INVESTMENT SUB -COMMITTEE MINUTES
A meeting of the Oakland County Employees' Retirement and Deferred Compensation Board
Investment Sub -Committee was held on April 21, 2026, at 11:04 a.m. in the Canvasing Room in
the Elections Division in the West Wing of the Courthouse.

II. Approval of the Agenda
A. Moved by Van Leuven, seconded Wittenberg to approve the agenda as amended,
switch Unfinished Business and New Business order on agenda. Motion carried.

VI. New Business
A. John Forelli and William Supple, representatives from Boston Partners, presented on
Large Cap Value. The fund portfolio, performance returns, company structure, and
fees were discussed.
B. Jeffrey Wardlow, Karl Knas, and Sarah Schattner, representatives from DeRoy &
Devereaux presented on All Cap Value. The fund portfolio, performance returns,
company structure, and fees were discussed
Moved by Van Leuven, seconded by Wittenberg to recommend to the OCERS and
VEBA Boards to invest 2/3 with Boston Partners and invest 1/3 with DeRoy &
Devereau, funds will be moved from State Street S&P 500 Equal Weight, subject to
legal review. Motion carried.
VII. Unfinished Business
Aaron Castle of VMT Law presented the revised Defined Contribution Investment
Consulting Services Request for Proposal.
