Motion to approve amendment #2 to the 2024 Inland Lake Beach Monitoring Program from the
Michigan Department of Environment, Great Lakes, and Energy, Water Resources Division in the
amount of $50,000 for the period ending in December 31, 2027; further, authorize the Chair of the
Board of Commissioners to execute the grant agreement; further, amend the FY 2026 budget as
detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
The Health Division received Amendment #2 to the Michigan Department of Environment, Great
Lakes and Energy (EGLE), Water Resources Division for the 2024-2025 Inland Lake Beach
Monitoring Program grant agreement. This Amendment modifies the original Oakland County Inland
Lakes Beach Monitoring project Agreement between Oakland County and EGLE executed on
August 19, 2024.
Amendment #2 adds funding in the amount of $50,000 for the continuation of monitoring inland lake
beaches and conducting microbial source tracking to identify hosts and locations of fecal
contamination through December 31, 2027.
POLICY ANALYSIS
• Per the attached amendment agreement, there are no changes to the project scope (work
plan).
• The additional funding supports General Fund Environmental Health Staff salaries and
fingers, mileage, supplies, and training. This amendment takes the total grant award to
$175,025.67.
o Acceptance of funding in the amount of $44,420 was approved via resolution #2024-
4240.
o Amendment #1 was approved via resolution #2025-5427, in the amount of
$80,605.67.

GRANT AGREEMENT AMENDMENT
BETWEEN THE
MICHIGAN DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY
AND THE
OAKLAND COUNTY HEALTH DIVISION
This Amendment modifies the Grant Agreement (Agreement) between the Michigan
Department of Environment, Great Lakes, and Energy, Water Resources
Division (State), and the Oakland County Health Division (Grantee) signed by the State
on August 19, 2024, for the Oakland County Inland Lakes Beach Monitoring project.
This Amendment does not take effect until signed by both parties.
The revisions to the Agreement are limited to those specified below. All other provisions
of the Agreement remain in effect. The State and Grantee agree to the revisions
indicated below.
PROJECT SCOPE (WORK PLAN)
There are no project scope changes.
AGREEMENT PERIOD (END DATE)
The State and Grantee agree to extend the end date of the Agreement from
December 31, 2026, to December 31, 2027. The Grantee will complete all obligations
under the Agreement no later than the amended end date. Costs incurred after the
amended end date are not eligible for reimbursement under the Agreement.
COMPENSATION (BUDGET)
The State and Grantee agree to add $50,000 to the budget as shown in Appendix A.
