INTRODUCTION AND BACKGROUND
This resolution authorizes funding for the Oakland County Health and Human Services Department
to contract with Planned Parenthood of Michigan to support the continued delivery of eligible
preventative healthcare services to Oakland County residents. The agreement is intended to
preserve access to essential healthcare services, strengthen the County's public health
infrastructure, and advance the Board's commitment to improving health outcomes throughout
Oakland County.
POLICY ANALYSIS
• The Fiscal Year 2019 Year-End Report and Budget Amendments allocated $500,000 to the
Oakland County Health and Human Services Department to initiate a reimbursement contract
for family planning services.
• If approved, this funding will help to keep the Planned Parenthood clinic in Ferndale, MI open
at least through August 2028.

Board of Commissioners - Resolution Authorizing an Appropriation to Support Access to
Preventative and Reproductive Health Services Through a Contract with Planned Parenthood
of Michigan
Chair and Members of the Board:
WHEREAS Oakland County has long recognized that access to preventative healthcare is essential
to protecting the health, safety, and welfare of its residents; and
WHEREAS preventative healthcare services; including cancer screenings, sexually transmitted
infection testing and treatment, contraception, reproductive health counseling, annual wellness
examinations, and other evidence-based preventive medical services; improve health outcomes,
reduce long-term healthcare costs, and lessen reliance on emergency medical care; and
WHEREAS Planned Parenthood of Michigan has provided these healthcare services to Oakland
County residents for many years and serves thousands of patients annually, including many
individuals who are uninsured, underinsured, or otherwise face barriers to accessing timely
healthcare; and
WHEREAS recent actions and continued efforts by Congress and the Trump Administration to defund
Planned Parenthood threaten to severely reduce access to reproductive health care for thousands of
Oakland County residents; and
WHEREAS the Oakland County Board of Commissioners recognizes that ensuring continuity of
preventative healthcare services strengthens the County's public health infrastructure and advances
the County's commitment to improving community health outcomes for all residents, regardless of
income or insurance status; and
WHEREAS the Board finds that it serves a public purpose to invest County resources in evidence-
based preventative healthcare services that reduce preventable disease, improve early detection of
serious medical conditions, promote healthier communities, and lessen future public expenditures
associated with delayed medical treatment; and
WHEREAS the Board further finds that maintaining a readily accessible provider of preventative
reproductive and sexual healthcare services within Oakland County is in the best interests of County
residents and supports the County's broader public health objectives.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
appropriates an amount not to exceed $1,500,000 from the General Fund General Purpose
Unassigned Fund Balance to be allocated to the Health Department to contract with Planned
Parenthood of Michigan to support the continued delivery of eligible preventative healthcare services
to Oakland County residents.
BE IT FURTHER RESOLVED that the Board authorizes the Oakland County Health and Human
Services Department Director to execute the contract after final review by Purchasing Division and
Corporation Counsel.
BE IT FURTHER RESOLVED that reimbursement under the contract shall be provided at a rate of
$206.53 per eligible service, consistent with the County-approved reimbursement methodology,
subject to the overall contract maximum.
BE IT FURTHER RESOLVED that the contract shall extend through August 31, 2028, unless
terminated earlier in accordance with its terms.
BE IT FURTHER RESOLVED that the county administration shall monitor contract performance and
reimbursement requests to ensure that payments are made only for eligible services rendered in
accordance with the contract and all applicable County purchasing and financial policies.
BE IT FURTHER RESOLVED that, as a material condition of the agreement, Planned Parenthood of
Michigan shall maintain and continue operating its healthcare facility located in Oakland County
providing substantially equivalent access to services, throughout the duration of the contract.
BE IT FURTHER RESOLVED that Planned Parenthood of Michigan shall provide services in
accordance with all applicable federal and state laws, licensing requirements, reporting requirements,
and all terms and conditions established by the contract.
BE IT FURTHER RESOLVED that the Fiscal Year 2026–2028 budgets are amended as detailed in
the attached Schedule A.
