forth.

NOTICE IS HEREBY GIVEN that a regular meeting of the Board of Supervisors of the County of
Oakland. State of Michigan, will be held at the time and place stated in the following request which
has been filed with me, to-wit:
"A regular meeting of the Board of Supervisors of the County of Oakland, State of Michigan,
is hereby called to be held on the 7th day of June 1960 at 9:30 o/clock A.M., Eastern Standard Time, in
the Supervisors Room in the Court House Office Building, #1 Lafayette Street, Pontiac, Michigan for the

Mr. Chairman, Ladies and Gentlemen:
YOH!' BliiidiFTS and Grounds Committee respectfully reports to the Board that bids for construction
of storm sewers at the County Service Center were opened at a joint meeting of the Ways and Means, Build-
ings and Grounds and. Surcial County Building Committees on May 5, 1960. Plans for the construction of
the storm sewers were prepared by the County Engineer and the estimate of cost was $70,000.

The joint. Committees on May 5, 1960, referred the bids to the County Engineer for tabulation,
report and recommendation back to the Buildings and Grounds Committee and the County Board of Auditors.
On May- 16, .1960, your CoMmilac reviewed the rrcsamiendation of the County Engineer that the low
bid of Ray L. Welch in the amount of 5 t ,23.05 for construction of the sewer, including the Alternate
which consists of 300 Lineal feet of 30" storm sewer, 300 lineal feet of 30" storm sewer, 300 lineal feet
of 27" storm sewer and 3 standard manholes, be accepted.
On May 19, 1960, the joint Committees considered the recommendation of the Buildings and Grounds
Committee and authorized. the awar d. of the contract to Ray L. Welch in the amount of his low bid in view of
the favorable bid received and the advantage of a considerable saving to the County if the work could pro-
ceed without delay.
Mr. Chairman, on behalf of the Buildings and Grounds, Ways and Means and Special County Building
Committees, I offer the following resolution:
BE IT RESOLVED that the action taken by the Buildings and Crounds, Ways and Means and Special
County Building Committees on May 19, 1960, in awarding the contract for installation of storm sewers at
the County -Service Center to Ray L. Welch in the total sum of $55,23-3.95 be and the same is hereby ratified
and confirmed, and that payment therefor he made from funds previously budgeted for this purpose. • •

IN RE: VACATION OF WEST BOULEVARD-CITY OF PONTIAC
To the Oakland County Baird of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Board. of Auditors, in cooperation with the Buildings and Grounds Committee, has made
application to the City of Pontiac for the vacation and relocation of that portion of West Boulevard lying
within the County Service Center, and
WHEREAS the City- Commission of the City of Pontiac, by letter dated May 16, 1960, have indicated
that they would approve the vacation of the existing West Boulevard from a point approximately 50 feet
south of the Grand Trunk Railway providing the County would agree to construct and Maintain the portion of
its own traffic system and alternate route from that point to U. S. 10 (Telegraph Road) with such point of
intersection with Telegraph Road to be worked out by the County, County Road Commission and State Highway
Department, and
WHEREAS the Buildings and Grounds Committee, the Board of Auditors and the Engineering Division
of the Board of Auditors deem such proposal to be in the best interests of the County and recommend the
concurrence of the County to this end;
NOW THEREFORE BE IT RESOLVED that this Board of Supervisors concur in the above proposal of the
City of Pontiac as to the vacation of that portion of West . Boulevard from a point approximately. 50 feet
south of the Grand Trunk Railway and further agree to construct and maintain as a part of its own private
traffic system an alternate route from such point to U. S. 10 (Telegraph Road).

IN RE: 1960 BUDGET--HURON-CLINTON METROPOLITAN AUTHORITY
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Huron-Clinton Metropolitan Authority has requested a tax levy of .25 mills for 1960
for the support of the Authority, and
WHEREAS there has been an increase in property valuation in Oakland County since last year from
$1,22,915,300 to $2,008,619,100, which will result in an increase of tax dollars collectible by the
Authority- from Oakland County, and
WHEREAS this Board. of Supervisors has been advised that Washtenaw County has requested a meeting
with the Board of the Authority to determine if the budget of the Authority will require .25 mills for
operatien,
NOW THEREFORE BE TT RESOLVED that the Oakland County Board of Supervisors join in the request
made by Washtenaw County for a joint meeting with the Board of the Authority and the counties comprising
the Anthority to discuss and review the budget of the Huron-Clinton Metropolitan Authority,
Mr, Chairman, on behalf of the Ways and Means Committee, I move the adoption of the foregoing
resointion.

IN RE: MMAML FOR VINCENT S. MADISON

To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Vincent S. Madison, better known to most of his associates as "Vince", passed away on May 11,
1960. He had served as member and as Vice Chairman of the Oakland. County Planning Commission by appoint-
ment of the County Board of Supervisors since October 1956. As a member of the Planning Commission, he
rendered outstanding service to the County, having devoted much time and given unselfishly of his abilities
as a planner at a time when Oakland. County needed his services.
Mr. Madison at the time of his death, was Director of Area Development for the Detroit Edison
Company. In 1951, his Company granted him leave to serve as Director of the Electric Power Division on
the American Mission to Korea, sent in connection with the Economic Cooperative Aid program. He first
joined the Detroit Edison Company in 1936 and was appointed to the position which he held at the time
of his death in 1953. He also spent several months in Korea in 1953 as advisor on electric power to the
United Nations economic coordinator for Korea. He was a member of the Engineering Society of Detroit,
the Detroit Real Estate Board, the Society of industrial. Realtors, the American Industrial Development
Council and the Great Lakes States industrial Council as well as the Oakland County Planning Commission,
He is survived by his wife Mary, two sons, Gary and Stanley and two daughters, Nancy and Gale.
Mr. Chairman, on behalf of the entire membership of the Board, I move that the foregoing
memorial resolution be spread on the minutes of this meeting and that a copy thereof be forwarded by
the County Clerk to his surviving wife and children.

IN RE: ESTABLISHING LEVEL OF GAS'S LAKE
To the Oakland County Board of Supervisors
Mr.. Chairman, Ladies and Gentlemen;
WHEREAS certain citizens of Waterford Township and West Bloomfield Township, who are either
residents on or owners of property abutting on Cass Lake in the Townships of West Bloomfield and Waterford,
have requested the undersigned supervisors of Waterford Township and West Bloomfield Township to institute
proceedings under the provisions of Act No. 194 of the Public Acts of 1939, as amended, for the purpose of
establishing the level of the above captioned lake, and
WHEREAS under Act No. 194 of the Public Acts of 1939, as amended, this Board and the Conservation
Department, or either or both, have the right to proceed with the establishment of such level,
NOW THEREFORE HE IT RESOLVED that this matter be referred to the Drain Committee for a report to
this Board at a subsequent meeting, said Committee to report on the expediency, desirability and necessity of
establishing the level of the above named Lake.
