Mr. Yockey requested that the minutes of the previous meeting be corrected as follows:
"Following Resolution #3697 tabling the matter of the salary of the Member of the Road Commission,
the words "until the October 3, 1960 meeting" should be stricken. Also, following the motion, insert the
words "A sufficient majority having voted therefor, the motion carried."
Without objections, the Chairman declared that the minutes be corrected accordingly.
Moved by Cummings supported by Lahti the minutes of the previous meeting be approved, as
corrected.

The Clerk read the request for this meeting which was filed with him on September 21, 1960. Said
request was ordered filed with the Clerk. A true copy of the same appears in the notice of meeting here-
inafter set forth.
The Clerk presented the notice of this meeting together with his affidavit as to the mailing of
said notice, which notice and affidavit are as follows:

NOTICE IS HEREBY GIVEN that a regular meeting of the Board of Supervisors of the County of
Oakland, State of Michigan, will be held at the time and place stated in the following request which
has been filed with me, to-wit:
"A regular meeting of the Board of Supervisors of the County of Oakland, State of
Michigan, is hereby called to be held on the 3rd day of October 1960 at 9:30 o'clock
A. M., Eastern Standard Time, in the Supervisors Room in the Court House Office Building,
#1 Lafayette Street, Pontiac, Michigan for the purpose of transacting such business as
may come before the Board at that time.

Clerk read communication from the •Board of County Road Commissioners requesting that the County
of Oakland convey by Quit Claim Deed, to the Board of County Road Commissioners, property in Addison
Township. (Referred to the Buildings and Grounds Committee.)
The Chairman recommended the appointment of Louis H. Schimmel as Oakland Countyls representative
on the Detroit. Water board.
Discussion followed relative to the appointment.
Moved by Goodspeed supported by Mitchell the appointment of a representative to the Detroit
Water Board be referred back to the Water Committee for further study.
Discussion followed.

To the Honorable Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Your Committee on Local Taxes has examined
taxes to be spread upon the County tax roll, and has
General Property Tax law), has caused corrections to

Your Committee has tabulated the total amount of taxes to be spread on the tax rolls, which
tabulation is attached hereto and made a part hereof.
Your Committee has prepared tax warrants showing the amounts authorized to be spread, which
warrants are submitted herewith, and which are the basis for the tabulation above mentioned, and it is
recommended that your Honorable Body authorize the Clerk to sign these warrants.
Current Drain-at-large taxes are a municipal (Township and City) charge and in townships
where no millage was allocated, they must be paid from contingent (general) funds. If millage was
allocated and inclusion of drain-at-large items would cause the levy, to exceed the allocated rate,
the spread must stay within its allocated rate, and the excess be paid from the contingent (general)
fund.

TIOAFIORE BE IT RESOLVED that this Board authorize the entry of taxes in one total sum
pursuant to the ;revisions of the General Property Tax Act (Section 39) provided that there shall be
printed upon each tax receipt the percentage which each such tax is of said total sum;
BF IT FURTHER RESOLVED that upon the ret"- "to 5 delinquent tax rolls to the County Treasurer

IN RE: CONTRACT FOR SANITARY SEWERS AT SERVICE CENTER
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Your Ways and Means Committee respectfully reports to the Board that bids for construction of
- sanitary sewers at the County Service Center were advertised for -and received pursuant to the By-Laws and
opened at a joint meeting of the Ways and Means and Buildings and Grounds Committees in conjunction with
the Board of Auditors on. September 26, 1960. Plans for the construction of the sanitary sew-ens were
prepared by the County Engineer and the estimate of cost was $200,000 .. Bids were taken in the alternative
for clay products or concrete products since it was not known at the time of advertisement which type of
material would be acceptable to the City of Pontiac.
Prior to the opening of the bids, an understanding was reached with the City permitting the use
of concrete pipe if the County will agree to pay all costs incurred by the City for any failure where
this pipe is used. The State Department of Health has approved the use of concrete pipe. The approval
of concrete pipe by the City does not include service connections which are controlled by City Ordinance.

The project consists of the following:

60 lineal feet - Railroad crossing (36" jacked sanitary
sewer with 21" sanitary sewer line)

In accordance with an agreement negotiated with the City of Pontiac, your Committees recommend
that at the expiration of the maintenance bond period the City assume the maintenance of the main sewer
line and that no connections be permitted other than those of the Oakland County Service Center without
prior approval of the County. In accordance with the request of the City, the County is to furnish the
City of Pontiac the necessary right of way granting the City the right to enter upon the property for
the purposes of repair and maintenance.

received and approved. on September 28, 1960, and that the Board of Auditors be authorized to execute
the contract on behalf of the County, and charge the cost thereof to funds previously appropriated for
this purpose.

The following is a report of the distribution to the various cities and townships of Oakland
County of $11,007,232.67, which amount represents that portion of the 1961 county budget to be raised
by taxation, (5.46 mills on the County's 1.960 Equalized Valuation of $2,008,619,100).
NOW THEREFORE BE IT RESOLVED that each supervisor of the several Townships and the Assessing
Officers of the several Cities of Oakland County be and they are hereby authorized and directed to
spread on their respective Township or City Tax Rolls for the year 1960, the sum set opposite the
name of their Township or City as shown on the following distribution report as their portion of the
County General Fund Tax to be raised by taxation for the year 1961, the total of which is $11,007,232.67.

Huron River Sewa,•• Disposal System,
NOW TIU,:lAIE BE ii RESOLVED that the Board of Supervisors approves the project as recommended
by the Board of Cli c Works and authorizes said Board to take the necessary steps toward the preparation
of a Master Plar .wers and sewage treatment facilities for the area, and
BE IT RESOLVED that the Department of Public Works cooperate with the municipalities of
the area in the desHopment of the program, as well as any other units of government or agencies necessary
to adequately coordinate the Master Plan so that no duplication of facilities will occur, and
BE IT FURTHER RESOLVED that the sum of $2,200,00 be advanced to the Department of Public Works
upon approval of the Ways and Means Committee, said funds to be advanced on a "loan basis" and to be
repaid when construction financing is completed, and
BE IT FURTHER RESOLVED that it is the understanding of the Board that funds so advanced on a
loan basis will be supplemented by funds advanced by the local units of government, to be used to study
and plan the development of a master sewage system for the Huron River Basin,

Mr. Chairman, a request has been made to me, as Supervisor, by property owners living in Holly
Township, to have the name of Mud Lake in Section 27 changed to Forest Lake. The reason for this request
is to prevent confusion since we have in Holly Township at least two other lakes named Mud Lake.
I have also had a request to have three new lakes named which have been created by drainage of
swamps, as follows:,
Lake Bar's-Leak, in the southeast corner of Section 33, Holly Township
Lake Oahu, in Section 27 of Holly Township, and
Arrowhead Lake, in the southeast corner of Section 33 of Holly Township and the
northeast corner of Section 4, Rose Township.
