Democratic Caucus Minutes
June 11, 2026 at 5:00 PM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:07 PM in
Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: Ann Erickson Gault, Marcia Gershenson, Brendan Johnson,
Penny Luebs, Gwen Markham, William Miller III, Angela Powell, Yolanda Smith Charles,
Linnie Taylor, David Woodward (10)
MEMBERS ABSENT WITH NOTICE: (0)
3. Approval of Minutes
a. Board of Commissioners - dated May 21, 2026
Gwen Markham moved approval of the Minutes dated May 21, 2026, as
presented. Seconded by Linnie Taylor.
A voice vote was conducted and the Minutes dated May 21, 2026, were
approved unanimously.
4. Discussion Items
Megan Sellers, Deputy County Executive and Aaron Thomas, Deputy Corporation
Counsel addressed the Caucus regarding Human Resources policies in public and non-
public spaces and Resolution #26006 Opposing Civil Immigration Enforcement Activities
by Immigration and Customs Enforcement (ICE) and Related Federal Agencies within
Oakland County Owned or Operated Facilities, and Opposing the Use of Face Coverings
that Conceal Officers Identities During Civil Immigration Enforcement.

Scott Francis, Superintendent of Berkley Schools addressed the Caucus regarding the
Regional Enhancement Millage Proposal that is on the ballot for the August Primary
Election.

Elana A. Rugh, President & CEO of Detroit Historical Society and Neil A. Barclay,
President & Chief Executive Officer of Charles H. Wright Museum, addressed the Caucus
regarding an amendment to Recreational Authorities Act 321 of 2000. A millage proposal
was discussed to be on the ballot for the November Election. The appointed Authority
would have to approve the request and meet the August 11th proposal deadline.

Undersheriff Timothy Willis addressed the Caucus regarding the Oakland Curtail Auto
Theft (OCAT) grant.
Discussion Followed.
Commissioner Smith Charles addressed the Caucus regarding the Economic
Development and Infrastructure Committee items entitled: Water Resources
Commissioner - Contract Amendment with Auger, Klein and Aller Architects, and Water
Resources Commissioner - Grant Acceptance with U.S. Environmental Protection Agency
for the RainSmart Rebates Program and Board of Commissioners - Funding for In-Line
Skating Rink at Harding Park with the City of Ferndale.
Commissioner Luebs addressed the Caucus regarding the Finance Committee item
entitled: Executive's Office - Reallocation of American Rescue Plan Act Local Fiscal
Recovery Funds.
Sara Gold, Strategic Partnership & Initiatives Officer addressed the Caucus.
Commissioner Markham addressed the Caucus regarding the Public Health and Safety
Committee item entitled: Health & Human Services - Neighborhood and Housing
Development - Grant Acceptance from the Michigan State Housing Development
Authority for the FY 2026 Enhancement Grant.
Commissioner Smith Charles addressed the Caucus regarding the Legislative Affairs and
Government Operations Committee items entitled: Parks & Recreation - Interlocal
Agreement with Bloomfield Hills Schools for Transition Services and Operational
Continuity at Discovery Oaks and Bloomfield Oaks, and Parks & Recreation -
Memorandum of Understanding with the Huron-Clinton Metropolitan Authority for the 2026
Water Safety and Swim Lesson Partnership.

Commissioner Smith Charles addressed the Caucus regarding the Legislative Affairs and
Government Operations Committee item entitled: Parks & Recreation - Grant Acceptance
from the State of Michigan for the FY 2026 Great Lakes Management Grant Program.
Commissioner Smith Charles addressed the Caucus regarding the Public Health and
Safety Committee item entitled: Sheriff’s Office - Amendment #1 to the FY 2026
Emergency Response Support Program for the Rochester Hills Splash Pad Shooting from
Oakland County Health Network.
Discussion Followed.
Commissioner Woodward addressed the Caucus regarding the next Legislative Affairs
and Government Operations Committee meeting.
Commissioner Johnson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee - Board of Commissioners - Appointment to the Land
Bank Authority.
Commissioner Miller addressed the Caucus regarding resident concerns and that public
utilities will be giving a presentation at an upcoming Board of Commissioners Meeting.
Chair Powell addressed the Caucus stating that the Pontiac City Council had a meeting
regarding Flock and is planning a meeting for Flock to address Oakland County as a
whole. The date and location are to be determined.
5. Public Comment
The following people addressed the Caucus during Public Comment: Commissioner Jim
Nash, Margarette Gupta, Mike Flores and Samantha Hunt.
6. Adjournment
