APPROVAL OF MINUTES:
CM-05-70-08: Motion and second by Councilwoman Rich and Councilman Cutright to
approve, receive and file the April 22, 2008 regular City Council meeting minutes.

CM-05-71-08: Moved and seconded by Councilwomen Dingeldey and Rich to approve,
receive and file the April 30, 2008 City Council budget study session minutes.

CM-05-72-08: Motion by Councilman Cutright, seconded by Councilman Nordstrom, to
approve, receive and file the May 1, 2008 City Council budget study session minutes.
Councilwoman Dingeldey said kudos to the City Clerk for two sets of very long and involved
and very adequately presented minutes.

Councilman Cutright complimented the Fire Department on a nice job keeping fires down
again.
CONSENT AGENDA:
CM-05-73-08: Moved and seconded by Councilmen Ziegler and Lee to approve the Consent
Agenda as presented, which included: 1.) Approval to receive and file minutes for the Planning Commission meetings held on
March 24, April 7 and April 28, 2008 and the Wixom Public Library Board of Trustees
meeting held on March 24, 2008;
2.) Granting of a Water Main Easement in favor of the City of Wixom on the Grand Oaks
Well Site, parcel no. 22-07-326-044, and authorization for the Mayor and Clerk to sign
the Easement Agreement on behalf of the City;
3.) Acceptance of a permanent Water Main Easement being granted by CPFM, Limited
Liability Company for Grand Oaks Commerce Center, Lots 3 and 4, Wagon II
development located at 28025 Oakland Oaks Court in the total amount of $1.00;
4.) Approval to schedule a Public Hearing on the Proposed Fiscal Year 2008-2009 Budget
for the regular City Council meeting of May 27, 2008 at 7:30 p.m. and that advance
notice of this hearing be published.

NEW BUSINESS:
Transfer of Ownership of Class C Licensed Business:
CM-05-74-08: Motion and second by Councilwoman Dingeldey and Councilman Nordstrom
to approve a resolution to make a recommendation to the Michigan Liquor Control
Commission (MLCC) that the application for transfer of ownership of the 2007 Class C
licensed business with dance-entertainment, located at 49110 Grand River, Wixom MI
48393, Oakland County, from Longneck, LLC to TC Full Throttle, LLC be approved.
VOTE: MOTION CARRIED
Mr. Dornan introduced Paul Bosco (who is transferring the license) and Tracy Campbell (who
is TC Full Throttle and is taking over the operation of Stinger’s) and wished them luck.
Mayor Hinkley told them (as they say over at Jatco) to throttle down and wished them good
luck.
Class C Liquor License for Alessandro’s, Inc. d/b/a Alex’s Pizzeria:
Councilwoman Rich informed the Mayor and Council she would not be participating in any
discussions or deliberations regarding this agenda item due to the fact that she is employed
by the law firm who is representing the applicant and therefore has a conflict of interest.
She would hope that her fellow Council members and the Mayor would support her in that
decision to recuse herself from any deliberations or a vote.
CM-05-75-08: Motion by Councilman Ziegler to excuse Ms. Rich from voting on this
matter, seconded by Councilman Lee.

CM-05-76-08: Moved and seconded by Councilman Ziegler and Councilwoman Dingeldey to
approve a resolution recommending that the Michigan Liquor Control Commission (MLCC)
consider granting the request from Alessandro’s Inc. (Alessandro Grossi and Maria Grossi)
d/b/a Alex’s Pizzeria for new Class C and SDM licenses as well as permits for “Outside
Sales,” “Sunday Sales” and “Official Food Sales” at 49000 Pontiac Trail in the City of Wixom,
above all others, and thereby reduce the available number of Class C “quota” licenses from
two (2) to one (1).
VOTE: MOTION CARRIED
Sewer Tap Installment Agreement with Alessandro’s, Inc. (Alex’s Pizzeria:
CM-05-77-08: Motion and second by Councilman Nordstrom and Councilman Cutright to
approve a Sewer Tap Installment Agreement with Alessandro, Inc. d/b/a Alex’s Pizzeria at
49000 Pontiac Trail and that the Mayor and City Clerk be authorized to sign the Agreement
on behalf of the City.
When Councilman Ziegler asked if Councilwoman Rich had to excuse herself on this one as
well she answered no and indicated they were not involved in this.
VOTE: MOTION CARRIED
Personal Property Maintenance Contract:
CM-05-78-08: Moved by Councilwoman Dingeldey, seconded by Councilman Lee, to
approve the renewal of the Personal Property Maintenance Contract with Oakland County for
the 2009 Assessment Roll, this action being in the best interest of the City.
Mr. Dornan pointed out that he had copies of the contract here and didn’t think to include it
in the Council packet. It’s a 14-page contract, and it’s the same language as the contract
that just expired.
Councilman Cutright thanked him for saving a tree, but Councilwoman Rich asked if it would
be possible in the future in situations like that to at least provide Council with the option
because she personally feels she has a duty to look at a contract when that’s what she’s
voting on. She said this had come before us in the past so she’s pretty comfortable with
this, but if these situations arise and that’s what she is voting on then just give us the
option. Some of us might take you up on it, and obviously many of us won’t.
Mr. Dornan indicated the option is there.
Councilwoman Dingeldey said she assumes the City Manager has read it. So if there is
anything wrong with it, it is his problem.
Mr. Dornan stated the attorney has reviewed it in accordance with the City charter as to
form, and he’s reviewed it as to substance.
When the Mayor inquired if it would be submitted as part of the minutes Mr. Dornan told
him no.

