Under existing law, the School District would levy only that portion of the mills on taxable property necessary to allow the School District to receive the full revenue per pupil foundation allowance permitted by the State or such lesser amount as determined by the School District. The School District currently only levies 18 mills for general operating purposes on all taxable property in the School District to the extent such property is not exempt from such levy, and further limits the levy on principal residences (owner-occupied homes) to 14.5 mills. , Shall the limitation on the total amount of taxes which may be assessed against all property, except property exempted by law, situated within the Lamphere Schools, County of Oakland, State of , Michigan, be increased as provided in the Michigan Constitution, in the amount of 19.75 mills !' ($19.75 on each $1,000 of taxable valuation), for a period of ten (10) years, from July 1, 2012 through June 30, 2022, inclusive, with 19.75 mills of the above being a renewal of millage which would otherwise expire on June 30, 2012? Pursuant to State Law, the expenditure of the building and site sinking fund millage proceeds must be audited, and the proceeds cannot be used for teacher, administrator or employee salaries, maintenance or other operating expenses. Shall the Lamphere Schools be authorized to levy one-half (0.50) mill ($0.50 per $1,000 of taxable value), for a period of eleven (11) years, from July 1, 2011 through June 30, 2022 to create a building and site sinking fund for the purpose of the construction or repair of school buildings or any I other purpose allowed under Michigan law?
