3 APPROVAL OF AGENDA
Moved by Council Member Dan Martin, Seconded by Council Member Raylon Leaks-May to
approve the agenda as presented.

4 PRESENTATION
a) Presentation of police awards and a Sergeant promotion
Ofc Toyzan, Ofc Szymanski, and Ofc Bodendorfer were presented with Life Saving
awards in response to a May 27 overdose incident. Ofc Blanchard was awarded the
Certificate of Merit for helping deliver a baby on August 11 and was also promoted to
Sergeant.
b) Beautification Awards
Beautification awards presented to 331 Silman, 1615 Beaufield, 1903 Woodward
Heights, 437 W Drayton, and 800 Hilton.

c) Oakland County update from Helaine Zack
Discussed health programs/discounts at oakgov.com; elections; human trafficking info
and pro-active response available on website
5 CALL TO AUDIENCE
Jim ODonnell - FPS Board of Ed - welcomed teachers back today and thanked Police Chief and city for Jacob's kits; thanks
to Michigan Works for helping community youth and adults in finding jobs in the community; Ferndale Inclusion
Network - think before you dial - September 11 at 7 PM at Library.
Barry Hicks - DDA - Get Reel series - 9/20 Black Panther; Fido Does Ferndale on October 25; 9/21 DIY & Art Fair, Chariot
Shuttles available; DDA Capital Improvement Plan - 5 proposals received - Hamilton Anderson selected.
Becky Hammond - received email from developer; read article from Freep; since contact from developer felt they could
relax, but now it's causing tension; feel MLUP and zoning laws give us security but a big piece of property is on the
market and the developer wants property; need creative ways to use the church and neighbors can relax if the city
doesn't rezone - Twardy - those in attendance requested meeting with developers; church required engagement with
the community; provided emails to facilitate that requirement.
Sarah - 308 E Marshall - Wilson park skatepark - families are for it - kids are learning to skateboard. Live 2 blocks from
Wilson and it's the last considered for family use because the inline skate rink, basketball, baseball fields removed and
playground equipment is old. People want green space but we also need a place for kids to play. Skate Park is a great
way to start. It's really set up for the old inline skate park and basketball court. If people understood they would be pro
skate park!
Garo Boyajian - request residential zoning - the change for size setback up to 3' 2nd floor; request you revisit the
changes because they thought 3' was horizontal as well. Twardy will follow up with city planner tomorrow
6 CONSENT AGENDA
a) Approval of the Regular Meeting Minutes of July 23, 2018, as submitted by City Clerk
b) Proclamation of National Rail Safety Week
c) Proclamation of Appreciation to Michigan Works!
d) Approval of the resolution of support for the 2018 8MBA Unifying Framework as
submitted by CED Director
e) Approval of the request for $5,702 from the CED General Fund Special Consulting
Fees (account 101-371-814.00) to conduct the City of Ferndale Anaerobic Digestion
Feasibility Analysis by Michigan State University Anaerobic Digestion Research and
Education Center (MSU ADREC) as submitted by Sustainability Planner
f) Approval of the purchase of a pavilion from Sinclair Recreation and purchase of
construction material in the amount up to $50,000 from the Capital Outlay Fund
account #101-750-977.000, as recommended by Parks & Recreation Director
g) Approval of the submission of a GameTime 2018 Playground Grant application and

matching funds from the Park Capital Outlay Fund account #101-750-977.000, up to
$50,000, as recommended by Parks & Recreation Director
h) Approval of request to promote PO Blanchard on 8/27/18 to allow time to train with
Sgt. Simon who is retiring in September, as submitted by HR Director
i) Approval of Request to Backfill two police officer positions, as submitted by HR
Director
j) Approval of the 2018 High Intensity Drug Trafficking Area (HIDTA) Subrecipient
Agreement between County of Oakland and City of Ferndale as submitted by Interim
Chief of Police
k) Approval to purchase the replacement trailer from Eastside RV in the amount of
$6,875 and charge to General Fund, Capital Outlay, account no. 101-441-977.000, as
submitted by DPW Administrative Manager
l) Approval of purchase order for leaf picker fabrication from Rhodes, Inc., in the
amount of $15,000 and charge to General Fund, Repair and Maintenance, account no.
101-443-775.000, as submitted by DPW Administrative Manager
m) Approval of purchase of mobile transmission units (MTU’s), on an as needed basis, in
the amount of $15,000 and charge Water and Sewer Fund, Repair and Maintenance,
account no. 592-000-775.000, as submitted by DPW Administrative Manager
n) Approval of the expenditure of $2,755 to AOSH Services, LLC for Aerial Platform
Training Certifications and that the expense be charged to General Fund,
Training/Education, account 101-441-873.000, as submitted by DPW Administrative
Manager
o) Approval of the bills and payrolls as submitted by the City Manager's Office and
subject to review by the Council Finance Committee

