Shall Chapter VIII, Sections 1 through 3 of the Village of Franklin Charter be
amended to broaden the definition of professional services to include but not be
limited to Village Attorney, Village Engineer, village Planner, Village Accountant
and Village Auditor; to increase from one thousand two hundred fifty dollars
($1,250) to ten thousand dollars ($10,000) the amount of a contract for any
public improvement or purchase of materials, tools, apparatus, supplies or
services that the Village may enter into without preparation of specifications,
published advertisement and sealed proposals; to eliminate the current ceiling of
two thousand five hundred dollars ($2,500) on such contracts with respect to
which the Village Council may, by a vote of two-thirds (2/3) of the members
of the Council, waive the requirement for advertising for sealed proposals; to
increase from two thousand five hundred dollars ($2,500) to twenty-five thousand
dollars ($25,000) the cost of construction work the Village may undertake without
first advertising for sealed proposals; and to increase from two thousand five
