As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the City of Wixom, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Present: Mayor: R. Ziegler Deputy Mayor: P. Beagle Councilmembers: K. Gottschall N. Kennedy B. Leder T. Rzeznik R. Smiley AGENDA CHANGES: (None) PRESENTATION: 1.) Police Lieutenant and Sergeant Reaffirmations of Oath Director of Public Safety Moore recognized a few honored guests, including retired Director of Public Safety Charlie Yon, Chief Ellsworth and his Command Staff from the Wolverine Lake Police Department, and Assistant Chief Erick Zinser from the Novi Police Department. Director Moore stated that Bryan Stowinsky is a 1995 graduate of Wayne State University where he acquired his Bachelor of Arts degree in Criminal Justice. From there he went to the Oakland Police Academy. In 1998, he was hired as a Wixom Cadet where he served for a little less than a year before being promoted to the rank of Police Officer. In Bryan’s time with the Police Department, he has served as a uniformed Police Officer, Detective, Undercover, and Union Steward. Recently, Bryan has been given the unpleasant task of investigating sexual assault cases in which children are the victims. Director Moore was proud of Bryan because of his hard work, empathy, compassion and incredible interviewing skills. He introduced Bryan’s wife, Jessie, his children, his mother and his aunt. Bryan was recently promoted to Police Sergeant. The City Clerk administered the Oath of Office to Sergeant Bryan Stowinsky. Chief Moore said Mike Derosiers is a recently promoted Lieutenant. In 1991, Mike graduated from the Oakland Police Academy. He was hired as a Police Cadet in 1992. While working here, Mike returned to college and successfully obtained his Bachelor of Arts degree in Criminal Justice from the University of Michigan Flint. Shortly after being hired as a Police Cadet, Mike was promoted to the rank of Police Officer. Since that time, Mike has held virtually every position and/or rank that the Wixom Police Department has to offer. He was a uniformed Patrol Officer, Detective, Patrol Sergeant, Detective Sergeant, and Administrative Sergeant. In Mike’s time with the City of Wixom, he was a DARE instructor. He is a recent graduate of the Northwestern University School of Police Staff and Command. Wixom City Council Meeting ___________March 13, 2018 _______Page 2 Director Moore introduced his wife, Dawn, his mother, sister and brother-in-law. Mike was recently appointed to Lieutenant and Director Moore said he was very proud to have him as the second in command of the Police Department. He is Director Moore’s go-to guy, the guy he trusts when he is not around to run the day- to-day operations. The City Clerk administered the Oath of Office to Lieutenant Mike Derosiers. The Council recessed at 7:08 p.m. for cake and reconvened at 7:27 p.m. MINUTES: CM-03-37-18: Moved and seconded by Councilmembers Kennedy and Beagle to approve the Regular City Council meeting minutes of February 27, 2018. Vote: Motion Carried CORRESPONDENCE: 1.) Memorandum Regarding Community Development Block Grant (CDBG) Application Guidelines The following memo was to acknowledge the CDBG Application Guidelines: The City held a Public Hearing and authorized submittal of the 2018 CDBG Grant application on October 24, 2017. The application was filed with the County and the County has reviewed the application. The County would like City Council to be aware of the guidelines for the public hearing and application allocation, and acknowledge you have received this information. Once a copy of the meeting minutes containing the following items is forwarded to the County, the application will move forward. 1. Public Hearing: The purpose of the public hearing is to afford the public the opportunity to comment. Any discussion by the Mayor and City Council about the application should occur before or after the public hearing has been opened and closed. The staff of Oakland County Community & Home Improvement Division noted the minutes of the October 24, 2017 meeting reflected that the Mayor asked a question during the public hearing. The public hearing is the opportunity for the public ONLY to speak. 2. Application: The minutes reflected funds to be allocated to Hospitality House and Common Ground. The City cannot pre-select public service vendors, with the exception of HAVEN because it is a sole source vendor for Public Services battered and abused. The allocation needs to identify the public services as EMERGENCY SERVICES and DISABLED SERVICES, with no reference to specific service providers. Once HUD authorizes the communities to spend the funds, the funds must being made available must be posted at a public location and vendors can then apply for the funds based on the criteria established. The City will then evaluate the applicants and select specific public service vendors. Councilmember Kennedy mentioned the letter that the Council and the Planning Commission received from Mr. Hutchens at 2216 Millstream Drive regarding the proposed Creekside Development. CALL TO THE PUBLIC: There were no comments at this time. Wixom City Council Meeting ___________March 13, 2018 _______Page 3 CITY MANAGER REPORTS: 1.) Fire Report - January 2018 There were no comments or questions on this report. 2.) Police Report – January 2018 Councilmember Rzeznik questioned the increase in Retail Fraud. Director Moore indicated that was a typo. It was supposed to be 2, not 20. 3.) Budget Report & Quarterly Investment Report - December 2017 There were no comments or questions on this report. 