NOTICE IS HEREBY GIVEN that a regular meeting of the Board of Supervisors of the County of
Oakland, State of Michigan, will be held at the time and place stated in the following request which
has been filed with me, to-wit:
"A regular meeting of the Board of Supervisors of the County of Oakland, State of Michigan,
is hereby called to be held on the 16th day of April, 1962 at 9:30 A. M., EST, in the
Supervisors Room in the Court House Office Building, #1 Lafayette Street, Pontiac, Michigan
for the purpose of transacting such business as may come before the Board at that time.

Moved by Levinson supported by Yockey that the 1963 Tentative Budget, Miscellaneous Resolution
No. 3930, be taken from the table.
A sufficient majority having voted therefor, the motion carried.
Mr. Levinson stated that the Ways and Means Committee has been advised by Bond Counsel that
it will not be possible for the County to participate in the financing for the proposed Enlarged
Dequindre Interceptor.
Moved by Levinson supported by Cummings that the 1963 Tentative Budget be amended by deleting
the $125,000 item for financing the proposed Enlarged Dequindre Interceptor, making a new budget total
of $16,555,202.*
A sufficient majority having voted therefor, the amendment was adopted.
Moved by Levinson supported by John Carey the 1963 Tentative Budget, as-amended, including
the Salaries portion of the budget, be adopted.
Discussion followed.
Mr. Ingraham requested that the Ways and Means Committee and Board of Auditors examine the
operation of all county departments to ascertain if reductions can be made in the final budget.

IN RE: COUNTY ROAD TAX
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
At the last meeting of the Board Miscellaneous Resolution #3928 relating to a proposed County
Road Tax, was referred to your Ways and Means Committee.
Since that time, your Committee has had meetings with the Chairman of the Road Commission and
the Chairman of the Roads and Bridges Committee to review the feasibility of this method of financing
construction of much needed bridge and drainage structure improvements on county local roads within the
budget of the County.
The Board of County Road Commissioners determined that a tax in the amount of 1/20th of 1 mill
should be raised in the county for the year 1963 to construct or reconstruct certain county roads. A
schedule of the proposed projects was set forth in the resolution filed with the County Clerk.

The inclusion of this request in the Tentative Budget would require the Board to earmark the
total amount for this purpose in the final Budget next fall regardless of the amount of millage which
is allocated to the County next month by the County Allocation Board.
After the second meeting of the Ways and Means Committee, a further report was received
from the Roads and Bridges Committee wherein is contained the following resolution:
"Resolution adopted by the Roads and Bridges Committee on April 13, 1962:
RESOLVED that the Roads and Bridges Committee, in joint session with the three members
of the Board of County Road Commissioners, and after further review of the proposed County
Road Tax under the provisions of Section 20 of Chapter 1V of Act 283 of the Public Acts
of 1909, as amended, do recommend to the Ways and Means Committee that a motion be made
to the full Board on April 16, 1962, to refer back Miscellaneous Resolution No. 3928 to
the Roads and Bridges Committee for -further study.
Motion carried by unanimous vote of Roads and Bridges Committee."
In view of the deliberations had by the Ways and Means Committee and the recommendation
received from the Roads and Bridges Committee, I offer the following resolution:
BE IT RESOLVED that Miscellaneous Resolution No. 3926 be referred to the Roads and Bridges
Committee for further study.

IN RE: COMPENSATION OF DPW BOARD
to the Members of the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS Act 185 of the Public Acts of 1957 was amended by Act 18 of the Public Acts of
1959, and
WHEREAS Act 185 of the Public Acts of 1957 as amended, provides that the compensation of
members of the Beard of Public Works shall be fixed by the Board of Supervisors, and
WHEREAS members of the Board of Public Works have been compensated in the following manner:
Chairman - $25.00 per meeting
Other members entitled to payment - at the rate of $15.00 per meeting, and
WHEREAS pursuant to the provisions of Act 185 of the Public Acts of 1957 as amended, this
Board is required to fix the compensation,
NOW THEREFORE BE IT RESOLVED that this Board does hereby fix the compensation of the members
of the Board of Public Works entitled to compensation at the following rates:
Chairman - $25.00
Other members entitled to payment - $15.00
BE IT FURTHER RESOLVED that this Board does ratify and validate the compensation previously
paid to the members of the Board of Public Works entitled to such compensation.

