As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the Township of Rose, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Board Members Present: Scheib-Snider, Miller, Gambka, Blaska, Noble Not Present: None APPROVAL OF AGENDA: A. Approval of Proposed Agenda for January 11, 2017 Noble adds line item: 5(B) Planning Commission Fees for Special Land Use. Scheib-Snider adds line item: 5(C) North Oakland Household Hazardous Waste Consortium Resolution Moved by Noble, seconded by Gambka, motion carried to approve the Agenda as amended. Voting Yes: Gambka, Miller, Noble, Blaska, Scheib-Snider Voting No: None APPROVAL OF CONSENT AGENDA: A. Approval of Regular Board Meeting Minutes of December 14, 2016. Scheib-Snider wishes to correct a typographical error on p. 4, Mrs. Jung’s name is erroneously spelled Young. Also, p. 4, last sentence, Scheib-Snider stated “Any realized profit would be paid back to County”. Strike and Then Blaska stated “The sale would become a tax benefit to the Township.” B. Payment of Bills Moved by Scheib-Snider, seconded by Gambka, motion carried to approve the Consent Agenda as corrected. Voting Yes: Blaska, Noble, Miller, Gambka, Scheib-Snider Voting No: None PRESENTATIONS: Ina Golden, Holly Area Veterans Resource Center (“HAVRC”), gives a brief presentation about HAVRC’s facility and services. HAVRC is located at 300 East Street, Holly, Michigan 48442, (810)348.9960. HAVRC’s services are available to all Veterans and facility is open Tuesdays and Wednesdays. BRIEF PUBLIC COMMENTS/AGENDA ITEMS ONLY (limit comments to 3 minutes each item): None. NEW BUSINESS: A. Resolution of Gratitude for Election Inspectors Miller states throughout the 2016 election cycle, Rose Township’s election inspection worked 1392 hours in precincts and did a great job. Noble states the Clerk’s office does a fantastic, flawless job with regard to elections. ROSE TOWNSHIP RESOLUTION 2017-01 WHEREAS, the multiple elections held each year in the Township of Rose would not be possible without the help of our dedicated Election Inspectors who go above and beyond their civic duties WHEREAS, each election requires a different number of Election Inspectors, with only 5 Inspectors working the smallest and nearly 30 Election Inspectors working th WHEREAS, for every election to ensure that elections are fair, unbiased, and comply with changing election law, several hours are dedicated to training, so that all our Election Inspectors are knowledgeable, efficient, unbiased, and as helpful as allowed b WHEREAS, in 2016 alone, Rose Township’s diligent and energetic Election Inspectors worked approximately a minimum of 1,392 hours in our three precincts and absent voter counting board. In the 2016 elections held in March, August and November, our Election Inspectors faithfully and WHEREAS, all of the hard work and hours our Election Inspectors dedicate to make Election {00254206}} Page 3 ROSE TOWNSHIP BOARD OF TRUSTEES 01.11.2017 NOW, THEREFORE, BE IT RESOLVED that the Rose Township Clerk and Board of Trustees extends our gratitude to our Election Inspectors for their passion and their many hours of dedicated service to the voters of the Township of Rose. Moved by Noble, seconded by Blaska, motion carried to approve the Resolution of gratitude to Rose Township election inspectors. Planning Commission Fees for Special Land Uses Noble states the Planning Commission has received two (2) special land use applications and wants to be sure the Township is being reimbursed for the cost(s). There is an application fee, there should also be a planning consultant fee and planning commission fee. Noble is requesting that the Board review the fee issue and adjust the budget accordingly. Gambka states this matter will be reviewed and budget amended. C. North Oakland Household Hazardous Waste Consortium Resolution Scheib-Snider states a contract has been agreed upon and a Resolution is necessary. ROSE TOWNSHIP RESOLUTION 2017-02 THE NORTH OAKLAND HOUSEHOLD HAZARDOUS WASTE CONSORTIUM WHEREAS, the northern cities, villages, and townships in Oakland County are committed to protection of the natural environment and preventing toxic materials from entering our WHEREAS, the improper handling and disposal of toxic and poisonous household chemicals WHEREAS, recognizing there is a need to provide regular and easily accessible household WHEREAS, collection events for household hazardous waste have become widely accepted as the best way to provide citizens with a safe method of disposal of these toxic and poisonous household chemicals, and for the communities to realize the economies of scale, and WHEREAS, Oakland County, through its Waste Resource Management Division, has joined these northern Oakland County communities in creating the North Oakland Household Hazardous Waste Consortium (NO HAZ), and WHEREAS, the NO HAZ Consortium has developed a household hazardous waste collection program, and WHEREAS, a NO HAZ Interlocal Agreement has been drafted to address necessary legal, liability, and responsibility issues for both the County and the participating communities, and identifies Oakland County’s role in administering and managing the NO HAZ program, and, {00254206}} Page 4 ROSE TOWNSHIP BOARD OF TRUSTEES 01.11.2017 WHEREAS, the NO HAZ Interlocal agreement establishes a NO HAZ advisory board to assist and advise Oakland County in the development of the NO HAZ program. Now Therefore be it Resolved: That our community, Rose Township, hereby approves the attached NO HAZ Interlocal Agreement and authorizes its signature, and Be it Further Resolved: That we will charge residents $10 to participate in NO HAZ events in 2017, and Be it Further Resolved: That we hereby appoint Dianne Scheib-Snider as our official representative to the NO HAZ Advisory Board, to work with the Oakland County Waste Resource Management Division as needed to plan the NO HAZ program for 2017. Zoning Board of Appeals Meeting, February 7, 2017 at 7:30 p.m. – Cancelled. C. NOCFA Board Meeting – January 19, 2017 at 6:30 p.m. – NOCFA Station #1 D. Assessing Office – 2nd Tuesday every month – 9:00 a.m. – 4:00 p.m. – Rose Township E. Next Township Regular Board Meeting – February 8, 2017 at 7:30 p.m. MISCELLANEOUS REPORTS: A. NOCFA –$240,000.00 in dues was paid. Email from Chief Lintz stating runs are increasing and response time is decreasing. B. Planning Commission – Reviewing dog ordinance. Received a special land use application for construction of a cell tower on private property. C. Holly Area Youth Assistance (HAYA) – Euchre fundraiser being held on January 21, 2017 at the VFW Hall. $15.00/person/includes a meal. D. Cemetery Committee – None. E. Parks and Recreation – Reviewing the Master Plan. F. Supervisor’s Report – Attended the Planning Commission meeting. Board members serving on the Planning Commission do an excellent job. Met with LSL and have started the process of renewing the Master Plan. BRIEF PUBLIC COMMENT – General Items NOT on Agenda (limit comments to 3 minutes each item): Tim Claus, Resident suggests the budget contain training money. Resident asks that the Township Attorney attend the next Planning Commission meeting regarding a bond issue. Scheib-Snider states she attends these meetings and the Township Attorney will look over everything. Resident states phase 1 of the M1 site has been conducted and awaiting phase 2. Resident is concerned as to the possibility of ground contamination. {00254206}} Page 5 ROSE TOWNSHIP BOARD OF TRUSTEES 01.11.2017 Tom Wirth, Resident states he has educated himself as to puppy mills. Rose Township has had a puppy mill. Resident states reputable breeders should be respected but we should not allow puppy mills in Rose Township. Resident invites the Board to review the definition of puppy mills and the problems they present with the Humane Society. ADJOURNMENT: Meeting adjourned at 8:05 p.m. Approved/Corrected