approve the Consent Agenda as presented. Councilmember Martin read the Michigan Works
proclamation.

d) Consideration of backfilling of the Chief of Police and for the City Manager to engage
in an internal hiring process excepting the current appointment of the Chief of Police
position from Council’s 12/15/14 recruitment policy, as submitted by City Manager.
Lynch stated Palazzolo has taken over the position for 5 months. This is unique as a
chief is as important as hiring a city manager. Wanted to give him time to acclimate
and review the assessment. Feel it's in the best interest of the city and police
department to hire the interim chief. I appreciate the resolution but in this
circumstance, it makes the most sense. Would like to work with him over the next
two weeks. This is the first time since 2010 that you hire a chief that doesn't report to
the Council but to the city manager.
Martin - it's not awkward based on assessment and is thrilled with this exception.
Piana - in support of Martin's comments; waiting for results of the assessment and
great, positive areas along with some areas to work on. Support the internal process
but when can we talk about the assessment to the public.
Lynch - it's public on our website from August 13 workshop - want to give PD
opportunity to come up with solutions
Coulter - the internal assessment of the police department is very thorough,
transparent and it reinforced that we have an excellent PD with room for
improvement with specific strategies. Some issues identified, the interim chief
already took initiative on before the assessment. This is a position hired by the city
manager and that is why we must expend the rules.
Martin - this was an internal assessment done by an exterior professional
Piana - input from business owners and residents, along with police officers

8 CALL TO COUNCIL
Palazzolo - 50-60 saved by Narcon since 2016; Jacobs Kit training with Fire Department; Lt Joe Broder MSP Commander
sent troops and Director Cooper from Oak Park; trained over 200 staff members
Sullivan - Kudos to the leadership of Chief Palazzolo - created comfort for those who will have to take action until
PD/Fire arrive; our school community feels very secure; struggling through hiring process - will bring 5 to Council shortly;
getting some really good people.
Wheeler - soccer - doubled the numbers in every category; filled all teams and have a waitlist; softball - 21 teams in
2017; 30 teams to date with an additional day; Mom/Mom sale to provide funds for Kids Korner - October 6 Fall Festival;
accepting vendors for Christmas craft show; skate park meeting at BNektar and online survey
Kanze - Residential parking program participants will receive letter/emails - time to renew at parkferndale.com; guest
permits will be distributed to anyone who purchases their permits online; residents in the area are entitled to up to 2
resident vehicles and 2 guest passes
Gacioch - Chariot - city held introductory service - did Axle and Rosies this past weekend. they are a shuttle company;
there will be a test run during Arts/Beats/Eats this weekend from Ferndale/Pleasant Ridge - route on the website; at
parkferndale.com will run Sat/Sun till midnite
Antosik - 2018 pavement improvement program - we apologize, meeting with the contractor later this week. Coulter -
vibrations that residents are complaining about - Dan - concrete breakers do make a lot of noise. Martin - contractors
are starting too early; need to enforce the hours.
Twardy - will enforce Good Neighbors policy - CED, DPW or Building official - CED working on improving how we handle
community development projects - all available online - updated as milestones move and some road projects
Christ -Proposed changes to resident-only parking on Saratoga - will be available for a future council meeting
Martin - Library - Laura Michulski - fantastic presentation Rat Patrol, funding through Community Foundation
LeaksMay - attended back to school event - Kim Stewart (Good Neighbor recipient) - backpacks, supplies, thanks to the
community for donating
Piana - listening to neighbors about Drayton - reach out with your comments; it's a significant change to the
neighborhood but it's a private property sale that council and staff are very concerned about and will make sure the
developer adheres to the policies
