The invocation for the evening was the Lord’s Prayer and was followed by the Pledge of Allegiance. Present: Draves, Grossmeyer, Jacob, Lockwood, McDermott, Osborn, Smith. Absent: None. Others Present: Lynn Markland, City Manager; Rick Aro, Police Chief and Christopher Patterson, Legal Counsel. MAYOR’S COMMENTS – Osborn thanked the Police Department for their help in finding her stolen wallet. CITY MANAGER’S REPORT – Markland commented he will be speaking at the Chamber of Commerce breakfast event this week to give an updated on upcoming projects. COUNCIL MEMBER COMMENTS Smith commented the Optimist Club camel races fundraiser is scheduled for March 11th. Lockwood commented she will be meeting with the Police Chief to become further educated on changes to medical marihuana licensing. She gave a Beautification Commission update and thanked the Police Department for the work they do. Grossmeyer thanked the Police Department for their work and all the help they provide during community events. He stated the City will be hosting the Small Cities meeting in August and November and that Wednesday’s Chamber breakfast event is completely full and there is a waiting list. LEGAL COUNSEL REPORT – Patterson stated his office is working on the 111 Leroy Place development agreement. He is also working on preparing a document addressing the impact of the new Medical Marihuana Facilities Licensing Act. CITIZEN COMMENTS – None. POLICE DEPARTMENT AWARDS Mayor Osborn and Chief Aro recognized the following Officers for their outstanding service: Officer Adam Lape – Honorable mention for assisting an individual (while off duty) who was choking. Sergeant Dave Reinfelder - Honorable mention for assisting a suicidal woman on the U.S. 23 overpass at Owen Road. City Council Proceedings January 9, 2017 Page | 2 Officer Tom Cole – responded to a suspicious person call where he found a disabled homeless man who indicated he had no winter clothing and was transported to a temporary shelter for the evening. The next day Officer Cole provided several items of his own winter clothing to the man. Detective Dale Rauch – Professional Excellence Award for his investigative work beginning in 2011 involving a local diesel repair facility that allegedly did not return diesel engines or perform repair work. Over eighty one victims were identified in several states and losses exceeded $1 million. The FBI joined in the investigation and Detective Rauch spent countless hours investigating and coordinating efforts with them. In 2016 a federal indictment was issued and the suspect was sentenced to federal prison time. Sergeant Jeffrey Cross and Officer Jennifer Garrison - Departmental Life Saving Award for their work in assisting a resident of Mill Pond Manor who was choking. Both officers maintained the victim’s airway until the Fenton Fire Department and STATE E.M.S. arrived. CONSENT AGENDA Osborn reviewed all items that were on the Consent Agenda. A motion was made by Lockwood and seconded by McDermott to approve the consent agenda containing the following items: • Authorize payment of invoices in the amount of $155,376.79. • Approve and place on file the minutes of the November 15, 2016 Parks and Recreation Board meeting, the December 5, 2016 City Council work session and the December 12, 2016 City Council meeting. • Appoint Scott Grossmeyer as delegate and Patricia Lockwood as alternate to the Genesee County Small Cities & Villages Association. YEAS: Draves, Grossmeyer, Jacob, Lockwood, McDermott, Osborn, Smith. NAYS: None. ABSENT: None. Motion carried by a roll call vote. RESOLUTION 17-1 Aro stated this was discussed at last week’s work session. Genesee Central Dispatch has requested the City’s support of the 9-1-1 surcharge increase. The proposal is to increase the surcharge from $1.24 to $1.86 per device. This item is tentatively scheduled to be placed on the May 2017 ballot for voter consideration. He stated the City receives 2.76% of Genesee County’s 9-1-1 surcharge revenue and will result in approximately $67,000 of additional revenue that would come to the City. He is recommending approval of a resolution in support of the surcharge increase request. Markland asked if the additional $67,000 in revenue is before or after the 20% service charge is applied. Aro responded $67,000 is the gross amount, the 20% service charge would be deducted from that amount. Osborn inquired if the City receives a breakdown of what’s included with the service charge. Smith stated at last week’s work session, the City Manager indicated he would speak with the County about negotiating a lower percentage and asked if anything had come of that. City Council Proceedings January 9, 2017 Page | 3 Markland commented he, along with the Police Chief, are in the process of discussing this with Administrative staff from Genesee Central. A motion was made by Smith and seconded by Draves to adopt Resolution No. 17-1, a resolution in support of a 9-1-1 surcharge increase. YEAS: Grossmeyer, Jacob, Lockwood, McDermott, Osborn, Smith, Draves. NAYS: None. ABSENT: None. RESOLUTION DECLARED ADOPTED. CLEMIS AGREEMENT FOR I.T. SERVICES Aro commented this was discussed at the last work session. It is an agreement with Oakland County to provide access to CLEMIS services, which provides I.T. and records management services for the Police Department. The agreement has been reviewed by the City Attorney. A motion was made by Grossmeyer and seconded by Jacob to approve the Agreement for I.T. Services between Oakland County and the City of Fenton and authorize the City Manager to sign the agreement. Motion carried by a unanimous voice vote. CALL TO THE AUDIENCE – Amy Gonzalez, 214 4th Street, commented on the poor conditions of the roads and sidewalks in her neighborhood.
