Call to Order:
The meeting was called to order by Supervisor Thurman at 7:00 p.m. followed by the Pledge of
Allegiance.
Roll Call:
Present: Allen, Darnall, DePalma, Kordella, Marshall, Thurman.
Absent: None
Also Attending: Citizen Reporter Susan Bromley, Lt. Glover OCSD, Recreation Director Fred Waybrant,
and 5 Citizens.
Approval of Agenda:
Motion: “To approve the Agenda as amended” by Allen, supported by Marshall. The Clerk amended
the Trustee pay total in Consent Agenda and added 2016 pre-pays to item New Business J. Discussion
item A. was moved to New Business item K.

Building Department Report - 45 new housing starts as of November, compared to 41 from
last year.
Parks & Recreation Department Report - Director Waybrant noted that the grant application
is ranked 15th, tied with 3 other communities and they're looking forward to receiving some
grant money from it soon. The grubbing project will be done towards the end of the month,
and there are several programs getting ready to wrap up.

CDBG Report
Trustee Reports:
DePalma - Happy Thanksgiving, Happy Holidays, and Happy New Year. There have
not been any subcommittee meetings, and welcome to the new board.
Kordella - Thank the residents who voted for me for trustee, and I look forward to
doing everything I can to better the Township in the next 4 years, and Happy
Thanksgiving and Merry Christmas.
Marshall - Thank you to the residents who voted for me, and I look forward to
working with the board over the next four years.

Treasurer’s Report:
- Welcome to the new board members, I hope this board will have a happy and productive four
years, and I am looking forward to getting to know the new members.
- In the treasurer’s office, we have started taking the winter taxes, the 2017 dog tags have not come
in as yet. We usually get them the 2nd week of December, so I’m sure they’ll have them soon.
- The office is currently in the process of hiring a new part time person, so we are very busy in the
office.
- I hope everyone has a Merry Christmas.

Clerk’s Report:
- Welcome to the new board members, and we have 4 years to continue the positive progress
- I went to Oakland County this morning to help with the recount, and it will be going on from now
until next Monday
- The CDBG Grant application is due on Friday, and it is almost done. Renovations on the Kitchen at
the Senior Center will start in January

- Happy Holidays, Merry Christmas and I will be back here on December 19 for a workshop.
Supervisor’s Report:
- Welcome to the new board members
- Thank you to the Village of Ortonville and the Brandon Township Parks and Rec department for a
wonderful Christmas in the Village.
- I have received notification that our CVTRS submission has been received and we are now EVIP
compliant.
- I made a mistake last month when I reported the cost increases in our OCSO contract. For 2017 it
actually went down 2% instead of a .2% increase. For 2018, it will still go up 2.65%, for a net
increase of .65% over 2 years. I was looking at the 2016 contract schedule before we added a
Lieutenant.

A. Supervisor - PC and ZBA Appointments
Supervisor Thurman explained that a number of the Planning Commission, ZBA, and Board of
Review member’s terms are up, so she is asking the board to reappoint several members to their
positions.
Motion: “To re-appoint Jody Hall and Charles Murray to the Brandon Township Zoning Board of
Appeals for 3 year terms beginning 1/1/17 and ending 12/31/19, to re-appoint Dick Lowthian, Donna
Ferrara, Joseph Dean and Mark Evans to the Brandon Township Planning Commission for 3 year terms
beginning, 1/1/17 and ending 12/31/19, to appoint Jane Derry-Burkett to the Board of Review

beginning 12/6/16 and ending 12/31/16, and to re-appoint Jane Derry-Burkett, Dan Ledgerwood, and
Brian Stotzen to the Board of Review for 2 year term limits beginning 1/1/17 and ending 12/31/18.”

