IN RE: BY-LAWS CHANGE - AMENDMENT TO SECTION 4, RULE XII, "BUILDINGS AND GROUNDS"
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Pursuant to notice given at the meeting of the Board on April 27, 1959 by the Buildings and Grounds
Committee and referred to the By-Laws Committee, I hereby move that the By-Laws be amended as follows:
Amend Section 4 of Rule XII under the heading "Buildings and Grounds" to read as follows:
"To annually, between the fifteenth day. of April and the fourth Monday of June, inspect all
county owned buildings and grounds and file with the Board of Supervisors, a detailed written report
with recommendations as to the necessary improvement, resair or upkeep needed to place the buildings
in a reasonably sufficient state of repair and the lands in a reasonably sufficient condition con-
sidering the aesthetic surroundings; to biennially survey excess lands owned by the County or
acquired by any of its subsidiary corporations and recommend either retention of the same or disposal
and, if disposal is recommended, the report shall show the concurrence of the departmental committee
assigned to the department which was instrumental in acquiring said lands; to conduct the sale of
lands, the sale of which has been approved by the Board of Supervisors and in the conduct of such
sale, the following procedures shall be involved and followed:

If there are no statutory regulations or restrictions on the sale it may be conducted as follows:
1. The Board of Auditor with the concurrence of the Buildings and Grounds Committee, shall
employ two real estate appe, aes, one whom shall be approved by the American Institute of Real
Estate Appraisers or senior e.. sb( of 'et . Society of Residential Appraisers, and pay the standard
fee therefor, or as an alternative the aseraisal staff of the Equalization Committee may be used
by the Auditors if authorizesl by the Boes,/ of Supervisors or the Buildings and Grounds Committee.
No land shall be sold at less than the lowest appraisal price unless such appraisal shall be waived
by the Board of Supervisors.
2. All sales of lands shall be made in one of the following ways:
a. Private Sale: The Board of Auditors, with concurrence of the Buildings and Grounds Committee,
may sell at private sale for not less than the lowest current appraisal price placed upon the property
in accordance with (1) above.
b. Public Sale? The Board of Teditor,, with the concurrence of the Buildings and Grounds Committee,
may advertise one, e/ch week for two succ.:::- a-e.•s (unless otherwise prescribed by Statute) and
either a public sec nv• held or ses'.-/ bI i/ cei •. ( up to but not later than the time fixed for
opening of the s,sse, wecda shall C le full Liew os the interested public. The Committee shall fix
a minimum asc(.1••s;ble price at which said lands can be sold which minimum price shall not, unless
otherwise authorized by the Board of Cupervisors, be less than the lowest appraisal under (1) above.
c. Wheneve Lhe requirements of (a) or (b) above have been fulfilled and no sale made within
(30) days thereaiser, the Buildings and Grounds Committee may authorize the Board of Auditors to
notify the licensed brokers in the area that the lands are for sale at not less than the lowest
appraisal or highest bid received and the Auditors shall be authorized to pay from the proceeds of
such sale the cu3tomary broker's fee therefor, or less.
3. The Buildings and Grounds Committee shall be vested with the authority to determine the amount
and type of advertising to be done, the time and place of sale, provide for such terms as it deems
reasonable, the manner in which it is to be conducted and make reasonable rules and regulations
pertaining to the same not in conflict with the requirement of the By-Laws.
4. in all cases the Committee may withdraw any lands authorized for sale up to the time the
Auditors shall have received a commitment thereon and shall at any public sale reserve the right
to reject any or all bids received.
5. All new construction and all alteration of existing structures beyond what would normally fall
in the category of maintenance shall be under the general jurisdiction of the Buildings and Grounds
Committee, such committee shall be charged with, subject to the approval of the Board of Supervisors,
establishing location of buildings, employment of architects, preparation of plans and specifications.
6. The Board of Auditors shall advertise for and receive bids, then notify the Ways and Means
Committee of date of opening bids and, in conjunction with the Ways and Means Committee and the
Buildings and Grounds Committee, open the same. The Chairman of the Ways and Means Committee shall
report to the Board of Supervisors on the bids received with the joint recommendation of the Board
of Auditors, the Buildings and Grounds Committee and the Ways and Means Committee as to disposition
thereof and appropriate action to be taken thereon. The Buildings and Grounds Commitee and the Board
of Auditors shall make necessary inspections. No payment shall be made to the contractor or architect
until the Buildings and Grounds Committee or the Board of Supervisors approve the same.

Ladies and Gentlemen:
Your Committee on Equalization respectfully reports that it has carefully examined properties and
compared assessment rolls of the several Townships and Cities within the said County, assessed for the year
1959, and have equalized the same by adding to or deducting from the valuation of the taxable property in the
several Townships and Cities so assessed, such an amount as in its judgment will produce relatively an equal
and uniform valuation of the taxable property in the County, according to the report as shown below, and herewith
submits the same with the recommendation that it be adopted by this Board as the County Equalization for the
year 1959.

