September 21, 1959 Misc. 3569 By Mr. Stamen IN RE: REPORT OF SALARY RECOMMENDATIONS FOR THE YEAR 1960 To the Honorable Board of Supervisors Oakland County, Michigan MT. Chairman, Ladies and Gentlemen: Your Board of Auditors and Salaries Committee herewith submit, for the consideration of your Honorable Body, their recommended salary budget for the year 1960. Act No. 275 of Public Acts of 1913, as amended (NSA 5.551) provides that the Board of Auditors shall recommend to the Board of Supervisors the number of deputies, clerks, assistants and other help necessary in the various county offices, also to recommend the compensation to be paid such employees, when not otherwise provided by law. To keep provisions of said act operative yet eliminate duplication of effort which would result from having the Auditors' report referred back to the Salaries Committee, a policy was established in the year 1951 whereby the Board of Auditors and the Salaries Committee, through mutual cooperation, would submit a salary report which should be construed as a joint report of both the Board of Auditors and the Salaries Committee, except for the following instances: THE PROPOSED SALARIES FOR THE FOLLOWING NAMED CROUP ARE SOLELY THE RECOMMENDATIONS OF YOUR SALARIES COMMITTEE AND IN NO WAY SHOULD SUCH RECOMMENDATIONS BE CONSTRUED AS PART OF THE JOINT REPORT OF BOTH THE SALARIES COMMITTEE AND THE BOARD OF AUDITORS. 1. Recommended salaries for officials who will receive appointments to fill statutory offices for a definite term prescribed by law commencing on January 1, 1960. NOTE: State statutes provides that the salaries of these officials cannot be increased or decreased during the term of office to which they have been appointed. 2. Recommended salary adjustments for officials whose terms of office are not limited to a definite term of years and when such adjustments are permitted by law. An abstract of positions and recommended salaries has been prepared and copies distributed to members of this Board. A copy of said abstract has also been placed on file in the office of the County Clerk-Register for use and information of the general public. Following the same procedures as used in the previous years, we have omitted from the official reso- lution all individual salaries except the salaries for the Statutory offices where new terms of office will commence on January 1, 1960. Your Salaries Committee's salary recommendations for such offices are listed as follows: APPOINTIVE OFFICES 1 MEMBER OF BOARD OF AUDITORS: (Present incumbent serving as Vice-Chairman). Three year term - January 1, 1960 to December 31, 1962. Recommended annual salary $12,000. 1 MEMBER OF SOCIAL WELFARE BOARD: (Present incumbent serving as Chairman). Three year term - January 1, 1960 to December 31, 1962. Recommended annual salary $10,500. REAFFIRMATION OF APPOINTMENT BOARD RULE XX OF BY-LAWS Resolution adopted October 13, 1958 CORPORATION COUNSEL: Recommended annual salary $13,000. CIVIL DEFENSE DIRECTOR: Recommended annual salary $7,300. DOG WARDEN: Recommended annual salary $7,500, provided the appointee is a Registered Veterinarian. (M.S.A. 4.1153 (3)). 4 MEMBERS OF COUNTY PLANNING COMMISSION: Three year term - January 1, 1960 to December 31, 1962. No compensation allowable by statute. Actual, reasonable and necessary expenses allowable. (4.S.A. 5.1192 (2)). 3 MEMBERS OF COUNTY BOARD OF PUBLIC WORKS: 2 members for three year term - January 1, 1960 to December 31, 1962. 1 member to fill unexpired term of Clayton G. Lilly. Date of expiration of term is December 31, 1961. Same rate of per diem and mileage as allowed to members of the Board of Supervisors. (M.S.A. 5.570 (2)). EMPLOYEES' SALARIES SALARY ADJUSTMENTS: The Board of Auditors, through its Personnel Division, conducted its annual review of salaries paid by the various municipalities, industry and other types of employment in this area and compared the salary rates now paid by the county for similar positions. The survey reveals that our present salary rates for professional, semi-professional, skilled and key personnel are, in many instances, below the current rates now paid by the agencies and business concerns included in the survey and because of the salary differential it has caused problems in the recruitment of some types of specialized personnel.. Onthe other hand, our present rates for intermediate and lower classifications are not too far out of line and will require only minimum adjustments to bring such rates to a. figure which will enable the county to compete with other agencies in its recruitment program. The situations, as outlined above, makes it unwise and impracticable to recommend a flat rate increase or an across-the-board percentage increase. Instead, each position and classification was reviewed and a, variable amount of increase was added to our present rates which will, in our opinion, produce an equitable salary schedule for the year 1960. The total cost of these salary adjustments is $223,203. 67 Supervisors Minutes Continued. September 21, 1959 For the past several years the employees on the 11:00 P. M. to 7:00 A. M. shifts of the Tuberculosis Sanatorium and the Medical Care Facility have received an added amount. of $130.00 per year as extra compensation, a general practice in other hospitals and institutions in this area. The Management Of both the Tuberculosis Sanatorium and the Medical Care Facility now request that employees on the 3:00 P. M. to 11:00 P. M. shift receive the same treatment, this again being in keeping with the general practice in other area hospitals and. institutions. To comply with this request would involve a total expenditure of $5,720 ($3,120 at the Medical Care Facility and $2,600 at the Tuberculosis Sanatorium) and would affect 44 present employees. These amounts are included in the salaries budget recommendations of these institutions, RECOMMENDED NEW POSITIONS FOR YEAR 1960 At the time the 1960 Tentative Salary Budget was being prepared for submission to the Board of Super- visors in April of this year, the department heads asked for a total of 69 new positions. As you will note in Miscellaneous Resolution No. 3505 