Purchase of Mobile Data Computers:
CM-05-79-08: Motion by Councilman Cutright, with second by Councilman Nordstrom, to
grant authorization to purchase three (3) police patrol mobile data computers (Motorola
Model #MW810 Workstations) from the Motorola Corporation for the sum of $15,585 and to
waive the bid process since no advantage to the City would result from this occurrence in

view of the purchase being made through an agreement negotiated by Oakland County and
as a result of an exhaustive competitive bid process being conducted by their personnel;
with funds for this purchase to be derived from FY 2007-08 Capital Improvement Account
#11 16-37 9805.
Out of curiosity, Councilman Ziegler wondered if the Director of Public Safety could give a
little bit of background on this as to how we got into having computers in the patrol
vehicles.
Director Goodlein stated that actually the concept of putting these devices into vehicles
began a number of years ago when police recognized that there should be a movement to
digital and encrypted transmissions particularly for that type of information that had limited
access. So when police make inquiries concerning the criminal history of an individual,
whether or not there are wants or warrants, what their driving status is, the law requires
that police keep such inquiries confidential. Consequently and as a result of that, over time
digital encrypted radio transmissions for these purposes became incorporated into police
radio technology. As computers proliferated that seemed to be the best way to play out
that design, and we began installing computers into the cars with the assistance of CLEMIS
in 2000. At that time CLEMIS paid for the entire cost of the installation, hardware, software
and everything. It was part of a little bit more than $18 million grant that CLEMIS received
from the federal government through the COPS Program.
Director Goodlein went on to say when we had those discussions at that time there was an
understanding that while CLEMIS was going to be able to provide much of the start-up
equipment for police agencies they certainly would not be able to replace that equipment or
continue to upgrade the equipment indefinitely. So just like CLEMIS was able to provide
money to the community through Oakland County for the purposes of providing desktop
computers for the police department, they also provided money for these mobile data
computers; and the City was a recipient of approximately $54,000 for mobile data
computers and probably close to $20,000 for desktop computers, hardware, other interfaces
to facilitate the records management system. Certainly, CLEMIS has taken the lead in
trying to develop field base reporting and incorporate it into its records management system
and provide interfaces to systems like prisoner processing and the arraignment of prisoners.
This is just one aspect of that service that CLEMIS provides to us. It’s only one aspect of
the many services we have received from Oakland County.
He told Council this package in his opinion is a good package and a good proposal and a
good price. These devices are typically probably $2,000 to $3,000 more than this; and
CLEMIS was able to obtain this price by virtue of the fact that they were going to be the sole
point through which all this equipment was disseminated to participating agencies. Quite
honestly, Motorola will find their selves having to train fewer people for the purposes of
maintenance of the devices. That also assisted in getting the price from them. That’s
basically what these devices do.

Parks and Recreation Commission Appointment:
CM-05-80-08: Motion and second by Councilwoman Rich and Councilman Ziegler to
confirm the Mayor’s appointment of William Dungan, 2272 Hedigham, to the City’s Parks
and Recreation Commission to replace Chuck Pelto; term to expire 06/30/2011.
Mayor Hinkley mentioned that due to another commitment Mr. Dungan could not be here at
the meeting so Council would get an opportunity to meet him. He’s a good guy and very

involved in sports with youth, and he thinks he will be a welcome addition to our Parks and
Recreation Commission.

Executive Session:
CM-05-81-08: Moved and seconded by Councilman Lee and Councilwoman Dingeldey to
hold an Executive Session to discuss Union Negotiations.

