IN RE: AMENDED RESOLUTION NO. IN RE: 4-H FAIR SiTE AND SURVEY OF PROGRAM
To the Oakland County Hoard of Supervisors
Mr, Chairman, Ladies and Gentlemen:
WHEREAS a resolution proposed by the Ways and Means Committee recormending a 5,-year lease of the
Perry Street site for the County 4-H Fair Grounds and a study of the County 4-H Program was presented to
rd on April. 1 ,75, 1900. being Misceilaneous Resolution No. 363H, and
MlEREAS this resolution was referred to your Cooperative Extension Service Committee for study,
and
INHEREAS your Committee met on April 25, 1960 and reviewed Resolution No. 363.5 with nembers of
tI e County Fair Hoard, and
WHEREAS your Committee recommends that said resolution be adopted with certain amendments,
NOW THEREFORE RE IT RESOLVED that Miscellaneous Resolu4ion No. 36311 he amended As follows:
1. Amend paragraph 2 of the resolved portion of the resolution to read as follows:
2. That tho lease hereby authorized shall contain a, clause to permit the County, after
the expiration of the first year of the lease, to terminate by giving a 6-months notice
to the Fair Hoard if definite plans develop prior to the end of the 5-year period as to
relocation of the County 4-H Fair at another site.
2. Amend paragraph 3 of the resolved portion of the resolution to read as follows:
3.That the County Planning Commission ho authorized to make a survey of 4-H activities in
Oakland County, such study to be made in cooperation with the Cooperative Extension Service
Committee to analyze the entire 4-H program and include a report on the future of this
profr,ram and the facilities and space requirements needed for the next 10 years.

IN RE: JOINT MEETING, SIX COUNTY BOARDS OF SUPERVISORS
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS Oakland County, through its inter-County Committee, has worked closely with the Counties
of Macomb, Monroe, St. Clair, Washtenaw and Wayne through the medium of the Supervisors Inter-County
Committee in establishing increased cooperation and coordination among the counties seeking solutions
to inter-county problems, and
WEREAS your Supervisors Inter-County Committee has recommended that the Boards of Supervisors
of the six member counties hold a joint meeting as well as individual meetings in the Veterans Memorial
Building in the City of Detroit on May 26, 1960 at 2:00 P.M. in the interests of inter-county relations,
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Supervisors meet as a Committee
of the Whole at the Veterans Memorial Building in Detroit, Michigan, on May 26, 1960 at 2:00 P.M. to
join with Supervisors of the six counties to discuss and promote the interests of inter-county relations.
Mr. Chairman, on behalf of the Inter-County Committee, I move the adoption of the foregoing
resolution.

To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS this Board did, on December 14, 1959, pass Miscellaneous Resolution #3597, which
directed that the question of having a second Probate Judge, be submitted to a vote of the people, and
WHEREAS the Legislature did, in its 1960 Session, pass Public Act No. 54, which being given
immediate effect, became effective April. 21, 1960, and
WHEREAS under Act No. 54 of the Public Acts of the State of Michigan for 1960, the Board of
Supervisors can provide for the election of a second Probate Judge,
NOW THEREFORE BE IT RESOLVED that Miscellaneous Resolution No. 3597 above referred to, be
rescinded.
Mr. Chairman, I move the adoption of the foregoing resolution on behalf of the Ways and Means

IN RE: RESOLUTION FOR APPROPRIATION FOR PROBATE COURT ITIPLOYEE
To the Oakland County Beard of Supervisors
Mr. Chairman, Ladles and Gentlemen:
WHEREAS due to the great increase in Probate Court work and the new problems involved in solving
the matter of investigation and reimbursement collection in mentally diseased hospitalization cases,
Probate (e:Iie Arthur E. Moore has requested two additional staff members, namely, a new position of
"Attorney to act as Legal Advisor", and an additional "Assistant Deputy Probate Register", and
WHEREAS the Salaries Committee, after review of Judge Moore 's request, has recommended to
your Kays and Means Committee that an "Attorney II" at an annual salary of 87,300.00, and another
"Assistant. Deputy Probate Register" at an annual, salary of $3,650.00 be added to the staff of the
Probate Court, and
WHEREAS the cost of the two new positions will be $7,253.00 for the balance of the current
year,
NOW THEREFORE BE. il RlsolAID AS FOLLOWS:
1. That two new positions, classified "Attorney' 11" and "Assistant Deputy Probate Register",
as recomuended by the Salaries Cilmuittee, be added to the staff of the Probate Court to assist the
Court in the handling of mentally diseased cases.
2. That the sum. of $7,283.00 be appropriated from the Contingent Fund for this purpose.

Salaries Committee, I move the adoption of the foregoing resolution.

13,HEREAS the Cooperative Extension Service Committee has recommended to your Ways and Means
Conndttee that the County appropriate $1,250.00 towards this State matching if the 4-H Leaders Associ-
ation of the County will appropriate an additional $1,250.00, and
VH1EREAS your Ways and Means Coniritee recommends that the County appropriate $1,250.00 from
the Contingent Fund for this purpose, with the provision that said funds be used only for maintenance
of the County 4-H fait buildings and griuno' , and

NOW THEREFORE BE 11' RESOLVED as follows:
1. That the stffa of $1,250.00 be appropriated from the Contingent Fund for the purpose of
matehing state funds to pay for maintenance at the Comity 4-11 Fair Grounds.
2. That upon deposit of the sum of $1,250.00 by the County 4-H Leaders Association -with the
County Treasurer, the Board of Auditors he authorized to make application to the Michigan Department of
Agriculture for matching lainds for maintenance of the County Fair buildings and grounds in accordance
with the regulation issued under the authority of Section 1.3 of Act 27 of the Public Acts of 1159.

At the present time the County has insurance coverage of S9,620,775 on the various buildings
and contents owned by the County. In addition to this amount there is a Builder's Risk policy on the
now Court House for $3,049,700. There is also depreciation insurance with a total_ amount of coverage
of $2,5901,77h. The cost to the County at the present time for these and the many other types of
insurance coverage is $21,103.30.
I. relieve that the County is new at the point where a closer look should be made at our
o coverage and the overall cost to the County. I also heliove that a thorough study should be
study should include the possibility- of self-Insurance.
