. Under Public Act 511 (PA 511), the State of
Michigan offers grant funding to local communities to divert felony offenders from prison and place
them into local jails or available sentencing options. Oakland County has been an applicant and
recipient of this grant since 1994.
For FY 2027, Pretrial & Justice Services is requesting, through the comprehensive plan, a
continuation budget for services under a grant of $2,201,443 for the period October 1, 2026 through
September 30, 2027.
This grant application seeks to continue the full funding for fifteen (15) positions and partial funding
for one (1) position within Pretrial & Justice Services that provides the program services, monitoring,
and operational oversight for Pretrial & Justice Services. It also seeks the continued funding of two
(2) full-time Inmate Caseworker positions within the Correction Services Division, which provides in-
jail services under PA 511.
Any programs created through these funds become part of the County’s Comprehensive
Community Corrections Plan.
POLICY ANALYSIS
• Please note that the "Comprehensive Plan" is the Grant Application. The final grant
application is voted on and approved by the Community Corrections Advisory Board.
• If the grant is awarded, funding would continue 17.5 positions. No HR action is required.
o Fifteen (15) full-time eligible (FTE) positions and partially (50%) funds one (1) FTE
position within the Pretrial & Justice Services Division.
o Two (2) FTE positions within the Oakland County Sheriff’s Office – Correction
Services Division.
o For the partially funded position, the other 50% is covered by the County.
• Resolution #2025-6116 accepted FY 2026 grant funding in the amount of $2,144,875. Due to
funding cuts for FY 2026, three (3) positions were deleted.

Oakland County Pretrial & Justice Services has continued to see a rise in program utilization through FY24, FY25 &
Quarter 2 of FY26. Due to a significant increase in projected utilization for programming in FY26, we will not be increasing
the projections for FY27, however we do want to reflect that despite our increases, we have seen an award reduction for the
past two fiscal years. PJS consistently hits the OCC program objectives, has strong KPI's, and had a 100% fiscal
expenditure spend down in FY25. With these performance measures, we are hopeful you will fund our application as
submitted.

Per P.A. 511, Administration funds cannot exceed 30% of the award amount. Staff time billed for Administration duties must
be for actual hours worked. Contracted provider time billed for Administration duties must comply with your local provider
contract. All expenses must be approved by MOCC.