presented to your Honorable Body on April 14, 1959, your Salaries Committee and Board of Auditors recommended that the number of new positions be reduced to a total of 37. During our recent interviews with the various departments in connection with the preparation of this report, we again reviewed the new position requests in the light of actual needs to maintain efficiency in county government and the county's ability to finance the cost involved because of reduction in allocated millage. Many of the requested new positions which could not be included this year appeared to be desirable and necessary to the future growth of our county's government, but it was not economically feasible to initiate such expansion at this time. As a result of our interviews, we now recommend that the total number of new employees for the year 1960 be reduced to the following ten: Sheriff's Office - 7 Patrolmen at $5000 each - $35,000 Juvenile Court - 1 Child Welfare Worker I - 4,900 - 1 Psychiatriatic Social Worker 5,500 Relief Administration - 1 Pharmacist (part-time) = 3,120 Total $48,520 The Patrolmen are recommended with the understanding that, effective January 1, 1960, the work sheet for the employees of the Sheriff's Office shall be based on a 40 hour week rather than the present 48 hour week. The Child Welfare Worker is recommended because one additional employee of this category is necessary to come within the formula to obtain matching funds from the State of Michigan under the Foster Care Act, (M.S.A. 16.418 (2)) In 1959, $211,965 was received by the County under this act. The Psychiatriatic Social Worker is recommended because the present one employee in this class cannot handle all of the cases which should be investigated by an employee with this training and experience. As a result, the work of the psychological clinic of the Juvenile Court is delayed, cases are delayed in getting to Juvenile Court and in many- cases, the children in question must be kept in the Children's Home during this delay. The Pharmacist is recommended as a. half time position to work in Royal Oak, filling the prescriptions of welfare clients in the southern portion of the county. The Social Welfare Department can effect a considerable savings in the filling of prescriptions of welfare clients if this work can be done by the county. Under law, this work must be done by a Registered Pharmacist. The Pharmacist at the Medical Care Facility must devote his entire working day to running the pharmacy at that institution and this work includes filling prescriptions for welfare clients in the northern portion of the county. SALARIES RESERVE FUND The salaries portion of each budget since 1955 has had the money budgeted for new positions and emergency or temporary help appropriated into the "Salaries Reserve Fund" rather than directly into the budgets of the departments involved. When the new positions are filled, an amount of money equal to the anticipated cost of the position for the remainder or the budget year is transferred from the Salaries Reserve Fund into the department's budget. Emergency situations are handled in a like manner under the supervision of the Board of Auditors. A. quarterly report of the transactions involving emergency salaries is given to the Salaries Committee. This salaries budget recommendation contains a Salaries Reserve Fund of $48,520 for the ten new positions mentioned above, $53,000 for emergency salaries and $6,000 for possible future salary adjustments for a total Salaries Reserve Fund of $107,520. Further details of the Salaries Reserve Fund are shown on the attached summary. MISCELLANEOUS We again reiterate the recommendations made in our report for the year 1959 concerning the following and further recommend that the provisions of the same remain in full force and effect until such times as they are amended or rescinded by your Honorable Boyd: 1. The Salaries Committee recommends that the Board of Auditors be authorized and instructed to contact all department heads and request that they notify their employees of the office hours established by the adoption of Miscellaneous Resolution No. 2971 which provides that the official office hours are from 8:30 A. M. to 5:00 P. M., Monday through Friday, except for those positions in certain county departments and institutions where the salaries are based on a work week of more than 40 hours. Lunch period to be 45 minutes. (Misc. Res. 3132 as amended by Misc. Res. 3144). 2. In establishing the recommended salary rates for employees for the year 1960, we have based such rates on the assumption that all county employees shall devote their entire time to county affairs during the work week and hours previously established by the adoption of Miscellaneous Resolution No. 2971. Further, that each department head be held responsible for reporting all violations of this recommended regulation if approved by your Honorable Body. (Misc. Res. 3132). While it may not be a prerogative of your Salaries Committee, we consider it proper to call your attention to the following matters: RE: COUNTY SOCIAL WELFARE BOARD: Your Salaries Committee believes it may be feasible for your Honorable Body to give serious consider- ation of making the County Social Welfare Board a policy-making board instead of an administrative board and the actual operations of the Department then delegated to a Director who would serve at the pleasure of that Board. We recommend that this matter be referred to the Welfare Committee and the Ways and Means Committee for study and that a report be filed by such committees at some date prior to January 1, 1960. September 21, 1959 RE: STUDY OF SPECIAL SERVICES: In reviewing the operations of the various county departments, primarily concerning personnel, we endeavored to ascertain whether any county departments were extending special services, without remuneration, to units of local government whose operations are financed from funds received from sources outside of the county's allocated millage. By special services, we mean any type of service extended over and above those received by every unit of government in the county who levies taxes to