B. Supervisor - Budget Amendments
Supervisor Thurman reviewed the proposed amendments that she is asking the board to
approve this evening.
Motion: “To approve the 2016 year end budget amendments, transfers and remittance as presented.”
by DePalma, supported by Darnall. Roll Call Vote: Aye- Allen, Darnall, DePalma, Kordella, Marshall,
Thurman. Nay- 0 Absent - None Motion carried 6/0.
C. Supervisor - Act 152 of 2011
Supervisor Thurman explained what Act 152 of 2011 is and the actions needed by the board
this evening to opt out of the act.
Motion: “To opt out of the Publicly Funded Health Insurance Contribution Act (PA 152 of 2011) for
2017” by DePalma, supported by Darnall. Roll call vote: Aye- Allen, Darnall, DePalma, Kordella,
Marshall, Thurman. Nay- None Absent- None Motion carried 6/0.
D. Supervisor - Replacement of Exterior Doors
Supervisor Thurman explained that the Exterior Doors on the building are in need of
replacing, and named the 5 doors that are included in the quotes. It was decided to look into more
local companies to bid the project.
Motion: “To postpone the Replacement of Exterior Doors until other bids are solicited.” by DePalma,
supported by Allen. Voice Vote- Aye- 6. Nay- 0 Absent - None Motion carried 6/0.
E. Clerk - CDBG PY 2017 allocation
Clerk Allen noted that two of the groups that they wanted to give the money to fall under the
same category, meaning that they both cannot get the funds. Clerk Allen also noted that as she
serves on BGYA and wishes to abstain from the vote.
Motion: “To allow Clerk Allen to abstain from voting” by Darnall, supported by DePalma. Roll Call
Vote: Aye- Kordella, Marshall, Allen, Darnall, DePalma, Thurman Nay- 0 Absent- None
Motion carried 6/0.
Motion: “To award the PY 2017 CDBG funding to Public Services - Senior Center in the amount of
$23132.00, Public Services - Emergency Funds in the amount of $3,000 to OCEF, Public Services -
Battered & Abused Spouses in the amount of $3,000 to Haven, and Public Services - Youth Services in
the amount of $3,000.00 to BGYA” by Darnall, supported by DePalma. Roll Call Vote: Aye- Marshall,
Darnall, DePalma, Kordella, Thurman Abstain- Allen Nay- 0 Absent- None Motion carried 5/0.
F. Supervisor - Liaison Officer 1/1/2017-6/15/2017 contract with Brandon School District
Supervisor Thurman explained that the Liaison position needs to be renewed for the rest of
the school year, and explained how the Liaison Officer position works. Lt. Glover answered several
questions from the board.

Motion: “To approve the Intergovernmental Agreement to provide a Police Liaison Officer for Brandon
Schools in the amount of $56,143.80 for the period of January 1, 2017 through June 15, 2017 as
presented.” by Allen, supported by Darnall. Roll Call vote: Aye- Allen, Darnall, DePalma, Kordella,
Marshall, Thurman Nay- None Absent- None Motion carried 6/0.
G. Clerk - 2017 Township Meeting dates
Clerk Allen presented the board with the proposed dates for the 2017 calendar year meetings
and office closure.
Supervisor Thurman asked the board to think about scheduling a specific day of the month for
special meetings. The consensus of the board was to meet on July 10th instead of the 3rd.
Motion: “To approve the 2017 Township Meeting dates and Holiday Schedule as amended” by
Marshall, supported by Kordella. Voice vote: Aye- 6 Nay- None Absent-None Motion carried 6/0.
H. Senior Center - Hire Part-Time employees
Supervisor Thurman noted that the budget has already been amended, but that the positions
need to be hired.
Motion: “To hire Linda Person effective as of 12-6-2016 at the hourly rate of $13.06 and to hire Faye
Bindig effective 12-6-2016 at the hourly rate of $12.24 both as part-time senior van drivers” by Allen,
supported by Darnall. Roll Call Vote: Aye- Darnall, DePalma, Kordella, Marshall, Allen, Thurman Nay-
None. Absent- None. Motion carried 6/0.
I. Clerk - BGYA Department
Clerk Allen noted that the BGYA can no longer exist under the Village’s Employer Identification
Number.
Motion: “To postpone discussion on the BGYA until the Workshop on December 19, 2016.” by Allen,
supported by Kordella. Voice Vote: Aye- 6 Nay- 0. Absent- None. Motion carried 6/0.
J. Clerk - 2016 Invoices
The Clerk is asking that the board approves any of the remaining invoices received in 2016 are
processed as pre-pays, as is standard procedure to avoid late fees and interest charges.
Motion: “to approve any and all invoices received in 2016 to be paid as pre-pay” by Allen, supported
by Darnall. Roll Call Vote: Aye- Kordella, Marshall, Allen, Darnall, DePalma, Thurman. Nay- None.
Absent- None. Motion carried 6/0.
K. Supervisor - Invasive Species
Supervisor Thurman updated the board with the progress of the grant they received as part of
the Oakland County CISMA program, and outlined the in-kind services that have been provided up to
this point in time. Supervisor Thurman asked the board for direction to continue to administer the
grant.

Motion: “To allow the Township Supervisor to administrate the Midwest Invasive Species Grant
Program” by Marshall, supported by Darnall. Roll Call Vote: Aye- Marshall, Allen, Darnall, DePalma,
Kordella, Thurman. Nay- None. Absent- None. Motion carried 6/0.
Citizen Comments: (Open to any topic, 3 minute limit per person)
Karen North- Explained that she lives on Hummer Lake Road and that her neighbors have started
shooting towards their home, and is asking for help from the Township as to how to proceed.
