Telegraph Road, Pontiac, Michigan. Roll called. REPUBLICAN COMMISSIONERS PRESENT: Bullard, Douglas, Gingell, Gosselin, Jacobsen, Long, Middleton, Potts, Runestad, Scott, Taub. (11) EXCUSED ABSENCE WITHOUT NOTICE: Capello. (1) Quorum present. Moved by Potts supported by Scott the minutes of the September 1, 2010 Republican Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. Deputy County Clerk, Mike Senyko addressed the Caucus during public comment and introduced the new Deputy County Clerk, Wilma Cotton. Commissioner Bullard addressed the Caucus during public comment and introduced Al Zaparackas and Bill Dwyer, Candidates for County Commissioner Districts #14 and #15. The members of the Republican Caucus discussed the Board Agenda. Commissioner Middleton stated there will be two previously adopted resolutions brought up at the Regular board meeting to move to amend the fiscal notes to reflect the correct funding appropriations on previously adopted MR #10202 – Board of Commissioners – Tri-Party Road Improvement Program Fiscal Year 2010 Appropriation – Charter Township of Lyon; 8 Mile Road – Project No. 49781 and MR #10203 – Board of Commissioners – Tri-Party Road Improvement Program Fiscal Year 2010 Appropriation – City of South Lyon 8 Mile Road – Project No. 49781. Joseph Colaianne from the Water Resources Commissioners office addressed the Caucus and answered questions regarding MR #10220 – Water Resources Commissioner – Request for $125,000 Loan from the Long Term Revolving Fund for Administration, Design and Construction of the Lower Pettibone Lake Sanitary Drain. Republican Caucus Minutes Continued. September 23, 2010 980 Democratic Commissioner Nash introduced a proposed resolution entitled Water Resources Commissioner – Resolution Declaring Official Intent to Reimburse Project Expenditures from Bond Proceeds and Authorizing Notice of Intent to Issue Bonds for Evergreen-Farmington Sewage Disposal System Improvements, and stated he will move to suspend the rules and ask for immediate action at the regular Board meeting. Joe Colaianne from the Water Resources Commissioners office addressed the Caucus and answered questions regarding the proposed resolution introduced by Democratic Commissioner Nash. Caucus Chairperson Bradford Jacobsen addressed the Caucus regarding the department memo, he also notified the Caucus that the General Government Committee meeting was cancelled, and announced a Calendar of events. Deputy County Executive, Robert Daddow addressed the Caucus regarding the budget. Moved by Gingell supported by Scott to take a Caucus position to vote no on any proposed budget amendments. Discussion followed. A sufficient majority having voted in favor, the motion carried. Deputy County Executive, Gerald Poisson addressed the Caucus. Democratic Commissioner Woodward introduced a proposed resolution entitled Board of Commissioners – Incorporating “Buy Oakland First” Policy in Purchasing Procedures, and stated he will move to suspend the rules and ask for immediate action at the regular Board meeting. County Executive, L. Brooks Patterson addressed the Caucus. Caucus Chairperson Bradford Jacobsen introduced Jim Ryan, Public Affairs Associations, Inc. (PAA), who addressed the Caucus. Director of Management and Budget, Laurie VanPelt addressed the Caucus.
