REPUBLICAN CAUCUS MINUTES
July 6, 2011
Meeting called to order by Republican Caucus Chairperson Shelley Taub at 6:07 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bosnic, Crawford, Dwyer, Gingell, Gosselin,
Hoffman, Long, Matis, Middleton, Nuccio, Potts, Scott, Taub, Weipert. (14) EXCUSED ABSENCE WITH NOTICE: Runestad. (1)
Quorum present.
Moved by Weipert supported by Crawford the minutes of the June 9, 2011 Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
Chairperson Shelley Taub address the Caucus to introduce Mickey Blashfield – Director of Government.
Mickey Blashfield – Director of Government addressed the Caucus regarding opposing the motion to discharge Miscellaneous Resolution #11033 entitled Board of Commissioners – Support for the Detroit
River International Crossing during public comment.
Discussion followed.
Commissioner Gosselin inquired if Mickey Blashfield – Director of Government would be open to presenting a presentation to the Committees or Caucus regarding opposing Miscellaneous Resolution
#11033 entitled Board of Commissioners – Support for the Detroit River International Crossing.

Democratic Commissioner Dave Woodard addressed the Caucus regarding a proposed Miscellaneous Resolution entitled Board of Commissioners – Oakland County Apportionment Commission –
Appropriation for Outside Legal Services. That he will introduce and request suspension of the Board rules for immediate consideration.
The members of the Republican Caucus discussed the Board Agenda.
Commissioner Bill Dwyer addressed the Caucus stating that he had two proposed Miscellaneous
Resolutions entitled Sheriff’s Office – Amendment to the Contract for Law Enforcement Services in the City of Pontiac; and Sheriff’s Office – Amendment to the Contract for Fire Dispatch Services in the City of
Pontiac that he will request suspension of the Board Rules for immediate consideration for the Public Services Committee.

Commissioner Middleton addressed the Caucus stating that he would like to renew the contract with Plante Moran on item h., entitled Board of Commissioners – Award of Contract for Fiscal Year 2011
Through Fiscal Year 2013 Independent Annual Audit on the Regular Agenda.

Commissioner Long addressed the Caucus regarding three General Government items on the Regular Agenda: item a., Report entitled Board of Commissioners – Appointment to the Friend of the Court
Citizens Advisory Committee, item b., Miscellaneous Resolution #11097 entitled Board of Commissioners – Support for Amending MCL 168-449(3) to eliminate the Requirement that Local Clerks Send Corrected
Voter Identification Cards Due to Redistricting Resulting from the Decennial Census; and item c. Report entitled Board of Commissioners – Appointment to the Parks and Recreation Commission.

Commissioner Potts addressed the Caucus regarding item g., entitled Facilities Management/Clerk’s
Office – Relocation of Elections Division to West Wing Extension of the Courthouse on the Regular Agenda and stated that the other items were non-controversial.

Commissioner Gingell addressed the Caucus and stated that the cost has been approved by the Budget
Task Force and will be coming out of the County Clerk Bill Bullard., Jr. budget.
Commissioner Gingell addressed the Caucus regarding the City of Pontiac Contracts.

Chairperson Shelley Taub addressed the Caucus and stated she would like to take a Caucus position on the City of Pontiac Contracts.
Chairperson Shelly Taub addressed the Caucus regarding the motion to discharge Miscellaneous
Resolution #11033 entitled Board of Commissioners – Support for the Detroit River International Crossing.

Deputy County Executive Gerald Poisson addressed the Caucus regarding the City of Pontiac Contracts
stating that on June 8, 2011, the Emergency Financial Manager met with L. Brooks Patterson regarding the filing of bankruptcy, he also stated that the clarification was needed to assure that the county wouldn’t
be affected by it. There were a few solutions one being prepayment which Democratic Commissioner Tim Griemel wouldn’t be supporting, the contract needs to be executed by July 31, 2011, and needs
unanimous support for amendments.

Chairperson Shelley Taub addressed the Caucus regarding Democratic Commissioner Dave Woodward’s proposed Miscellaneous Resolution entitled Board of Commissioners – Oakland County Apportionment
Commission – Appropriation for Outside Legal Services. That he will introduce and request suspension of the Board rules for immediate consideration.
Commissioner Gingell addressed the Caucus and stated the request to suspend rules can be denied and
discussed further after sent to a Committee.

Commissioner Scott addressed regarding a sign up list that was being circulated.
Commissioner Crawford addressed the Caucus regarding the Senior Arena/Transportation Silver Tsunami Report Resource Fair in Bloomfield Township September 10, 2011, they have volunteered their
center to host the event and will pass out fliers to all Commissioners.

Chairperson Shelley Taub addressed the Caucus regarding the lawsuit of the Apportionment Commission.

Dennis Cowan – Attorney for City of Pontiac Emergency Financial Manager addressed the Caucus
asking for support on the two Contracts for the City of Pontiac and gave a compliment to Undersheriff McCabe for meeting with them.
Chairperson Shelley Taub addressed the Caucus and stated that County Executive L. Brooks Patterson
will be presenting a presentation on the Budget and announced the next Additional Caucus will be on July 19, 2011.
Sue Wells – Parks Manager/Oakland County Fair addressed the Caucus regarding some free passes for
the 4H Fair from July 12 thru July 17, 2011.
The Republican Caucus adjourned at 10:40 p.m. until July 21, 2011, at 8:30 a.m.