4.) Budget Report – January 2018 There were no comments or questions on this report. CONSENT AGENDA: CM-03-38-18: Motion and seconded by made by Councilmember Rzeznik and Deputy Mayor Beagle to approve the Consent Agenda as presented which included: 1.) Approval to receive and file: a. Library Board Minutes of January 22, 2018 b. Planning Commission Minutes of January 22, 2018 Vote: Motion Carried UNFINISHED BUSINESS: (None) NEW BUSINESS: 1.) Recommendation to Approve a Police and Fire Dispatch Service Agreement between the County of Oakland and the City of Wixom, and Authorize Mayor Richard Ziegler to Sign the Agreement on Behalf of the City CM-03-39-18: Moved and seconded by Councilmembers Smiley and Kennedy to approve a Police and Fire Dispatch Service Agreement between the County of Oakland and the City of Wixom, and authorize Mayor Richard Ziegler to sign the Agreement on behalf of the City. Councilmember Smiley asked if this would fix something. Director Moore stated that the new system is Next Generation 911. It will no longer be based on the old lines. The 911 calls that come in via cell phone will be sent more rapidly to the correct dispatch center. Currently, if you call 911 on a cell phone in Wixom at the Wixom/Novi border, there is a good chance your 911 call would go to Novi dispatch. Novi dispatch would have to take the time to figure out exactly where you were calling from before transferring the call to the appropriate dispatch center. Councilmember Smiley asked if that had happened frequently. Director Moore said this will make it better. And yes, it has been a problem in the past, particularly as we see more and more people doing away with landlines and going exclusively to Wixom City Council Meeting ___________March 13, 2018 _______Page 4 cell phones. This Next Generation 911 makes sure the help requested goes to the right dispatch center the first time. Councilmember Rzeznik asked how many other surrounding communities participate with Oakland County for dispatch. Director Moore replied that Novi has their own dispatch center and they dispatch for South Lyon Police and Fire. Oakland County Dispatch has Wixom Police and Fire, Wolverine Lake, Walled Lake Police and Fire, Milford Police and Fire, and their own substations. Vote: Motion Carried 2.) Authorization to Work with the Alliance of Rouge Communities (ARC) in Planting 17 Trees in the City of Wixom and Authorize the Mayor to Sign the Agreement with ARC and the U.S. Forest Service for Reimbursement for Trees Planted CM-03-40-18: Moved and seconded by Councilmember Rzeznik and Deputy Mayor Beagle to approve the authorization to work with the Alliance of Rouge Communities (ARC) in planting 17 trees in the City of Wixom and allow the Mayor to sign the Agreement with ARC and the U.S. Forest Service for reimbursement for trees planted. Mr. Sikma said that as a member of the Alliance of Rouge Communities, we have the opportunity to purchase additional trees with a 50-50 match. We would commit to 17 trees. He thought this would be good for Wixom in that we are able to plant additional trees. It also establishes some mapping capabilities that we had in the past but would be able to revamp with this current system. Councilmember Rzeznik said the City rights-of-way include the strip between the street and the sidewalk. Mr. Sikma confirmed that was correct. We replace about this many trees each year due to disease or storm. Councilmember Gottschall confirmed this was more of a replacement rather than adding new trees. Mr. Sikma replied that this particular group of trees will be additional trees that we plan to add this year. We can plant them anywhere in the City. Vote: Motion Carried 3.) Consideration of Acceptance of Temporary Driveway Easements and Permanent Sidewalk Easements for Properties Located Along West Road East of Beck Road and to Accept Two Sidewalk Easements for $1.00 CM-03-41-18: Moved and seconded by Deputy Mayor Beagle and Councilmember Smiley to accept temporary driveway easements and permanent sidewalk easements for properties located along West Road east of Beck Road and accept two sidewalk easements for $1.00. Councilmember Kennedy asked if we had looked at what the sidewalks are that we will be taking over. Mr. Sikma replied yes. We need to move them closer to the Wixom City Council Meeting ___________March 13, 2018 _______Page 5 road in those two easements. We haven’t acquired easements for those in the past, so this is the opportunity to do that. Additionally, the funding that we are getting through MDOT requires easements prior to construction. There are three other easements that he may have to bring to Council at a later date, but they are not ready yet. Councilmember Kennedy confirmed this was for taking them out and moving them. Mr. Sikma said yes. Mr. Sikma added that for the driveway easements, we do a portion of the approaches for each of the areas. In order to do that work, we need a temporary easement for them. The sidewalks are a benefit to the City because we are trying to fill gaps in different areas. This is part of the gap analysis. Councilmember Kennedy asked how the filling of the sidewalk gaps was coming along. This has been something we have been talking about for six months or so now. Mr. Sikma replied that he has been working on the easements. We have not gotten any other easements. There are some complicated areas that we are trying to improve that are strategic to the overall plan in Wixom. We had two sidewalk areas in the Capital Plan near the railroad crossing at Beck Road and again at Wixom Road that we are not quite ready for yet. We are trying to determine how we are going to work with the Trailway. This is not the