December 31, 1963. One member to be appointed to fill the unexpired term of the late Mr. Vincent S. Madison, said term to expire on December 31, 1962. No compensation allowable by statute. Actual, reasonable and necessary expenses allowable. (M.S.A. 5.1192 (2) ). Recommendations as to possible appointees will be made by the Chairman of the Board of Supervisors, subject to ratification by the entire Board. EMPLOYEES SALARIES The salary adjustments included in this budget recommendation generally range from $100 per year • for the majority of the employees up to $500 per year for technical and administrative positions. Thc Board of Auditors, through its Personnel. Division, has conducted its annual salary survey which this year covered nine counties, six cities, four •school districts, two hospitals, nine private employers, and the State of Michigan. Also available were the state-wide salary survey of the Michigan Municipal. League and the nation-wide survey of the Public Personnel Association. These survey results and a review of the County's turnover and recruiting problems indicate that most of the County's salary rates are quite competitive in the local recruiting area for unskilled and semi-skilled employees. The $100 per year salary adjustments recommended for these classes primarily reflects the rise in the cost of living index and the general raises given by both private and governmental employers in this area since the County's last salary adjustments of January 1, 1960. The County's rates for technically trained and administrative personnel have grown toward the competitive market in recent years and the higher raise recommended for these classes indicates a desire to remain competitive in what is often a state-wide or even a nation-wide recruiting market. The County's salary structure generally has sound salary differentials between different levels of work and responsibility. The raises included in this recommendation are intended to preserve and improve these differentials as well as to enable the County to continue to recruit and keep high quality employees. NEW POSITIONS This recommendation, as detailed in the attached ''REPORT OF SALARIES RESERVE FUND RECOMMENDATIOW 1 includes 74 new positions costing $355,112 and located. in 18 of the County's 31 departments. One hundred seven new positions were requested by the departments for the Tentative Budget. and 73 were included in the Tentative 1961 Budget as approved by the Board of Supervisors. The requests for the final budget totaled 97, which the Salaries Committee and the Board of Auditors have reduced to 74. The large nwhber of new positions is tempered by the following factors: 1.. Only ten new positions were allowed in the 3.960 budget out of 69 requested. by 14 departments.. Of the ten granted, one was a half-time Pharmacist, two were required for the County to qualify for matching funds from the state and seven were to allow the Sheriff's employees to reduce from a 48 work week to a 40 hour work week which already applied to the rest of the County's employees. 2. Twenty-six of the positions included in this recommendation were requested in prior years but were not recommended due to other demands err the budget or a feeling that the needs were not yet fully developed. One request dates back to the 1957 budget. 3. Seven more of the recommended positions will have serviced the County through the Juvenile Division of the Probate Court for the most of 1955, 1.959 and 1.960 tinder a grant from the McGregor Found- ation. This grant runs out on February 1, 1961. .4. The duties of thirteen additional positions have been performed on a part-time basis for two years or more by temporary help paid from Emergency Salaries. September 19, 1960 Misc. 3(04 By Mx, da.: • IN RF STihI C JUVENILE FACTLITEES AND PROGRAMS Mr. Chair vi. -Ladies and Gentlemen: 3t. the June 27, 1960 meeting of the Board, the recommendation of the Buildings and Grounds Comittee for a study of the entire juvenile program, the present use of existing facilities and the need for additional home and classroom facilities for the Iueonile Division was referred to your Ways and Means Committee. This was incorporated in the Annual Peheri of the Buildings and Grounds Committee one considered as a part of Miscellaneous Resolution No 1666. Pursuant to said resolution, your Ways and Means Cemmittec authorized such a study by Dr. Louis L. Friedland of Wayne State University and the report was filed with your Committee on July 8, 1960, and Aster considered by the Ways and Means, Buildings and Grounds, Tuberculosis Sanatorium and Juvenile Colmnittees . The study was mainly concerned with two items: (1) Overcrowded conditions in the school rooms maintained at the Childrents Center and (2) The long-run desirability of maintaining and enlarging the Childrents Home facility at the County Servicn Center site The report contains four alternative • recommendations: Propo ,ction A - Use of the Contagious Hospital for classrooms only. 1, Ii tie r the ist or the 2nd floor could be used removing the school totally from the lAilldients Home. 2. lin space vacated at the Home , would then be restored to recreational use, its original purpose, plus providing. for some additional housing. Gives the Youth Facility a setting removed from the traffic flow of the County Service Ceder.