CITY MANAGER’S COMMENTS:
Mr. Dornan commented that he’s been advised by the Library Board that they have
scheduled a public hearing for their budget in the library meeting room at 6:00 pm next
Monday, May 19. Likewise, when we were meeting in our budget discussions we went back
and checked out some of the comments that were made about the Community Services
brochure and shared that with Council in the Manager’s Update. Likewise, he’d like to
report that in the interest of cross promotion, the Library in their next newsletter will be
promoting the Parks and Recreation/Community Services Movie in the Park which will be
held August 27 in Gilbert Willis Park. They’re doing this in their brochure because the movie
happens to be “A Night at the Museum” and their theme this summer has to do with the
museum and those kinds of things.
Mr. Dornan wanted to point out we were in error. We left one person off the list of
community organizers and members who worked on the Rebuild Oakland Project. This was
a home rebuilt on Partridge Street and substantially rebuilt, a huge project. He wanted to
point out that we left off one key member who was there for several hours and it’s nice to
see this kind of cross promotion and pollination between our departments. That was Lisa
Hoenig, our Library Director, who spent several hours down there; and we left her off the
list and have to apologize to Lisa in particular for not mentioning her.
Mr. Dornan said he looks forward to seeing everyone at Founder’s Day this Sunday.
COUNCIL COMMENTS:
Councilman Ziegler thanked Karen Chapman and Chuck Pelto for their service on the
Parks and Recreation Commission. He regrets that they had to resign, but he knows Ms.
Chapman is moving and he knows Mr. Pelto has served for a long period of time. He will
miss them on that committee. Also, we’ll miss Deborah Peszko who has served on the
Downtown Development Authority for a long time; and he wanted to thank her for her
service. He also welcomed Bill Dungan to the Parks and Recreation Commission.
Councilman Ziegler mentioned that he is going to be out of town next weekend and
unfortunately won’t be able to be at the Founder’s festival. He really looked forward to
being there. Now it’s even worse because he found out there is going to be a pie-eating
contest, and he’ll have to forego that this year.
Councilman Ziegler offered congratulations to the Finance Department for receiving the
Certificate of Achievement for Excellence again for the fourth time in a row.

He mentioned that he and Director Goodlein attended the Oakland County awards ceremony
over at the Oakland County Commissioners Auditorium, representing the City. The reason
they were there was to support and be present when one of our residents (Michael Walsh)
was given a Citizen’s Citation for his activities in helping to extinguish a fire in a Deputy’s
car that crashed in front of his house last fall. It was really nice to be able to represent the
City certainly and nice to be there when this gentleman received his award, and he is really
proud to have somebody like that living in our City. It was an honor to be there and also
pretty impressive to see all the officers from various communities and a lot of the deputies
and corrections officers who were given awards for various activities they’ve been involved
in, not the least of which was law enforcement. He was real proud to be there and is kind of
glad the Mayor was out of town so he could attend in his place.
Councilwoman Rich too wanted to thank her fellow City Council members, administration
and staff for their preparation and participation in the budget discussions and the City Clerk
for recording those discussions. Kudos to Kevin Brady in Finance; it’s always a remarkable,
a great document. A lot of work goes into that, and she congratulates him on receiving the
award again. She said she too might not be able to make either of the Sunday events. It’s
not just the Founder’s Festival; it’s also the Ice Cream Social. It seems like every year
there is a conflict with an orchestra concert at Walled Lake Western, but that’s where she
has to be. Hopefully, she’ll be able to pop in. She wanted to extend her appreciation to
Karen Chapman and Chuck Pelto for their passionate service to the Parks and Rec
Commission because they are very passionate about what they do and to Deborah Peszko
for her service to the DDA. She knows Bill Dungan and looks forward to him serving in this
capacity. He does have unique experiences, skills and talents which she thinks will be of
huge benefit to the City; and she looks forward to watching that evolve as he gets used to
his new position. She said she believes it is National Police Recognition Week or maybe it’s
called Law Enforcement Week. She knows there was a big celebration in DC earlier this
week, and she wanted to say (personally from Lori Rich) thank you to all you bring to this
City and for how you protect us and serve us; and she’s sure just about every other
resident out there and business owner would echo her sincere heartfelt thank-you.
Councilman Nordstrom said to Mr. Nowicki he knows things are tough across the street,
but he asked if there are any plans to start the new commercial any time soon with the
other building. The only reason he asks if it’s down the line is because he wonders if we can
talk to the developer. You drive by and see those footings sitting there all the time, and by
the time it’s summer and there are weeds it’s not going to hurt those footings to bury them.
Can we berm that or something or talk to them? To put up a fence or something, that’s as
much of an eyesore. He just wonders if it might be worthwhile to bend the rods and dump
some dirt in there and bury the footings and maybe give it more of kind of a park look as
opposed to a "we can’t get this finished" look. It’s just a suggestion.
Mr. Nowicki stated we have initiated discussions on cleaning that area up. In fact he
actually had some preliminary discussions with the management firm this morning. We’ll be
following up on that. He knows they’re as anxious as we are to get that rolling, and they
continuously try and find tenants and work with the banks to release some funds for the
construction of that. In the interim, we’ll be working with them in trying to clean that up
somewhat.
Councilman Lee wasn’t going to mention names, but he wanted to echo the other
comments of his fellow Council members regarding our boards and commissions and the
members and Mr. Brady included. It’s amazing how the people in this community make the
extraordinary ordinary for our community. It’s our daily practice; it’s the way we do things,
and it’s nice to see that we’re recognized. A lot of it has to do with these volunteers as well
as our staff, and he certainly appreciates them.

