Further, authorize the Board Chair to execute any necessary agreements on behalf of Oakland County. Additionally, require that the Charter Township of Royal Oak use the funds for pavilion structural repairs, including replacement of damaged support posts and related cement work to maintain public access to the improved park facilities. Also, require to promote the County's support of the project and submit an outcomes report to the Board of Commissioners by the end of the calendar year detailing project valuation, repairs completed, public access benefits, and resident impact, including proof of expenditures upon request. Commissioner Yolanda Smith Charles Describe what you are requesting the Board to fund and what the public will receive as a result. Royal Oak Township is requesting funding assistance for emergency structural repairs to the existing pavilion at Civic Center Park as part of the park’s broader rehabilitation project. During roof replacement work, the contractor discovered that several pavilion support posts and portions of the cement base were damaged due to water intrusion, freezing, thawing, and cracking. The requested funds will help replace damaged posts and cement so the new pavilion roof can be safely installed and remain eligible for warranty coverage. The public will receive a safer, structurally sound pavilion within Civic Center Park for family gatherings, public events, and community recreation. Is this request best classified as a sponsorship of an event or support for a program? Sponsorship generally supports a one-time event and includes recognition/visibility, while a Program supports services, deliverables, or lasting community benefit beyond a single event. Royal Oak Township is contributing $30,000 from its general fund, the Michigan Department of Natural Resources/SPARKS grant is contributing $20,000, Oakland County Parks has committed $25,000, and the Township is requesting $5,000 from the Board of Commissioners to complete the funding needed for this emergency work. Please provide a narrative budget explanation describing what costs exist in the overall budget and which costs the Board’s requested funds would pay for. This request is part of a larger $1.25 million renovation of Civic Center Park, the Township’s main public park. The original renovation plan included replacing the pavilion’s 26-year-old roof while retaining the existing support posts and cement floor base. However, after the old roof was removed, the contractor discovered significant damage to the posts and cement base. The requested Board funds would support the emergency replacement of damaged structural posts and cement to ensure the pavilion roof is installed on a safe foundation and to help preserve the roof warranty. Please describe all confirmed funding partners, matching funds, sponsorships, or in-kind contributions, and specify the amount or estimated value of each. The pavilion can be reserved for family gatherings and public events, and the park provides outdoor recreation opportunities for Township residents and visitors. The project supports public safety by ensuring the pavilion is structurally sound and available for continued public use. Please explain what the County receives in return for the expenditure. The park will continue to be open to the public and will provide outdoor activities, a quarter-mile walking path, pavilions for family use, and space for Township or County public events. Please provide a clear implementation timeline with start date, milestones (if applicable), and completion date. The contractor is currently on site. The emergency pavilion repair work will proceed as part of the broader Civic Center Park rehabilitation project. The Township anticipates that the park will open by Labor Day 2026 or approximately that timeframe. Please describe who will benefit from the project, including estimated number of Oakland County residents served and which communities or geographic areas are expected to participate. Royal Oak Township residents and visitors will benefit from the project. Civic Center Park is designed for family use and community events and is located within walking distance of a senior apartment complex and a large portion of the Township’s underserved community. Please describe how success will be evaluated and what measurable outcomes will be reported. Success will be evaluated by completion of the pavilion repairs, installation of a structurally sound support system and cement base, safe installation of the new roof, and preservation of the roof warranty. The completed project will ensure that residents and visitors can safely use the pavilion and park facilities. Please confirm that the organization will submit an outcomes report to the Board of Commissioners by the end of the calendar year and describe what that report will include, such as attendance, participation, services delivered, and resident impact.