timing for that now. We have alternated our plan a little and will be bringing that to Council during the next month. Councilmember Kennedy asked what the problems were with the sidewalks going over the train tracks. Mr. Sikma replied that the pedestrian signaling is a major expense on that piece. He is not quite ready to approach that one yet. In regard to the sidewalk on the north side of West Road, Councilmember Rzeznik asked if that would go up to the railroad tracks. Mr. Sikma said it would go to the City limits, which is just prior to the tracks. Vote: Motion Carried CALL TO THE PUBLIC: There were no comments at this time. CITY MANAGER COMMENTS: Mr. Brown said the Manager’s Office was pleased to nominate Crystal Opalko for the County Executive’s Elite 40 Under 40 Program. We didn’t get it in this time, but we will make sure we do a better job of enunciating and getting across the outstanding qualities that she has so we can get her on the finalists list next time around. Aaron Rzeznik, owner and head brewer at Drafting Table Brewing Company, was one of the finalists honored by Oakland County Executive L. Brooks Patterson for the Elite 40 Under 40. He got the chance to attend the State of the County Address and was on the Elite 40 Under 40 website. He congratulated Aaron for that outstanding honor. Also, he pointed out that we do a lot of passport work in the City of Wixom in our City Clerk’s Office. Because of the U.S. Department of State action, there will be an increase of fees from $25 to $35 for Wixom’s portion. Wixom City Council Meeting ___________March 13, 2018 _______Page 6 Lastly, Mr. Brown announced that the Bunny Hop is Thursday, March 22, and the Egg Hunt is Sunday, March 25. Councilmember Rzeznik questioned the increase in passport fees. He clarified that the State Department enacted this so these fees will be increased at the Post Office too. City Clerk Buck replied that the fees will be the same everywhere. COUNCIL COMMENTS: Councilmember Kennedy congratulated Aaron Rzeznik on being named to the Elite 40 Under 40. That is quite an accomplishment. He congratulated the two officers being sworn in. It was great to see the lineage command control was being looked after for whenever Chief Moore wanted to retire. Councilmember Smiley echoed Councilmember Kennedy’s comments. He thought it was nice that Crystal was nominated and Aaron made the finalist list. He was looking forward to the Goal Setting Session and encouraged the public to attend. He hoped everyone had a safe St. Patrick’s Day. Councilmember Leder congratulated the new Sergeant and Lieutenant. He said he was fortunate enough to attend the Daddy Daughter Dance at the Community Center last week. It was a wonderful event and all of the efforts of putting that together were appreciated. Our own Police Chief was there as well. He encouraged everyone to attend these kinds of events because they are wonderfully put on. Councilmember Rzeznik congratulated Lieutenant Derosiers and Sergeant Stowinsky. He was looking forward to seeing the renovated Community Center. He understood it looked great. Councilmember Gottschall congratulated our newest Police Lieutenant and Police Sergeant. He also congratulated and thanked Chief Moore as the Police Department is starting to use social media a lot more to share good community stories about what our officers and Department are up to instead of just what we see and hear on the news. He was also pleased to hear about the ALICE training and wondered how far that could be expanded (like work place and homeowner associations). Unfortunately, it is really relevant these days. Deputy Mayor Beagle congratulated Aaron Rzeznik on being named one of the Elite 40 Under 40 and Crystal Opalko for being nominated for the same program. We have some work anniversaries this month. He thanked Jay Westervelt, Jodi Gallo, Melissa Harrison, Eric Pulaski and Anthony Polisano. Lastly, he congratulated Mike Derosiers and Bryan Stowinsky on their promotions. Mayor Zeigler congratulated Bryan and Mike on their promotions. It is nice to be able to have celebrations like that and he thought it was good for morale. He was amazed at all of the guys that showed up to show support for their brothers in uniform. He said he stopped by the Daddy Daughter Dance the other night and it brought back some memories of when he took his own girls to those. It was fun to see the Dads having fun with their little girls. Mayor Ziegler agreed that the Community Center looked great. All of the efforts to renew the place have really turned out. On a downer, he received a call from a long-time resident after the last Wixom City Council Meeting ___________March 13, 2018 _______Page 7 Council meeting that a friend of Wixom had passed away. Florence LaCasse was very active in our community during the 1970s, 1980s and even into the 1990s. She was a neighbor of his in Loon Lake Woods and she was a lovely person. She was very involved with the Wixom Library. He then read the following from the Library: “Florence was a dedicated member of the Friends of the Wixom Library. She was one of the founding members of the Friends in 1978 and served as one of its first presidents. She was also instrumental in the Friends Book Sales which have helped support Library programming and services throughout the years. Florence was a delightful person and will be missed by the Friends of the Library and the Library staff alike. The Friends of the Library will be honoring her memory with a recognition leaf on the tree in the Library entrance.” ADJOURNMENT: The meeting was adjourned at 7:55 p.m. Catherine Buck City Clerk Approved 3-27-2018