IN RE: JOINT MEETING-SIX COUNTY BOARDS OF SUPERVISORS,
Mr. Chairman, Ladico and Gentlemen:
WHEREAS this Board, through its Inter-County Supel-visors Committee s has established a fine working
relationship with the Counties of Macomb, Monroe, St. Clair, Washtenaw and Wayne, through the Supervisors
Inter-County Committee, resulting in greater cooperation in the six county area for the solution to area-wide
problems, and
WITEIEAS members of this Board who participated in the first of such joint sessions last year were very
enthusiastic in their endorsement of such a meeting, and
WHEREAS at the December 22, 1958 meeting of the Board, a resolution was adopted approving the continuance
of the combined meeting of the six Boards, and
WHEREAS your Supervisors Inter-County Committee recommends that the Boards of Supervisors of the six
member counties hold a joint meeting, in the Veterans Memorial Building in the City of Detroit on May 21, 1959
at 2:00 P. M. in the interests of the inter-county relations,
NOW THERPFORE BE IT RESOLVED that the Oakland County board, of Supervisors meet as a Committee of the
Whole at the Veterans Memorial Building in Detroit, Michigan on May 21, 1959 at 2:00 P. M. to join with Super-
visors of the six counties to discuss and promote the interests of inter-county . relations.

IN RE: 1958 ANNUAL EEPORT-BOARD OF COUNTY ROAD COMMISSIONERS
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS Section 25 of Chapter IV of Act Mo, 21'3, Po A. 1909, as amended, requires the submission by
the Board of County Road Commissioners to the Board of .1,1)rvisors, of an accurate account of all moneys received
and disbursed, a detailed statement of all work done, ri!ht-of-way acquired_ and roads constructed, and
WHEREAS said Law requires the publishing of said report in the proceedings of this Board, and
WHEREAS said report was filed with the Clerk of this Board on the 13th day of April, 1959, and
WHEREAS your Committee on Roads and Bridges has perused and approved this report, and
WHEREAS the Board of Oakland County Road Commissioners has appointed Irwin P. Nichols a Secretary
who shall be, and act as, Clerk of said Board of County dead Commissioners, whose salary shall be paid from
County Road Funds under the provisions of Section Nine of Chapter IV (County Road Law) of the General Highway
Law, as last amended by Act 50 of the Public Acts of 1951;
NOW THEREFORE BE IT RESOLVED:
(1) That the Report as filed by the Board of County Road Commissioners be approved.
(2) That the appointment of Irwin F. Nichols as Secretary-Clerk of the Board of County Road Commissioners
be ratified and approved.
(3) That it be recorded in the Journal of this meeting and published as required by law.

IN HE: TRANSFER OF FUNDS IN THE MATTER OF THE RED RUN DRAIN
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
At the last meeting of the Board, the recommendation of the Drain Committee that surplus construction
funds of the Red Run Drain in the amount of $92,564.03 be transferred to the maintenance fund in lieu of a
maintenance assessment was referred to the Ways and Means Committee.
This matter was discussed at a meeting of the Ways and Means Committee on April 29, 1959, and a
resolution was adopted recommending the approval of Resolution No. 3516 as presented to this Board by the Drain
Committee.
THEREFORE, MR. CHAIRMAN, on behalf of the Ways and Means Committee, I move the adoption of Miscellaneous
Resolution No. 3516 as presented to this Board by the Drain Committee on April 27, 1959.

IN RE: FARMINGTON SEWAGE DISPOSAL SYSTEM
Mr. Chairman, Ladies and Gentlemen:
I offer the following resolution:
WHEREAS the Board of Public Works is in the process of constructing the Farmington Sewage Disposal
System, and
WHEREAS it is necessary to construct certain facilities in lands owned by the Detroit Edison Company,
for which an easement is required, and
WHEREAS an easement grant has been submitted by Detroit Edison Company which requires the acceptance
by the Oakland County Board of Supervisors, and
WHEREAS the easement grant is offered for the nominal consideration of One Dollar ($1.00),
NOW THEREFORE BE IT RESOLVED that the "Easement Grant" dated March 9, 1959 by and between the Detroit
Edison Company and the County. of Oakland be accepted, and
BE IT FURTHER RESOLVED that the Chairman and Clerk of this Board be and are hereby authorized to
execute the acceptance form for such easement on behalf of this Board.

Before i teed this steA.ment which I have prepared, I wish to assumall of you that there is no
malicious intent in what I 1-e.ve B.y.
Inasmuch as I am the rs•.inator of ltrees in Madison Heights and have been very close to the
situation which has brought the 3 1AsJ' .1 of :e7chological Warfare into the Medical Auxiliary classes, I
should like to issue a staterne: h reo
When teaching First Aid - •e any phi .• of medicine emphasis is not only placed on what to do after
the injury or disease has occurred, hut more important, how to prevent injury or protect ourselves from these
diseases and illnesses which are apt to befall us.
In the same manner, in Civil Defense, we should not only be concerned with gathering ourselves up
after the disaster and salvaging what is left, but we should practice preventative Civil Defense.
In my estimation, Civil Defense is the defense of our communities and country by the civilian
population. In order to do this, we must alert our citizenry to the personality, and modus operandi of the
enemy from, which we must protect ourselves.
There should be no question in the minds of you good Americans as to whether or not this is the
place for this topic. I cannot think of a better place to start such instruction. These people are con-
cerned with these problems and we must be able to give them the proper answers. It is regrettable that such
an honest and sincere effort to do something, which is long overdo, should meet with criticism and mistrust.
Mrs. Rodrigues and the volunteer instructors who have been taking part in this fine program and
those city and county officials who have assisted her are dedicated people and need our full support. I think
that this body should at this time show our appreciation and support by offering them a vote of confidence.
Therefore, at this time, I so move that this Oakland County Board of Supervisors cast a vote affirm-
ing their support and approval to this most necessary program.
