Murphy, Oakland County Executive presented the Recommended 1977 Budget, To the Oakland County Board of Commissioners Mr. Chairman, Ladies and Gentiemen: in accordance with the provisions of Public Act 139, I hereby submlt my budget recommen- dations for 1977. Although total departmental requets to fund existing programs, program improvements and new programs exceeded ava:lable resources by S4.0 million, your County Executive is recommending a balanced budget for 1977 that maintains County employment and program se.rvice delivery at existing levels with no resultant increase in the current tax levy of 5.26 mills. After a comprehensiv review of the present array of mandated and discretionary services currently provided by Oakland County and a thorcegh examination of anticipated revenues necessary to fund those service ,,, total requests were reduced from 569.9 million to 565.9 mi/lion and, although 123 new positions were requested, for the second consecutive year none are recommendd. Allowing for an accounting charge which incorporates the Sheriff's Township Contracts into the budget for the first time, the 1977 Recommended Budget represents an 8,35 increase over the 1976 Adopted Budget, identical to the pre,mious year's percentage increment of 8.3%- This "Hold-The-Line.' budget recommendation is being submitted at a time when the economic prognosticators are characteristically divided in their assessments of the short and intermediate term direction our economy is going to take. The business community is confident that, despite present signs of faltering, the economy wiM grow at a balanced sustainable pace in 1977. Their rilative optimism is in sharp contrast with some of the undisguised pessimtsm coming out of the government bureaucracy these days. The bureaucrats seem to' feel that the slowdown i s om i nous and, naturally, have a simple cure: more government spending. It is noteworthy that the nature of businessmen is to thi.nk optimisticaliy: you can't Cttn a hnr',inest on gloom and doom, On the other hand, it is also the nil ore' of government hureauerols to rcgard gOVCrnmpilt siw,ndinu cure for everythin<]. But after a drop-off to A.57 in the second quarter, many expected some pickup. It didn't happen. In addition to the foregoing comments, the following highlights summarize the various cq.-on,,:nts of your County Executive's 1977 budget recommendation. (Tcifal 595,995,299) _ _ _ _ The major source of County Revenues (97%.) is derived from the Property Tax Levy which will ileneraie 636,9 million in 1977. Even though the millage. rate has remained constant from year to year, revenucs from this source are projected to he less than in 1976 due to the implementation of the fir'Oe •5.,1rICS5 Tar which removed inventories from the Personal Property Tax Rolls. derived from not sources, including Federal Revenue Sharing, State Inc:m' Tay., Child Care Subsidy. and other miscellaneous subsidies, account for 27FF. of total r,vcn..1,— amounting to over 514 million, This amount "represents a 297 increase over the 510.9 million H.:Aud,d in the 1976 Budcet as a result or enactment of Public. This category has experienced a significant year to year increase ( 3%) primaril .y due to the inclusion of the Sheriff Township Patrol Contracts in the Budget for th-e fir.:.t time. mi.,,celluneous Revenues account for the remaiHng 75-: of total County revenues which include interest earned And charges for use of County properties, as well as, the carryover of the anticipated one mrn;r.ua dollars of Year End Balance_ A projected increase of one-half of one percent (.5%) in the interest rate translates into increased interest earnings of approximately 5200,000, Revenues derivr>d from the Use of Property are forecasted to increa s e by 5130,000 due to the State Departgient Servie.s reimbursement for the use of County owned facilities.. The Year-End Balance is not a revcnue in the true sense of the word but an additional 1.-esource that is available for funding current operations. Availability of these monies is dftectly. related to the effectiveness of the adilnlstration's cost control program. i.e., review and justification of all proposed operating expend:tures ;ncluding Personal Services, Contractual Services, Commodities, Travel and Conference, Capital Outlay and Overtime, The County's budgetry process is not made up of separate elements, hut 15 a constant and c.ontinuing blow of planning, decision making, accomplishment and control. The development of the annual budget document is only one part of the process for each fiscal year and, because of its intensity and focus, should not detract from tho continuing aspects of the overall process, especially cot. control Appropriations (Total 965,995,269) in previous pears, the first allocation of revenues to the expenditure budget was the Building Fund Appropriatjon, The Building Fund Appropriation was reduced by 757 in the 1976 Budget and is eliminated altogether in the 1977 Recommended Budget because sufficient funds are currently avaHable in tha:-. fund ro complete work in progress, such as the marble corrections on the East 4ing of the Lourthou-se, and to initiate hew projects, such as Inc renovation of the. vacated County Hospital for addii.ional office space. The ADpropriations Budget consists of four major categories which parallel the service pa: Page provided by the County including, Law Enforcement and Justice, General Government and 1.2gislative, r,-‘11,1ty f,,f-tive Administration and Non-Department Appropriations, Twenty-six Percent cr th, '-'Errr;t1,.r: Budget amounting to 916,9 million is allocated to the Administration of E'nforcement arel Justice program area which includes the Sheriff's Department, Prosecuting Attorney's V'Face, District, Probate and Circuit Courts. This amount equates to a 16% increase over 1976 or million, primarily attributable to mplementation at the Prosecutor's Organized Crime Strike Force, incorportion of the Sheriff's Township Contracts and full County funding of the Youth Assistance Grant Program. 