He wanted to make sure everybody remembers this weekend is Founder’s Day and the Ice
Cream Social, and it’s the 50th anniversary of Wixom so this should be our best party yet
this year.
He also wanted to mention the Rebuild Oakland Project. He was very glad he was able to
participate in that. Mr. Kennedy put in an immense amount of time. It’s amazing what
many hands can do. They don’t have to necessarily all be talented hands, but as long as
you have a lot of them you can get an awful lot of work done. He especially wants to
recognize the Walled Lake Eagles organization. They did phenomenal work on that house.
There were a lot of challenges with that project, and they all stepped forward; and it’s given
one of our own a very nice place to spend her time. He appreciates their efforts and their
talents, and hopefully we can continue to work with them in the future.
Councilwoman Dingeldey commented it’s terrible being near the end because everybody
has already said everything and she doesn’t like to repeat. However, in regards to
acknowledging fire and police during this week, Thursday morning at Walled Lake Big Boy
from 7:30 until 8:30 the Lakes Area Optimists will be acknowledging and saluting those
police persons and fire fighters from the area. That’s just a little extra, and she offered her
ditto to all the previous comments that had been made.
Rather than make everybody sit there while he repeated everyone else’s comments,
Councilman Cutright noted that one thing that wasn’t mentioned was that Hope
Drogmiller was student of the week. It’s really nice to see that, and he also understands it
was on the sign at Static Controls too which was pretty nice.
The final thing he wanted to mention was that apparently someone on the dais got a hole-
in-one while on vacation; his first hole-in-one. He offered his congratulations to Mayor
Hinkley.
Being last, Mayor Hinkley said he did have a few points. On behalf of his wife Linda and
her extended family (the VanWageners) he would like to thank everybody from the City and
fellow Council members who had kind words on the passing of her mother and donations in
her name and flowers and all the cards and letters they received. It was very nice, and he
appreciates that as does her family.
Secondly, along with Councilman Lee, this project that we did April 26 with Rebuild
Together and doing Bernadette Carrico’s home was so overwhelming. When Sunday came
many of the Eagles and many folks like Nick Kennedy were back over there for a second
day, and from what he’s understood most of these projects they do each year are one-day.
They obviously didn’t realize how much was involved in that. He said he can assure you
there were over 65 people at that project which resulted (he calculated) in over a thousand
man/woman-hours. That does not signify to him that there is a downturn in this community
on volunteerism; it signifies to him that there is an upturn. He has heard for the last year
that volunteerism is down, and he’s here to tell you it’s not between the volunteers that
showed up that day for that project and the volunteers that showed up for our normal
clean-up day. We were remiss in thanking those folks for our annual clean-up day and
beautifying our City, so we extend our thanks to them too. Volunteerism is part of our
community. We actually presented back to Bernadette Carrico her home on April 27 which
was his birthday, and it was a day that was better to give than receive. He can’t wait until
the next one. He thinks it is going to be a great time, and we’ll probably have a lot of fun
doing that. He was thoroughly amazed at the work that was done on that project.

The Mayor said he would also like to recognize the folks from Earth Tech and several of our
contractors in the area that responded to the needs of the Maple Forest Courtyards
Homeowners association regarding their water main leak. They responded quickly and were
able to address that situation over there in an expedient manner. Joe and his people from
Earth Tech and the other contractors certainly need to be commended for their work.
RECESS:
On motion and second by Councilmen Cutright and Lee, at 8:06 pm the meeting was
recessed for ten minutes before going into executive session.
ADJOURNMENT:
The meeting was reconvened at 8:44 pm after the closed meeting concluded and then
immediately adjourned on motion and second by Councilman Ziegler and Councilman
Cutright.
