REPUBLICAN CAUCUS MINUTES
September 22, 2011
Meeting called to order by Republican Caucus Chairperson Shelley Taub at 8:39 a.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bosnic, Crawford, Dwyer, Gingell, Gosselin,
Hoffman, Matis, Middleton, Nuccio, Potts, Runestad, Scott, Taub, Weipert. (14) ABSENT: Long. (1)
Quorum present.
Moved by Weipert supported by Crawford the minutes of the August 31, 2011 Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
No one addressed the Caucus during public comment.
The members of the Republican Caucus discussed the Board Agenda.
Commissioner Matis addressed the Caucus regarding Finance Committee item d. on the Consent Agenda, a Miscellaneous Resolution entitled Board of Commissioners – 2011 Huron Clinton Metropolitan
Authority Tax Rate.

Caucus Chairperson Shelley Taub addressed the Caucus regarding Planning and Building Committee items c. and d. on the Consent Agenda, Miscellaneous Resolutions entitled Parks and Recreation
Commission – Approval and Acceptance of Michigan Department of Natural Resources Trust Fund Development Grant Project Agreement No. TF07-030 Addison Oaks Trail Connector; and Parks and
Recreation Commission – Approval and Acceptance of Michigan Department of Natural Resources Trust Fund Development Grant Project Agreement No. TF10-098 Natural Areas Accessibility Improvements.
Discussion followed with comment from Oakland County Corporation Counsel, Financial Attorney Jody
Hall.
Caucus Chairperson Shelley Taub addressed the Caucus regarding General Government item g. on the Regular Agenda a Report entitled Board of Commissioners – Appointments to the Board of County
Canvassers, the voting process will take place during the Annual Board of Commissioners Meeting for the appointments to the Board of County Canvassers.

Commissioner Crawford addressed the Caucus regarding the Oak 65 resource fair.
Commissioner Gosselin addressed the Caucus regarding Finance Committee item d. on the Consent Agenda, a Miscellaneous Resolution entitled Board of Commissioners – 2011 Huron Clinton Metropolitan
Authority Tax Rate.

Commissioner Runestad addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled Board of Commissioners – Request for Additional $97,650 Loan from the Long Term Revolving
Fund for Construction of the Lake Neva Lake Level Control Structure, and stated he will move to suspend the rules and ask for immediate consideration.

Commissioner Gingell addressed the Caucus regarding suspending the rules and immediate
consideration of items that have not passed through Committee, he does not want to set a precedent and reminded the Caucus of the importance of sticking with policy procedures.

Commissioner Gingell addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled
Resolution in Support of Regional Transit Authority, and stated that Commissioner Dwyer will move to suspend the rules for immediate consideration.
Caucus Chairperson Shelley Taub addressed the Caucus regarding the department memorandum and
announced a calendar of events.
Democratic Commissioner Covey addressed the Caucus regarding a proposed Miscellaneous Resolution entitled Board Of Commissioners – Support for FRAC Act, H.R. 1084/S. 587 and Breathe Act, H.R. 1204.
Caucus Chairperson Shelley Taub addressed the Caucus regarding the Natural Select packets and to
remind them of the Human Resources Committee meeting in the a.m., and the Finance Committee meeting in the p.m. on September 29, 2011. She also reminded the Caucus members of the next meeting
on October 5, 2011, at 6:00 p.m.
Commissioner Gingell addressed Caucus regarding the Public Hearing.

Caucus Chairperson Shelley Taub reconvened the Caucus.
Commissioner Gingell addressed the Caucus regarding Democratic Commissioner Dave Woodward’s proposed amendments to the proposed Miscellaneous Resolution entitled Fiscal Year 2012 General
Appropriations Act and 2012 County General Property Tax Rates.

Caucus Chairperson Shelley Taub addressed the Caucus to introduce Deputy County Executive Gerald Poisson.
Deputy County Executive Gerald Poisson addressed the Caucus to comment on Democratic
Commissioner Dave Woodward’s proposed amendments. He stated that the Veterans Affair Department did not ask for an additional counselor and that the number of Veterans is actually declining. Additionally,

the incremental expenditures that Democratic Commissioner Dave Woodward is requesting in his amendments are for annual amounts and the budget is for three years, so the amount is actually three
times more of what is being request in the amendment. Deputy County Executive Gerald Poisson stated that the Tri-Party Road Improvement Program is currently not spending the budget that is available to
them now so there is no need to designate additional funds. He stated that any decision on the creation of a Land Bank for the County is based upon individual approvals from the County Treasurer, Andy Meisner
and the County Executive, L. Brooks Patterson, and at this time the County Executive, L. Brooks Patterson is opposed to the creation of a Land Bank.

Caucus Chairperson Shelley Taub addressed the Caucus to introduce Deputy Court Administrator, Lisa
Langton.
Deputy Court Administrator, Lisa Langton addressed the Caucus to comment on the proposed amendment asking for an additional Youth Assistance case worker. She stated that Youth Assistance did
not ask for an additional case worker and that they have re-prioritized job duties to operate under their current budget. At this time, most referrals are being met.

Commissioner Gingell addressed the Caucus asking them to take a Caucus position on the proposed
amendments.

The Republican Caucus adjourned at 12:10 p.m. until October 5, 2011, at 6:00 p.m.
