Democratic Caucus Minutes
August 13, 2026 at 8:30 AM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 8:46 AM in
Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: Ann Erickson Gault, Marcia Gershenson, Brendan Johnson,
Penny Luebs, Gwen Markham, William Miller III, Angela Powell, Yolanda Smith Charles,
Linnie Taylor, David Woodward (10)
MEMBERS ABSENT WITH NOTICE: (0)
3. Approval of Minutes
a. Clerk/Register of Deeds - dated July 16, 2026
Gwen Markham moved approval of the Minutes dated July 16, 2026, as
presented. Seconded by Linnie Taylor.
A voice vote was conducted and the Minutes dated July 16, 2026, were
approved unanimously.
4. Discussion Items
a. Information Technology - Quick Update from IT on Comprehensive
Information Technology Service Agreement Renewals
Kim Marango, Director of Application and Client Services addressed the Caucus
regarding the Finance Committee item entitled: Information Technology -
Comprehensive Information Technology Service Agreement Renewals.
Discussion Followed.
Commissioner Luebs introduced Paula Thornton Greear, Planned Parenthood
CEO, who addressed the Caucus regarding the Public Health and Safety
Committee item entitled: Board of Commissioners - Resolution Authorizing an
Appropriation to Support Access to Preventative and Reproductive Health
Services Through a Contract with Planned Parenthood of Michigan.
Discussion Followed.
Chair Powell addressed the Caucus regarding the upcoming Board of
Commissioners Meeting scheduled for September 17, 2026 and to review the
Democratic Caucus memo of announcements.
5. Public Comment
The following people addressed the Caucus during Public Comment: Victoria Johnston,
Grace Kauffman, Sharon Carter, Judy Yamachik, Chester Kauffman, Hermon Barbe, Jon
Fluetsch, Genevieve Marnon and Lynn Mills.
6. Adjournment
The meeting recessed on Thursday August 13, 2026, at 9:23 AM.
