Motion to approve amendment #1 to the FY 2026 Emergency Response Support Program for the
Rochester Hills Splash Pad Shooting from Oakland County Health Network to return grant funding
in the amount of $331,604; further, delete one (1) SR FTE Dispatch Specialist position (P00017627)
in the Sheriff’s Office, Emergency Response and Preparedness Division (#4030501); further amend
the FY 2026-FY 2028 budget as shown in the attached Schedule A.

INTRODUCTION AND BACKGROUND
The Oakland County Sheriff’s Office (OCSO) was awarded $331,604 in federal pass-through
funding for emergency response support for the Rochester Hills Splash Pad shooting for the period
October 1, 2025, through September 30, 2026. Grant funding was authorized to create one (1)
Special Revenue (SR) full-time eligible (FTE) Dispatch Specialist position in the Sheriff’s Office,
Emergency Response and Preparedness Division (#4030501) to be assigned to a Peer Support role
and assist OCSO staff experiencing mental health challenges in the wake of the June 2024 mass
shooting at the Brooklands Plaza Splash Pad in Rochester Hills. The grant agreement also
authorized the purchase of a digital mental wellness platform designed to support first responders
by providing proactive, confidential, and culturally competent mental health care.
Due to hiring constraints for the Dispatch Specialist position and time limitations for
bidding/executing a contract for a digital mental wellness platform, it was determined that
the Sheriff’s Office would not be able to utilize the funds within the grant period. One (1) SR
FTE Dispatch Specialist position (P00017627) in the Sheriff’s Office, Emergency Response and
Preparedness Division (#4030501) was created for this grant, but remains vacant and will be
deleted.
POLICY ANALYSIS
• HR action would be needed for the deletion of one (1) position.
• Grant funding was accepted via resolution #2025-6034, in the amount of $331,604 for the
period October 1, 2025, through September 30, 2026. The OCSO will not be utilizing any of
this funding.
• OCHN is currently working with the Michigan Department of Health and Human Services to
develop an agreeable amendment to reallocate the funds in order to support the Rochester
Hills Community.

Leslie, this is to confirm that the Sheriff’s Office has not used any and will not be able to any of
the SERG Grant dollars due to staffing constraints and the time needed for RFP and
implementation of the Wellness Application Tool. This isn’t a normal way in which we facilitate
grant awards and anticipate having staffing issue in hand by late Fall 2026.
