On August 13, 2015, the Board of Commissioners for Oakland County entered into an agreement per MR #15213 –
Department of Information Technology – Modifications to Comprehensive I.T. Services Interlocal Agreement.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and Township of Groveland and the authorizing Board of Commissioners Resolution are enclosed for filing by
your office.

REGULAR MEETING
SEPTEMBER 12, 2016 @ 7:00 pm
DePalma called the regular meeting of the Groveland Township Board to
order at 7:00p.m. Members present were DePalma, Howell, Mazich-
EXCUSED, AX, Cason, also in attendance Chief S. McGee.
APPROVED AGENDA: Ax motioned to approve the September 12 , 2016 agenda
as submitted, motion supported by Cason. ALL IN FAVOR MOTION CARRIED
APPROVED MINUTES: Howell motioned to approve the August 8th, Regular
Township Board and Fire Board minutes, as amended, under Holly Area
Youth Assistance, the motion was supported by Ax.
ALL IN FAVOR MOTION CARRIED
Approved Budget Amendments: None at this time.
APPROVED ACCOUNTS PAYABLES: Ax motioned to approve the accounts
payables, $56,638 .66 for Township and $36,490.31 for Fire, the motion
was supported by Cason. ROLL CALL VOTE -DEPALMA-YES/MAZICH-
EXCUSED/AX-YES/HOWELL-YES/CASON-YES -ALL IN FAVOR MOTIONED CARRIED
FINANCIAL REPORT: Ax motioned to approve the Financial Report as
submitted, motion was supported by Cason.
ALL IN FAVOR MOTION CARRIED
INVESTMENTS FYI: Ax stated money in the bank.
APPROVED IT CLEMIS FIRE AGREEMENT WITH OAKLAND COUNTY: Ax motioned
to approve the IT CLEMIS Agreement with Oakland County for fire
management records at a yearly cost of $4,855.75 to be taken from
206-289-801040/Contractual Service, the motion was supported by
Cason. ROLL CALL VOTE -MAZICH-
EXCUSED/AX-YES/HOWELL-YES/CASON-YES/DEPALMA-YES -ALL IN FAVOR
MOTIONED CARRIED
*DISCUSSED INCREASE OF MERS FACTOR FIGURE: A discussion was led by
DePalma regarding the MERS Pension Plan, there was interest in
changing the pension factor from 1.6/1 .7 to 2, the cost to do this
would be very expensive. (amended)
APPROVED HIRING KERR! ALLEN FULL TIME: DePalma motioned to hire
Kerri Allen full time to be Building, Planning and Zoning
Administrator with a starting salary of $24,000 a year, pension, and
life insurance, no health care benefits, the motion was supported by
Ax. ROLL CALL VOTE -AX-

TOWNSHIP TO BE PUBLISHED ONCE A MONTH IN THE CITI ZEN : Ax motioned to
spend up to $2,000 to be taken from Capital Outlay Reserve to have
the first edition printed and put into the Citizen, the motion was
supported by Cason . ROLL CALL VOTE -HOWELL-
YES/CASON-YES/DEPALMA-YES/MAZICH-EXCUSED/AX-YES -ALL IN FAVOR MOTION
CARRIED.
APPROVED NEW PROCEDURE FOR TAKI NG OF FI RE RENTAL HOUSE RENT : Ax
motioned the r ent payment for the Fi re Rental House at Station #2
must be made and will only be taken/accepted at the Township Office
and a receipt generated (account #206-000-667-000) , effective
September lSili , 2016 also any repai rs that may be needed must be
written out and requested on a property management form that will be
the responsibility of the Fire Department to complete the repairs,
motion was supported by Howell . ROLL CALL VOTE -CASON -YES/DEPALMA-
YES/MAZICH-EXCUSED/AX-YES/ ALL IN FAVOR MOTIONED CARRIED
DISCUSSED TRUSTEE CASON ATTEND I NG MTA EMERGING ISSUES IN EMERGENCY
SERVICES : Discussion took place r egarding Trustee Cason attending
the Emerging Issues Class, as Fire Chief McGee is up to date on all
issues that will be discussed in the class Chief agreed to answer any
questions Cason may have.
HOLLY YOUTH ASSISTANCE: Howell reported:
*Backpacks were compiled for over 100 children.
*Will be setting up a Christmas Store this year for parents to come
and shop rather than wrapping and delivering. High School age
children will be helping with the shopping and the set up.
BRANDON GROVELAND YOUTH ASSISTANCE: Mazich reported:
*At present we are in need of and looking for helium or donations to
purchase helium to fill the "Kids First" balloons that will be handed
out at the BGYA Booth during September Fest on September 24ili.
*The Olweus Bullying Program training will be moving into the Middl e
School, teachers training will begin in November 2016.
*Monday, September 19t h an informational meeting regarding Heroin will
be taking place at St. Anne's, Presi dent Bob McArthur and a few
others from the BGYA Board will be attending this informational
meeting.
PLANNING COMMISSION : Howell reported:
*Upcoming meeting on September 27th at 7pm.
BZA: Cason reported:
*Nothing to report.

SUPERVISOR: DePalma reported:
*There will be a meeting of the Dixie By-Way Committee on September
19th at 2pm.
*ORV Park is moving ahead and a Video has been made presenti ng the
next steps and will soon air.
*The first 4 weeks of the Renaisance Festival has gone very well so
far concerning the parking.
*Still working on the Bill Board project.
*Looking into setting up an Active Shooter Class for those of us whom
work in the Township Office, this class would have an officer come
out giving us the best options of where to go, should we have an
active shooter in the office.
CLERK : Clerk Mazich reported:
*Excused -Deputy Clerk Patti Back reported for the Cl erk's Dept.
*Working on November Sth Presidential Election/Theresa is doing a
great job.
*BGYA-in need of helium to fill balloons at the BGYA September Fest
Booth on September 24th.
*Olweus training for Middle School teachers will be taking place in
November.
*Monday, Sept. 19th a meeting regarding the use of Heroin is being
held at 7pm at St. Anne's.
TREASURE: Treasurer Ax reported:
*Excused
ADJOURNMENT: There being no further business on the agenda a motion
was made by DePalma and supported by Cason to adjourn at 7 :38pm.
