ITEM CATEGORY SPONSORED BY Contract Yolanda Smith Charles INTRODUCTION AND BACKGROUND Auger, Klein, and Aller, Architects (AKA) is currently designing a new facility for the Water Resources Commissioner’s Office that will consolidate all staff and equipment into a single, centralized location on Vanguard Drive, east of Telegraph Road in Pontiac. The project, with a proposed budget of $154 million, has progressed through the schematic design phase. Staff is requesting payment of $111,378 to AKA for services completed to date. Contract Amendment No. 3 DATE: June 3, 2026 The architectural services contract, originally for the Public Works Building Expansion and Renovation, was awarded to Auger Klein Aller Architects Inc. (AKA) on June 8, 2019. This contract was thereafter amended on May 16, 2025, to provide architectural services related to a new Water Resources Building. The not to exceed fee in the amended contract is $744,546. This fee was proposed to cover schematic design (see Table 1 for schematic design detail) and included subconsultant services such as civil engineering, structural engineering, wetland mitigation consultant, landscape architect, storm water management consultant, and LEED coordinator. This work is complete. In addition to the authorized work above, AKA hired subconsultants to perform value-engineering work to achieve a reliable project budget. This work included a more detailed stormwater plan to review for LEED certification, additional soil borings to determine suitability for foundations and infiltration, a traffic study for the entrance on County Center Drive, site plan meetings with Pontiac, and an additional topographic survey (see Table 2 for the additional work and reimbursable expenses). Performing this value-engineering work to establish a project budget was critical for future financial planning and to establish rates for our customer communities. It is this additional work for which a third contract amendment is requested. My office plans to present a full update at this committee’s next meeting of progress achieved to date. The next phase will be the design development and will require additional approval to further expand AKA’s scope. To ensure transparency, we will continue our communication with the communities about the new building and all the operational and cost efficiencies a new centralized building will provide. Requested Action: Amend the existing contract with Auger Klein Aller Architects Inc. to increase the not-to-exceed amount by $111,378, for the work completed to date.
