Allegan Lansing, MI 48918 Dear Office of the Great Seal: On March 30, 2017 the Board of Commissioners for Oakland County entered into an agreement per MR #17058 – Department of Economic Development and Community Affairs – Approval of 2017 NO HAZ Interlocal Agreement. As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the Township of Groveland, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. BOARD MINUTE GROVELAND TOWNSHIP BOARD REGULAR MEETING DECEMBER 12, 2016 @ 7:00 pm APPROVED 119/2017 DePalma called the regular meeting of the -Groveland Township Board to order at 7:05p.m. Members present were DePalma, Mazich, AX-Excused, Cason-Excused, M.McGee also in attendance Fire Chief Steve McGee. APPROVED AGENDA: Mazich motioned to approve the December 12, 2016 agenda as submitted, motion supported by M.McGee. ALL IN-FAVOR MOTION CARRIED APPROVED MINUTES: Mazich motioned to approve the November 14, 2016 Regular Township Board and Fire Board minutes, the motion was supported by M.McGee . ALL IN-FAVOR MOTION CARRIED APPROVED ACCOUNTS PAYABLES: Mazich motioned to approve the accounts payables, $42,893.87/General Township and $21,264.30 for Fire, the motion was supported by M.McGee. ROLL CALL VOTE -DEPALMA- YES/MAZICH-YES/AX-EX/M.McGee-YES/CASON-EX/ALL IN FAVOR MOTION CARRIED FINANCIAL REPORT: Ax Excused No Report. INVESTMENTS FYI: Ax Excused No Report. PUBLIC HEARING: DePalma opened the public hearing at 7:05pm. Representatives present were Neighbor For Neighbor -Cheryl Shafer, Joan Wolfe and Holly Youth Assistance, Tena Alvarado each spoke on behalf of their organizations and their appreciation for funding from CDBG and the Township in general. Letters were received from OCEF and Kaleidoscope Foundation. DePalma closed the Public Hearing at 7:15pm. APPROVED 2017 CDBG APPLICATION: A motion was made by Mazich seconded by McGee to approve the application for 2017 Community Development Block Grant (CDBG) in the approximate amount of $14,216; $3,000 will be allocated for Publix Service-Emergency Services and $11,216 will be allocated for Fire Station Equipment if 40.81% of the runs for the past year were to low income block groups. Documentation must be provided to the county when applying for the project funding and if this is not met the funds ($11,216) will be allocated back to Oakland County for the Housing Rehab Program. The 2017 application will be submitted for inclusion in Oakland County's Annual Plan to the U.S. Department of Housing and Urban Development and the highest elected official, Robert DePalma, will sign the Conflict of Interest Certification, the Clerk will be authorized to execute all documents, agreements, or contracts which result from this application to Oakland County. BOARD MINUTE APPROVED 1/9/2017 ( APPROVED NO-HAZ 2017 CONTRACT WITH OAKLAND COUNTY: M.McGee motioned to approve the NO-HAZ 2017 Contract with Oakland County and appoint Supervisor Robert DePalma to be Groveland Township's representative, ( ( the motion was supported by Mazich. ROLL CALL VOTE -AX-EX/M.McGEE- YES/CASON-EX/DEPALMA-YES/MAZICH-YES ALL IN FAVOR MOTIONED CARRIED APPROVED 2017 OPEN MEETINGS ACT: M.McGee motioned to approve the 2017 Open Meetings Act, motion was supported by Mazich. ALL IN-FAVOR MOTION CARRIED APPROVED APPOINTMENT OF PC, BZA AND BOARD OF REVIEW MEMBERRS: Mazich motioned to reappoint Kevin Mason to the Planning Commission for 3 years/2019, Jean Sova to the Planning Commission for 3 years/2019, Jenny Sevigny to the BZA for 2 years/2018 and Harry Branca to the Board of Review for 2 years/2018, the motion was supported by M. McGee. ALL IN-FAVOR MOTION CARRIED HOLLY YOUTH ASSISTANCE: Tena Alvarado reported: *Having a Christmas Toy Store instead of shopping for families and distributing. *Sponsored Shop with a Cop, 42 Children participated. BRANDON GROVELAND YOUTH ASSISTANCE: Mazich reported: *Will be receiving 501C3 status. *Offering assistance for attending sport camps and drivers training. PLANNING COMMISSION: Nothing to report. BZA: Nothing to report. SUPERVISOR: DePalma reported: *Resident of the Township came in with concerns of a Disney Land type venue would be going in at the corner of Dixie and Grange Hall, what use to be Nick Nichols property now owned by Steve Nannoshi. *Speed limit is being looked at and possibly the Township may have the authority to reduce the speed on roads in the future, has not yet been finalized. *The State/Governor authority to dictate OPEB funding has failed at this time. CLERK: Mazich Reported: *Gave an update on how the recount that was stopped went. TREASURE: Treasurer Ax/Excused: 2 ( ( ( DECEMBER 12, 2016 TWP.
