Services Interlocal Agreement. As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and Village of Blissfield and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Ray Jones, on June 12, 2017 at 7:00 p.m. Trustees Present: President A. Ray Jones, George Brown, Mark Burgermeister, Michael Gunter, Randy Kelley, Bob Valdez, Arthur Weeber. Trustees Absent: None. A public hearing was held regarding the 2017 Truth-in-Taxation proposed property tax millage rates. A resolution by Trustee Brown and seconded by Trustee Weeber and unanimously approved by the council to set the Village’s 2017 tax millage rate to be levied on real and personal property as: 9.7072 mills General Fund (general operating), 4.5143 mills Local Street Fund, and .40 mills for the pedestrian bridge bond debt service. A motion by Trustee Burgermeister and seconded by Trustee Brown and unanimously approved by the council to approve the minutes of the May 22, 2017 meeting, as presented. A motion by Trustee Kelley and seconded by Trustee Valdez and unanimously approved by the council to reject all of the May 25, 2017 pedestrian bridge bids, amend the design plans for cost savings, and re-bid the project. A resolution by Trustee Weeber and seconded by Trustee Brown and unanimously approved by the council to award the 2017 sidewalk and curb work project to Al Smith Concrete for their total quoted price of $7,335.00. A resolution by Trustee Brown and seconded by Trustee Kelley and unanimously approved by the council to authorize the purchase of four portable basketball baskets/hoops from Dan Rodgers Sporting Goods, for their quoted price of $7,200.00. A resolution by Trustee Gunter and seconded by Trustee Brown and unanimously approved by the council to award the Water Treatment Plant natural gas line repair project to Jim Wing Plumbing Company, per their quote dated May 11, 2017, and for their quoted price of $4,200.00. Official Council Proceedings June 12, 2017 Page 2 A motion by Trustee Valdez and seconded by Trustee Kelley and unanimously approved by the council to approve the recommendation from the Downtown Development Authority (DDA)/Main Street Board, regarding additional furniture in O’Mara Park. A motion by Trustee Weeber and seconded by Trustee Kelley and unanimously approved by the council to approve the draft Lenawee County Child Abuse Protocol and Interagency Agreement dated May 4, 2017. A motion by Trustee Kelley and seconded by Trustee Valdez and unanimously approved by the council to approve the amended Agreement for I.T. Services between Oakland County and Village of Blissfield with the addition of CLEMIS (Court and Law Enforcement Management Information System). A resolution by Trustee Gunter and seconded by Trustee Burgermeister to recognize that on July 1, 2017, Canada will mark its 150th anniversary of nationhood, and that the Village of Blissfield, Michigan, wishes to recognize the close friendship between Canada and the United States as well as the contribution of Sir John A. Macdonald, and to hereby declare July 1, 2017 to be Sir John A. Macdonald-Canada Day. Voting Yes: Burgermeister, Gunter, Jones, Kelley, Valdez, Weeber. Voting No: Brown. The resolution was adopted. A resolution by Trustee Gunter and seconded by Trustee Brown and unanimously approved by the council to authorize payment of the following bills and electronic transactions:  General Fund $228,546.22  Major Street Fund $ 1,422.35  Local Street Fund $ 1,894.28  Municipal Street Fund $ 1,356.88  Utility Fund $157,637.32  Motor Vehicle Fund $ 4,161.50  Payroll Fund $122,400.78  Downtown Development Authority $ 3,706.58  Building Inspection Fund $ 323.49  Recreation Fund $ 2,670.12 Official Council Proceedings June 12, 2017 Page 3  Library Fund $ 7,521.34  Capital Projects Bridge Fund $ 1,051.69  Garbage Fund $ 4,750.00 A motion by Trustee Gunter and seconded by Trustee Weeber and unanimously approved by the council to accept the resignation of Trustee Randy Kelley from Village Council, with great appreciation, effective June 20, 2017. A resolution by Trustee Valdez and seconded by Trustee Weeber and unanimously approved by the council to continue to pay Brent Kastel, Assistant DPW Supervisor, the $2.00 per hour management differential.