IN RE: DEMOLITION OF DOWNTOWN COURTHOUSE
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
At the February 16, 1962 meeting of the Board, Miscellaneous Resolution 3915 was adopted
which authorized the Ways and Means and Buildings and Grounds Committees, in conjunction with the Board
of Auditors, to advertise and receive bids for removal of existing structures on the downtown Courthouse
site.
Pursuant to this resolution, specifications for demolition of the abandoned Courthouse and
Annex buildings located on county property in the City of Pontiac on Huron Street between North Saginaw
and Wayne Streets were prepared by the County Engineer. Sealed bids were received by the two committees
and the Board of Auditors on April 11, 1962 at 2:30 P. M.
A total of nine bidders presented proposals for the demolition of the buildings. The bids
ranged from the lowest bid submitted by Kalka Company of $33,700 to a high bid submitted by Beaver
Company of $128,300. Attached to this report is a summary of all bids received as prepared by the
County Engineer.
The joint Committees found that the bid submitted by Kalka Company could not be considered
sinee it was submitted late and no bid bond, as required by the specifications, was filed with the
proposal.
Ata joint meeting of the Committees on April 12, a resolution was adopted recommending to
the Board the rejection of all bids and that the Board of Auditors be authorized to return the bid
bonds and checks to all bidders, The resolution of the Committees further recommends that the
Buildings and Grounds Committee and the Board of Auditors make a study as to what steps may be taken
by the County to remove these buildings from the abandoned Courthouse site.
Mr. Chairman, I offer the following resolution:
BE IT RESOLVED that all bids received for demolition of the Courthouse and Annex be rejected;
BE IT FURTHER RESOLVED that the Board of Auditors be authorized to return the bid bonds and
checks to all bidders;
BE IT FURTHER RESOLVED that the Buildings and Grounds Committee and the Board of Auditors be
authorized to make a further study as to what steps should be taken for the demolition of these buildings.

IN RE: BIDS FOR AUDITORIUM.
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Bids for the construction of the Auditorium Addition to the County Building were opened on
April 11, 1962 at 2:00 P. M. by the joint Committees and the Board of Auditors pursuant to Miscellaneous
Resolution #3920.
There were 10 Architectural bids submitted by contractors, along with 12 Mechanical bids and
8 Electrical. Attached to this report is a tabulation of the bids as prepared by O'Dell, Hewlett fa
Luckenbach Associates,. architects.
The joint Committees met on April 12, 1962, to review the bids with the architects and the
Board of Auditors. A motion was adopted that all bids be held for further review as to the various
alternates by the Buildings and Grounds and Special County Building Committees.
The joint Committees will report to the Board with recommendations at the May 7 meeting of
the Hoard.

financing lake level projects, and
WHEREAS it is nocoesry to institute new proceedings to establish and maintain the level of
Cass Lake pursuant to the ovisions of Act No. 146 of the Public Acts of 1961,
NOW THEREFORE BE IT RESOLVED:
1. That this Board, for the protection of the public health, safety and to preserve the
natural resources of the state and to protect the values of property around the lake, deems it
expedient to determine and establish the normal height and level of Cass Lake located in the Townships
of West Bloomfield and Waterford, Oakland County, Michigan, pursuant to the provisions of Act No. 146
of the Public Acts of 1961;
2. That the Prosecuting Attorney, through the Office of the Corporation Counsel, institute
in the Circuit Court for the County of Oakland, by proper petition a proceeding to establish the
level sought;
3. That the property in the area of the improvement will benefit and shall bear the entire
cost of the project;
4. That the Drain Commissioner establish a Special. Assessment District as prescribed in said
Act No. 146;
5. That the cost of maintaining the level of the lake shall be borne by the benefited properties.

Mr. Chairman, Ladies and Gentlemen:
WHEREAS certain interested citizens who are the owners of property fronting on Commerce Lake
in the Township of Commerce have requested the Supervisor of said Township to present the matter of
establishing the normal level of Commerce Lake to the Oakland County Board of Supervisors, and
WHEREAS in accordance with the provisions of Act No. 146 of the Public Acts of 1961, this
Board has the authority to proceed with the establishment of such lake level, and
WHEREAS this matter was referred to the Drain Committee under Miscellaneous Resolution #3869
for a report as to the expediency, desirability and necessity of establishing the level of Commerce
Lake, and
WHEREAS the Drain Committee has considered the matter and believes it is for the best interest
and health and welfare of the County to have said level established pursuant to the provisions of said
Act No. 146;
NOW THEREFORE BE IT RESOLVED:

WHEREAS on December 4, 1959 the City of Royal Oak granted a right-of-way to the County of
Oakland for location of a portion of Twelve Towns Relief Drains in park property immediately north of
and adjacent to Farnum Avenue and immediately west of and adjacent to the G.T.W. R.R. right-or-way, and
WHEREAS said right-of-way was recorded in Liber 4061, pages 894 to 897, both inclusive, on
March 24, 1960, in Oakland County records, and
WHEREAS said drain has not been constructed in this right-of-way and the County now has no
use for that right-of-way, and
WHEREAS a new location is and a new right-of-way will be granted to the Twelve Towns
Drainage District by the City of Royal
