On July 29, 2015 the Board of Commissioners for Oakland County entered into an agreement per MR #15185 – Sheriff’s
Office – Contract for Fire Dispatch Services for the Charter Township of Milford 2015-2018.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the Charter Township of Milford the authorizing Board of Commissioners Resolution are enclosed for filing by
your office.

Supervisor Green called the meeting to order at 7:30 pm.
The pledge of allegiance was recited.

PUBLIC HEARING, OBJECTIONS TO THE ROLL FOR THE SPECIAL ASSESSMENT
DISTRICT FOR REPAIR, REPLACEMENT AND CONSTRUCTION OF PRIVATE ROADS –
MILFORD POINTE DEVELOPMENT
Trustee Wiltse moved, Trustee Worrell seconded to open the public hearing, objections to the
roll for the special assessment district for repair, replacement and construction of private roads
– Milford Pointe Development. Vote unanimously carried.
Mr. Jack Healy, Commerce Township addressed the Board regarding his objections for the
(SAD) Special Assessment District. His objections were the high cost of the job and for the need
for the curbs.
Mr. Alan Thomas, Sterling Heights addressed the Board regarding the high price of the asphalt,
couldn’t the township use a different company for the asphalt.
The Township Board addressed the concerns and stated that with the SAD the work needs to
be done according to the Township standards.
Trustee Worrell moved, Trustee Wiltse seconded to closed the public hearing, objections to the
roll for the special assessment district for repair, replacement and construction of private roads
– Milford Pointe Development. Vote unanimously carried.

presented. Roll Call vote: Yes- Worrell, Dagenhardt, Green, Wiltse, Busick. Absent- Brandt,
Mazzara. Vote unanimously carried.
SUPERVISOR’S REPORT
Supervisor Green requested to add the following to the agenda: 2015 Overband Crack Sealing;
Sponsorship of annual Labor Day 30 K – Huron Valley Running Club; Recreational Trail Permit
for Milford Memories – Huron Valley Chamber of Commerce; Funds for 2 banners – Park and
Recreation.
Treasurer Dagenhardt moved, Trustee Worrell seconded to approve the agenda as amended.
Vote unanimously carried.
PLANNING COMMISSION REPORT ( MAY 28, 2015)
Trustee Mazzara not present. Supervisor Green reported on the meeting from May 28, 2015.
ZONING BOARD OF APPEALS REPORT (JUNE 10, 2015)
Trustee Wiltse reported on the meeting of June 10, 2015.
FIRE DEPARTMENT REPORT
Runs for May 2015: 125, ytd 538, May 2014: 121, ytd 534
Five Firefighters completed the Stated of Michigan Fire Officer I & II certification program. They
are now taking the leadership series.

REQUEST, SAD FOR REPAIR, REPLACEMENT AND CONSTRUCTION OF PRIVATE
ROADS – MILFORD POINTE DEVELOPMENT
Trustee Wiltse moved, Trustee Worrell seconded to accept the roll for the Special Assessment
District for Repair, Replacement and Construction of Private Roads – Milford Pointe
Development as presented by the Supervisor. Vote unanimously carried.
REQUEST, RELIEF FROM ORDINANCE 204, EMERGENCY RESPONSE COST RECOVERY
INVOICE – ADIRONDAK
Mr. Carl Creighton, Attorney for Mr. Matt Corasy, 2955 Childs Lake Rd submitted to the board a
new schedule of costs that comprised amount requested of client of cost expense recovery.
Trustee Wiltse asked when the last time mulch was chopped up because the wood was
originally on site to be chipped into mulch. Mr. Creighton stated the last time was in April.
Mr. Carl Creighton stated his client doesn’t understand why he has to pay a higher cost when
his client’s company didn’t start the fire.
Trustee Busick stated that the other company for the record stated they did not start the fire.