support the operations of the county government. We wish to recommend that your Honorable Body refer this matter to some appropriate committee for study with instructions to file a report of its findings prior to the time of the preparation of the 1961 Tentative Budget. CONCLUSION In order to comply with the schedule of dates for tax procedures, we have, previous to this date, furnished the Ways and Means Committee with the amounts shown below, in order that the same could be considered in the preparation of the budget for the year 1960 to be submitted by that Committee. Smith IN RE: BUDGET FOR FISCAL YEAR BEGINNING JANUARY 1, 1960 TO DECEMBER 31, 1960 To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: Your Ways and Means Committee herewith presents to this Board the budget for the operation of the County for the fiscal year beginning January 1, 1960 and ending December 31, 1960 and by way of explanation states as follows: The report of the amounts set up by the Salaries Committee, totals of which were supplied to the Ways and Means Committee and which you have received, have been inserted as the recommended amounts in the 1960 budget. It has been the custom of the Ways and Means Committee in the past, in accordance with good budgetary procedure, to place a conservative enough estimate on receipts so that in no case would the estimate be more than was actually received. The amounts placed after the respective departments in the budget have been arrived at by reference to the budget recommendations of the Board of Auditors, Department Heads and Salaries Committee and consideration has been given to past experience as well as requirements of increase in service during the fiscal year the budget covers. In order to give the Board of Auditors a better budgetary control of purchases of furniture and fixtures for the several county departments, we have deleted from the departmental budgets all amounts for such purposes and placed a single item in the 1960 budget under the heading of "CAPITAL OUTLAY AND IMPROVEMENTS" amounting to $60,150.00 with a detailed sheet to support that amount. As it becomes necessary, in the judgment of the Auditors, to purchase new items of furniture and fixtures, the cost of such articles will be paid from the said appropriation of $60,150.00 and the charge reflected in the expenditures of the affected department or institution. The appropriation for the Oakland Child Guidance Clinic is conditioned upon the vesting of satisfactory budgetary control covering county funds in the County Board of Auditors and that all purchases from this fund be made by requisition through the County Purchasing Department. The Committee further recommends that the Oakland Child Guidance Clinic Board take steps to improve the administrative function of the Clinic, that further study be made with reference to payment of fees for services by clients who are able to pay for them, and further, that consideration be given to expediting the services, when requested by the Probate Court, for wards of the Court. Special attention is called to the moderate Contingent Fund of 4/10ths of 1% of the total budget. Care- ful consideration should be given to any expenditures therefrom during the ensuing year. We again reiterate the recommendations made in the past years concerning the following policies: We recommend the continuance of the policy to have the Board of Auditors submit quarterly reports to all members of the Board of Supervisors and each Department Head, as outlined in previous years. We recommend that the salaries provided for be in lieu of all fees, which fees belong to and are to be credited to the General Fund. Misc. 3573 By Mr. Thatcher IN RE: COUNTY WATER SYSTEM Mr. Chairman, Ladies and Gentlemen: WHEREAS the purpose for creation of the Department of Public Works under Act No. 185 of the Public Acts of 1957 was to provide facilities and render seeyices throughout the county when one or more units of government were unable to provide such facilities and render such services or when one or more units of govern- ment desired to have facilities provided and services rendered by such department for the benefit of its citizens, and WHEREAS the City Council of the City of Wixom feels it is in the best interest of the citizens to have certain water systems operated by the Oakland County Department of Public Works, and WHEREAS Section 9, Chapter 1 of Act No. 185 of the Public Acts of 1957 requires that the consent of the municipality must be obtained prior to the furnishing of such service to individual users within the municipality, and WHEREAS the City Council of the City of Wixom, by official resolution of said City Council passed on August 27, 1959 has given its consent to the County of Oakland, by and through its Department of Public Works, to operate a water system, and to service individual users within Palmer Lake Estates Subdivision of said City, and WHEREAS the Department of Public Works has made a comprehensive study and report on the described system, and WHEREAS said report has been duly considered by the Board of Public Works and it is recommended to this Board of Supervisors that said system be established as a County system under the Department of Public Works, and WHEREAS the service can be rendered to the areas involved with no financial obligations to the county since all costs connected with the operation and maintenance will be borne by the individual users of said system, NOW THEREFORE BE IT RESOLVED that the Board of Supervisors of Oakland County, upon recommendation of its Board of Public Works does hereby establish a county water system to be known as the Oakland County Water System, within the City of Wixom, under the Board of Public Works as provided for in Act No. 185 of the Public Acts of 1957, and BE IT FURTHER RESOLVED that the Board of Public Works is hereby authorized to take any and all necessary steps to acquire, operate and maintain said system or systems, pursuant to the provisions of said Act No. 185, and BE IT FURTHER RESOLVED that all costs in connection with the operation and maintenance of said system shall be borne by revenues from same.