562 Commissioners Minutes Continued. This amount represent ,., a 5250,000 decredse from the 1976 allocation due to fewer expenses in the Clerk's Election Budget as a result Si 1977 heing a non-election year The programs over which the County Executive exercises direct control, which constitute Pohiic Services, Human Services, Planning and Physft.al Development, Central Services, Personnel, Management and Budget and Administration, account for 421 of the Total Budget or $27.5 million. The intrease in Central Services is attributable to sky rocketingutility costs for County Buildings and full implementation of the CLEM'S Program at Computer Non-Departmental appropriations amount to S18.5 million and represent. of the total „budget. Comparing 1977 recommendations to the. 1976: adopted budget, r1-0 ,; category has experi7nced a 2.3r increase. The significant changes include inflarioniy nieivsnres on employee fringe hrnofits (Si .7 million) and Liability Insurance (S.2 million), as well as, o rensonablr amount in Soro Ii Reserve for rLigotiated wage increases and equity adjustments. General F-.dral Revenue Sharing Oakland County x leased to note. that the Federal Revenue Sharing Program has hen renewed for 3 3/4 years thru September 30, 1980. The renewal legislation maintains the allocation formula essentially the same and the priority categories of allowable expenditures have been removed which permits local government to weave these monies into the fabric of their own financial plans taking into account locally established prierities. Therefore. I respectfully recommend that the 53,280,000 of 1977 Revenue Sharing Funds be fully allocated to the Sheriff's Department to partially fund that departments S6.6 million budget. CETA Funded Personnel At the present time there are approximately 191 Positions in the County under the provisions ct the Comprehensive Employment Training Act (CE TA) at an annual cost of 52.3 million including Fringe Benefit.s. No provisions are made in the Budget to absorb any of these positions if Federzii f,;nds cease, All departments have been informed of this fact and instructed that they should attempt to place these people in regular budgeted positions as soon as vacancies occur. While ii is recognized that these employees are performing a necessary service, without additional Federal monies the County cannot afford to fund these pesitions under the current and contemplated financial conditions. In closing, I would like to express my sincere appreciation to the membership of the. Board, individually and collectively, for your efforts and cooperation in the implementation of a Unified Form of Government in Oakland County. SYSTEMS FOR AVON TOWNSHIP At a special meeting of the Township Board of the Township of Avon, Oakland County, Michigan, held in the Town Hall in the said township on the 7th day of October, 1976, at 7:30 o'clock P.M., Eastern Daylight Time. The following resolution was offered by Mr. Healy and seconded by Mrs. Spencer WHEREAS the Township of Avon desires to provide additional water supply and sewage disposal services to certain areas in said township; and WHEREAS in order to provide such water supply 8nd sewage dispor,alservices it is necessary to extend the Oakland County Water Supply and Sewage Disposal Systems ;n said township; and WHEREAS the County of Oakiand ,Aas heretofore e',--.tahlished the Oakland County Water Supply and Sewage Disposal System; for Avon Township pursuant to Act No. 185 of the Public Acts or Michigan of 1957, as amended, to serve the areas in the Township of Avon, but because of the. abolition of the Act No. 185 Beard of Public Works in Oakland County, the Oakland County Board of Commisioners has designated the County Drain Commissioner as the County Agency to act pursuant to Act No 342 of the Public Acts of Michigan of 1939, as amended, and the provisions of said Act Mn. 342 provide for the establishment and acquisition of water supply and sewage dposai systems and the extension, enlarge- ment and improvement thereof by the County acting through the County Agency; and WHEREAS the County has surplus funds on hand representing proceeds of its Oakland County • Water Supply and Sewage Disposal Systems for Avon Township Bonds, Series A and Series R, and it is provided in the contracts between the County and the Township that such surplus bond proceeds may be expended at the request of the Township Board and with the approval of the County Board of Commis- bioners for extensions, enlargements and improvements of the water supply and sewage disposal - systems in the Township, the amount of which surplus funds at this date is in excess of $850,000.00; and WHEREAS there may be made available to the County and the Township, upon application by the County, Federal and State grants pursuant to U.S. Public Law 92-500 and State Act No. 329 of 2.