Township Attorney stated that the board asked last month that both parties insurance
companies need to send the Township a copy of their insurance policy.
Trustee Worrell moved, Trustee Busick seconded to postpone until July 15, 2015 Township
Board Meeting to allow time for Adirondak’s insurance company to give the Township a copy of
the insurance policy. Vote unanimously carried.
REQUEST, RELIEF FROM ORDINANCE 204, EMERGENCY RESPONSE COST RECOVERY
INVOICE – VARIOUS INVESTMENTS
Mr. Matthew Herstein representing Various Investments would like clarification on what the
Board needs from his client.
Trustee Worrell stated that the Township needs a copy of his client’s insurance policy, and it
needs to come straight from the insurance company.
Trustee Worrell moved, Trustee Wiltse seconded to postpone until July 15, 2015 Township
Board Meeting to allow time for Various Investments insurance company to give the Township a
copy of the insurance policy. Vote unanimously carried.
FIRE DISPATCH SERVICE AGREEMENT – OAKLAND COUNTY
Treasurer Dagenhardt moved, Trustee Worrell seconded to approve Fire Dispatch service
agreement with Oakland County. Vote unanimously carried.
NEW BUSINESS
HOUSEHOLD HAZARDOUS WASTE DAY – RESOURCE RECOVERY AND RECYCLING
AUTHORITY OF SOUTHWEST OAKLAND COUNTY MEMBERSHIP
Mr. Mike Csapo, from Resource Recovery and Recycling Authority of Southwest Oakland
County addressed the Board regarding the program. The company helps communities organize
household hazardous waste day. If Milford residents missed the Township’s collection day they
will be able to go to another community that participants in the program. Milford Township
would still host hazardous waste day, his company would organize and take care of the
hazardous material. There is an annual membership fee.
Trustee Worrell moved, Trustee Wiltse seconded to apply for membership and review articles of
incorporation. Vote unanimously carried.
BIDS, MAINTENANCE AT SOUTH SIDE PATHWAY
Trustee Worrell requested to abstain from discussion and voting due to his company bid on the
project.
Treasurer Dagenhardt moved, Trustee Busick seconded to allow Trustee Worrell to abstain
from discussion and voting. Vote unanimously carried.
Supervisor Green stated the RFP needs to be redone. This is not the RFP that was used for
the Pathway in the past.
Trustee Busick moved, Trustee Wiltse seconded to direct Supervisor to re-bid Maintenance at
South Side Pathway. Vote unanimously carried.

NEW FREEDOM OF INFORMATION ACT COMPLIANCE POLICY
Trustee Wiltse moved, Trustee Busick seconded to approved the New Freedom of Information
Act compliance policy as presented. Vote unanimously carried.
RIDGE VALLEY SEWER AGREEMENT
Trustee Wiltse moved, Treasurer Dagenhardt seconded to amend the agreement to allow
Supervisor to execute necessary discussion and paperwork. Vote unanimously carried.
REINTRODUCTION, ORDINANCE AMENDMENT 217, SEMIS LATERAL SEWER, SECTION
30
Trustee Wiltse moved, Trustee Busick seconded to approve Reintroduction, Ordinance
Amendment 217, SEMIS Lateral Sewer, Section 30 as presented. Vote unanimously carried.
BIDS, NEW VEHICLE FOR ORDINANCE ENFORCEMENT
Supervisor Green stated that the Ordinance Officer is in need of a new vehicle, the current
vehicle needs to be replaced.
Trustee Wiltse moved, Treasurer Dagenhardt seconded to approve the Macomb County Bid
Price in the State of Michigan for 2016 Utility Police Interceptor, to include tow package and to
include labelling of vehicle with Ordinance Enforcement. Roll call vote: Yes- Wiltse,
Dagenhardt, Green, Busick, Worrell. Absent- Brandt, Mazzara. Vote unanimously carried.
CRACK SEALING – MILFORD MEMORIAL CEMETERY
Trustee Wiltse moved, Trustee Busick seconded to accept the bid from Carr’s Outdoor
Services, Inc. for $1.20 per pound and to amend the budget as necessary. Roll call vote: Yes-
Wiltse, Busick, Worrell, Dagenhardt, green. Absent- Brandt, Mazzara. Vote unanimously
carried.
REQUEST, SPONSORSHIP OF ANNUAL LABOR DAY 30K – HURON VALLEY RUNNING
CLUB FOR $1,000.00.
Treasurer Dagenhardt moved, Trustee Worrell seconded to approve Sponsorship of Annual
Labor Day 30 K – Huron Valley Running Club in the amount of $1,000.00. Roll call vote: Yes-
Dagenhardt, Worrell, Wiltse, Green, Busick. Absent: Brandt, Mazzara. Vote unanimously
carried.
REQUEST, MILFORD RECREATIONAL TRAIL PERMIT FOR MILFORD MEMORIES –
HURON VALLEY CHAMBER OF COMMERCE
Treasurer Dagenhardt moved, Trustee Busick seconded to approve the use of the Milford
Recreational Trail for Milford Memories – Huron Valley Chamber of Commerce and to waive the
permit fee. Vote unanimously carried.
REQUEST, FUNDS FOR BANNERS $300.00 – PARKS AND RECREATION
Trustee Worrell moved, Treasurer Dagenhardt seconded to approve request for 2 banners for
Central Park for Parks and Recreation in the amount of $300.00. Roll call vote: Yes- Worrell,
Dagenhardt, Wiltse, Busick, Green. Absent- Brandt, Mazzara. Vote unanimously carried.
