Telegraph Road, Pontiac, Michigan. Roll called. REPUBLICAN COMMISSIONERS PRESENT: Bosnic, Crawford, Dwyer, Gingell, Gosselin, Long, Matis, Middleton, Nuccio, Potts, Runestad, Scott, Weipert. (13) EXCUSED ABSENCE WITH NOTICE: (0) VIA TELECONFERENCE: Taub DEMOCRATIC COMMISSIONER PRESENT: Woodward. (1) Quorum present. Commissioner Gingell addressed the caucus regarding the January 5, 2011 Board Agenda and appointment of the Board of Commissioners – Chairperson position vacated by Bill Bullard, Jr. Discussion followed. Commissioner Gingell introduced (newly elected) Oakland County Republican Party (OCRP) Chairman Jim Tino. OCRP Chairman Jim Tino addressed the Caucus. Commissioner Gingell acknowledged Elected Commissioner – Kathy Crawford’s book. Commissioner Gingell notified the Caucus on the order of service for the January 5, 2011 BOC meeting. Commissioner Gingell stated that Board Rules will be adopted ‘as is’ on January 5, 2011, a committee will be formed at a later date for adjustments to the Board Rules. Discussion followed. Commissioner Scott addressed the Caucus, specifically to the newly elected Commissioners to inform them that the order of introductions at the BOC meeting on January 5, 2011 will be by order of district numbers. Acting Chairperson of the Board of Commissioners - Gingell addressed the Caucus informing members that there will be invitations to the January 5, 2011 BOC meeting to include family and friends. Acting Chairperson of the Board of Commissioner - Gingell notified the Caucus that the first General Government Committee meeting will take place on January 5, 2011. Discussion followed. December 21, 2010 1263 Acting Chairperson of the Board of Commissioner - Gingell addressed the Caucus to introduce the three candidates interested in the Appointment/Vacant seat of District #2 for Chairperson Bill Bullard, Jr., position. Discussion followed. Elected Commissioner – Mike Bosnic addressed the Caucus. (Nominee) Caucus Chairperson - Taub (via teleconference), addressed the Caucus regarding her concern that it is imperative to take a Caucus position regarding the Appointment to fill the Vacant seat in District #2 until the election. Acting Chairperson of the Board of Commissioner - Gingell addressed the Caucus to introduce one of the three candidates that’s interested in the Appointment/Vacant seat in District #2, Carolyn Balaen. Potential Candidate - Carolyn Balaen addressed the Caucus regarding her background, qualifications, and credentials for her interest in the Appointment/Vacant seat in District #2 for the Commissioner position. Discussion followed with questions from Commissioner Long and Elected Commissioner – Kathy Crawford to the Potential Candidate – Carolyn Balaen. Potential Candidate – Carolyn Balaen responded to questions posed. Acting Chairperson of the Board of Commissioner - Gingell addressed the Caucus to introduce second candidate interested in the Appointment (only) for vacant seat in District #2 Donna Gundle-Krieg. Potential Candidate - Donna Gundle-Krieg addressed the Caucus regarding her background, qualifications, and credentials for her interest to fill the Appointment (only) in District #2 for the Commissioner position. Discussion followed with questions from Commissioner Potts and Elected Commissioner – Kathy Crawford to the Potential Candidate – Donna Gundle-Krieg. Potential Candidate – Donna Gundle-Krieg responded to questions posed. Acting Chairperson of the Board of Commissioner - Gingell addressed the Caucus to introduce third candidate interested in the Appointment/Vacant seat in District #2 Robert Hoffman. Potential Candidate - Robert Hoffman addressed the Caucus regarding his background, qualifications, and credentials for his interest in the Appointment/Vacant seat in District #2 for the Commissioner position. Discussion followed with questions from Commissioner Potts and Elected Commissioner – Kathy Crawford to the Potential Candidate - Robert Hoffman. Potential Candidate – Robert Hoffman responded to the questions posed. Janet Leslie from the District #2 Women’s Commission addressed the Caucus during public comment