ITEM CATEGORY SPONSORED BY Grant Penny Luebs INTRODUCTION AND BACKGROUND The Oakland County Sheriff’s Office is extending the existing interlocal agreement with the Oakland County Health Network (OCHN) for the Jail Alliance with Support (JAWS) Program for the period October 1, 2026 through September 30, 2027. The JAWS program seeks to divert offenders with mental health needs from custody to more appropriate community-based resources. The OCHN will reimburse the County in the amount not to exceed $147,449 for one (1) full-time eligible (FTE) Inmate Caseworker position (#06577) to offer mental health services to inmates having serious and persistent mental illnesses. POLICY ANALYSIS • Amendment #3 will continue to support one (1) GF/GP full-time eligible (FTE) Inmate Caseworker position (#4030301 – 06577); continuation of this position is contingent upon continued reimbursement funding. • The County will be compensated for actual allowable costs incurred for the Inmate Caseworker position for FY 2027, up to $147,449.00. To ensure timely payment, the County shall invoice OCHN for the full amount and direct the invoice to the attention of OCHN’s Chief Financial Officer no later than October 20, 2027. • Amendment #2 was approved via resolution #2025-5685, which authorized the amount not- to-exceed $138,411 for the period of October 1, 2025, through September 30, 2026 and sunsetted two (2) GF/GP part-time non-eligible (PTNE) 1,000 hours per year Inmate Caseworker positions (#4030301 - 11611 and 11612) on September 30, 2025. o Due to budgetary constraints, OCHN was no longer able to fund the two (2) part-time Caseworker positions beyond September 30, 2025. The program was placed on a brief hold on October 1, 2026, to make administrative adjustments due to the deletion of the two (2) Caseworkers. The program resumed on February 9, 2026. The impacts of these deletions are as follows; (1) all tasks previously assigned to the FTE JAWS Caseworker are now filtered to the GF Caseworkers, (2) the FTE JAWS Caseworker has absorbed all the duties and responsibilities previously assigned to the two (2) PTNE Caseworkes, increasing their duties and responsibilities, that were already at capacity, (3) tasks may be delayed if the JAWS Caseworker utilizes any leave time OR the primary duties of the GF Caseworker takes priority, (4) It is anticipated that recidivism rates may increase because not as many participants will benefit from the program, however, this data has not yet been studied (Prior to staffing cuts, the JAWS program recidivism rate averaged at 3% annually). DEPARTMENT REVIEW 2027 JAWS PROGRAM INTERLOCAL AGREEMENT AMENDMENT #3 FY2027 INTERLOCAL AGREEMENT FOR THE JAWS PROGRAM BETWEEN COUNTY OF OAKLAND AND OAKLAND COMMUNITY HEALTH NETWORK AMENDMENT #3 OCHN #2024-1807-JUS AMENDMENT #3 The Parties, COUNTY OF OAKLAND (“County”) and OAKLAND COUNTY COMMUNITY HEALTH NETWORK (“OCHN”), agree and acknowledge that the purpose of this Amendment is to modify as provided herein and otherwise continue the present relationship between the Parties as described in their current Jail Alliance With Support (JAWS) Program Agreement (“Agreement”). This Amendment #3 shall take effect on October 1, 2026 and shall extend the terms of the Agreement through September 30, 2027 or is terminated by any of the Parties pursuant to section 11 of this Agreement. In consideration of the mutual promises, representations, assurances, agreements and provisions in the Agreement and this Amendment the adequacy of which is hereby acknowledged by the Parties, the Parties agree to amend the Agreement as follows: 1. The Agreement shall reflect fiscal year “2027” in the title of the Agreement; 2. Section 4 Term and Renewal of the Agreement shall be amended to start on October 1, 2023 and shall remain in effect until September 30, 2027. 3. Exhibit II Section 1 shall be amended to the following: 1. OCHN shall fund the County in a NOT TO EXCEED (NTE) amount for the following: • $124,270.00 for the cost of one (1) full-time eligible Inmate Caseworker, including full-time fringe benefits, for the period of October 1, 2023 through September 30, 2024; $132,571.00 for one (1) full-time eligible Inmate Caseworker, including full-time benefits for the period of October 1, 2024 through September 30, 2025; $138,411.00 for one (1) full-time eligible Inmate Caseworker, including full-time benefits for the period of October 1, 2025 through September 30, 2026; and $147,449.00 for one (1) full-time eligible Inmate Caseworker, including full-time benefits for the period of October 1, 2026 through September 30, 2027. • $78,124.00 ($40,885.00 and $37,239.00) for the cost of two (2) part-time non- 2027 JAWS PROGRAM INTERLOCAL AGREEMENT AMENDMENT #3 eligible Inmate Caseworkers including the following fringe benefits: 1) FICA; 2) Unemployment; 3) Workers Comp; and 4) Retirement Contribution for Health Savings Accounts, for the period of October 1, 2023 through September 30, 2024; and $86,196.00 ($44,820.00 and $41,376.00) for the cost of two (2) part-time non-eligible Inmate Caseworkers including the same above noted fringe benefits 1 – 4 for the period of October 1, 2024 through September 30, 2025.Funding for the two (2) part-time non-eligible Inmate Caseworkers is not included for the period of October 1, 2025 through September 30, 2026. 4. Exhibit II Section 2 shall be amended to the following: • The County will be compensated for actual allowable costs incurred for the Inmate Caseworker position for FY2027 up to $147,449.00. To ensure timely payment, the County shall invoice OCHN for the full amount and direct the invoice to the attention of OCHN’s Chief Financial Officer no later than October 20, 2027. 5. Exhibit II Section 5 is removed from the Agreement. 6. All other terms of the Agreement remain in full force and effect through the date of September 30, 2026. The Parties, by signing below, enter into this Interlocal Agreement for the JAWS Program in the Oakland County Jail.