regarding Potential Candidate - Robert Hoffman for his contributions and accolades. Acting Chairperson of the Board of Commissioner - Gingell opened up discussion on the nomination of the Appointment to fill the vacant seat in District #2 until the election, with the candidates that were present. Republican Caucus Minutes Continued. December 21, 2010 1264 Commissioner Potts addressed the Caucus regarding the open discussion while the candidates were still present. The Potential Candidates: Carolyn Balaen, Donna Gundle-Krieg, and Robert Hoffman voluntarily vacated the Caucus meeting. The Acting Chairperson of the Board of Commissioner - Gingell reminded the candidates that this was an open meeting, and they were welcome to stay. Discussion followed. Elected Commissioner – Mike Bosnic addressed the Caucus to inform them that he would abstain from the vote on each candidate because of a conflict of interest regarding the Potential Candidate - Robert Hoffman. Commissioner Middleton addressed the Caucus reiterating that their appointment doesn’t guarantee that they will be elected to that seat. Discussion followed. Commissioner Potts addressed the Caucus regarding each candidate. Commissioner Scott addressed the Caucus regarding each candidate and voiced his support for the Potential Candidate - Robert Hoffman. Elected Commissioner – Kathy Crawford addressed the Caucus regarding each candidate and voiced her support for the Potential Candidate - Carolyn Balaen. Elected Commissioner – Phil Weipert addressed the Caucus regarding the candidates and voiced his support for the Potential Candidate Robert Hoffman. Commissioner Long addressed the Caucus regarding the candidates and voiced her support for the Potential Candidate – Robert Hoffman. Commissioner Runestad addressed the Caucus regarding the candidates and voiced his support for the Potential Candidate – Robert Hoffman. Commissioner Middleton addressed the Caucus stating that the appointment will not assure a running seat. Elected Commissioner Bill Dwyer addressed the Caucus. Commissioner Gosselin addressed the Caucus stating that the Caucus should appoint a candidate that plans to run for the permanent seat. Acting Chairperson of the Board of Commissioner Gingell addressed the Caucus stating that he will support the candidate that is interested in running in the election for the permanent seat. Acting Chairperson of the Board of Commissioner Gingell notified Commissioner Taub that due to her attendance - via teleconference her voice vote wouldn’t count for a candidate. December 21, 2010 1265 Acting Chairperson of the Board of Commissioners - Gingell addressed the Caucus to get a consensus on taking a Caucus a position regarding the Appointment of the Potential Candidate for District #2. Discussion followed. Acting Chairperson of the Board of Commissioners Gingell stated that when your name is called, answer with the name of the candidate you support for the Appointment for District #2 vacant position: Carolyn Balaen, Donna Gundle-Krieg, or Robert Hoffman. The voice vote for the appointment to fill District #2 until the election reads as follows, listing the Commissioner and who they support in parenthesis: Bosnick (abstain), Crawford (Balaen), Dwyer (Hoffman), Gingell (Balaen), Gosselin (Hoffman), Long (Hoffman), Matis (Balaen), Middleton (Balaen), Nuccio (Hoffman), Potts (Hoffman), Runestad (Hoffman), Scott (Hoffman), Weipert (Hoffman). SUMMARY District #2 County Commissioner Carolyn Balaen: (4) Donna Gundle-Krieg: (0) Robert Hoffman: (8) Majority of support being for Robert Hoffman, the Caucus will take a position to Appoint Robert Hoffman for District #2 County Commissioner on January 5, 2011 at the Board of Commissioners meeting. Discussion followed. Elected Commissioner & (nominee) for Vice Chair of the Board of Commissioners – Jeff Matis addressed the Caucus regarding each candidate and voiced his support for the Potential Candidate – Carolyn Balaen, however due to the majority of support going to the Potential Candidate Robert Hoffman, if the Caucus takes a Position, he will support (Robert Hoffman) as well.
