Once again your Committee and the fordiires point out that county growth and the increasing
demands for additional County services appear to be outstripping the growth of the tax and revenue
base which serve to finance County operations. In this respect, despite a slight upward revision in
the allocation rate for the County to 5.30 mills, the operating budgets of the County - are extremely
stringent; in some instances due to increasing case loads being tantamount to reductions in present.

The attention of the Supervisors is likewise directed to the following factors considered by
the Committee in their review of the Budget.

Health operations from a 50/50 basis to 75/25 basis, it is expected that the $175,000 provided for this
operation will allow for the full development of their program within the limits of total state funds
available. This projection, however, is based on estimated reimbursements to the programs which are not
yet proven by eapeiiEnie and 0,0 require later revision.
3. Fuaek for he aieration of the Civil Defense. Department have been included in our Budget
recommendations. The propoecd studies noted in our letter of transmittal for the Tentative Budget are
stilt under way and it is the expectation of your Committee to transmit their recommendations regarding
this department together with any budgetary amendments prior to January 1, 1966.
County receipts for the financing of this budget have been projected at optimum levels antici-
pating all possible sources of revenues and normal, growth factors where so indicated by experience.
Likewise an anticipated 1965 year-end balance of $100,000 has been included in our financing projections.
In order to provide for as many needs as possible the 1966 Contingent Fund has been cut to a new
and unrealistic low. It is the recommendation of the Committee that 1965 year-end balance, over the
amount above pledged, if any, he added to this fund.
To the best of our judgment, your Committee believes that the recommendations herein present a
properly balanced budget and one which provides for the best operation of the County programs within the
limits of the funds available to us.
Your Committee thanks the Salaries Committee, the various County departments and the Auditors
and their staff for their fine cooperation and invaluable assistance in the preparation of this overall
budget.

SALARY ADJUSTMENTS
Our experience during the past six months and the results of the County's annual salary
survey have made it mandatory that the County put its prinary emphasis on salary adjustments in the
salaries portion of this Budget. This emphasis is reflected in the $339,800 included for salary
adjustments covering almost all of the County's emplona s, The raises covered the following range:

NEW POSITIONS
Ft is with great reluctance that the number of new positions has been reduced from the 125
originally requested for the 1966 Budget to the fifteen included in this recommendation. Most of the
requested positions represent modest and legitimate requests for positions which are necessary if the
County is to continue to carry out its present functions at the present level, not to mention coping
with requeststo provide more sophisticated services to an expanding clientele.
When asked their choice of new positions or salary adjustments, most County Department Heads
reluctantly chose salaries, but warned that present staffs, however well satisfied, could only carry .
so much of a load.
Of the fifteen positions granted, the two in the Drain Commissioner's Office are presently
being paid from other County funds and represent no increase in overall County expenditures. Jr is
expected that the work of the Budget Technician and the Account Clerk II for the Board of Auditors and
the Property Appraiser for the Equalization Department_ will more than recovertheir salaries. The

The positions receiving no raises are generally elected and appointed officials in mid-term,
professional people serving in part-time capacity and positions of a part•time seasonal. nature. The
raises of $4,500 and :0,00 cover three physician positions at the Health Department, two of which
have been vacant for almost two years. The $3,000 raises apply to the seven Circuit_ Court Judges and
the two Probate Judges
In most cases the adjustments granted are well below the amounts requested by the County's
Department heads, in some cases by as much as $3,000. In some cases ; the adjustments leave salaries
which our salary survey- indicates are still below the County's competition. In general, however, these
salary adjustments give the County a salary schedule which is fair in its internal relationships, a,
schedule which will somewhat maintain our employees' take-home pay in spite of increases in the cost
of living, increased Social Security deductions and increased hospitalization insurance rates and
salaries which will. enable the County to compete with somewhat more success in the market of hard-to-
get specialists.

Teletype Operator is already being paid as a relief employee. Of the Health Department's two positions
the Nursing Consultant has been paid from a Federal Grant for the past five years, under a program
just ending, for her work as Supervisor of Nursing Homes. The County is reimbursed $20.00 per year
by the state for each of the fifty-two nursing homes under her supervision. The duties of the other
Health Department position, Program Coordinator, are centered around the preparation of applications
for grants and matching fund programs available from the State and Federal Governments and from
private foundations.
The two Patrolmen granted the Sheriff and the three Children's Supervisors for the Children's
Center give only partial. relief for manpower inadequacies faced by these seven-day-per-week, round-
the-clock operations. The Stenographer for the Prosecutor's Office was the Prosecuting Attorney's
top priority of several positions he feels are absolutely necessary if he is to continue to adequately
serve the public. The Clerk 1 for the Friend of the Court appears the only answer to keeping the
filing and processing of an inoce,,:ini, number of divorce cases up to date.

EMERGENCY SALARIES
The $15,000 recommended for Emergency Salaries represents an all time low in the ten years
of this program. The departments are being asked to sacrifice in this area to make meaningful salary
adjustments possible.
The Emergency Salaries situation will undoubtedly have to be reviewed again in the spring
of the year.
The Chart below shows the emergency salaries budgeted and used in recent years.

In the pa-t, the superior fringe benefits offered by governmental employers were a great
asset in recruiteHe and holding employees. This is no longer true. The County now finds that industry
and even other governmental employers in the area are offering longer vacations and fully paid
hospitalization insurance premiums.
To be competitive, Oakland County should pay the entire family hospitalization insurance
premium in 1.066 and should grant three weeks of annual leave after five years of employment instead
of after ten years as is our present policy. These are not included in the recommendation because the
increase from half payment of the hospitalization insurance premium would cost over $120,000 and the
increase in annual leave would cost a similar amount for additional employees to continue round-the-
clock, seven day coverage. It was felt the emphasis had to go to wages this year, but these fringe
benefit changes will continue to face the County and are inevitable unless there is a drastic change
in the nation's economy.

The Chairman of the Board made the following statement:
"AA this time, in accararee with the requirements of state taw and the By-Laws of this
Board, a Public Hearing is now called on the 1966 proposed annual budget for the County of Oakland.
Legal notice of this Hearing was published in The Pontiac Press and The Daily Tribune, daily papers
of general circulation in the County, on September 24, 1965, and a copy of the budget was placed in
the office of the County Clerk for public inspection. In addition, copies of the budget have been
mailed to all members of the Board of Supervisors in accordance with the By-Laws."
The Chairman asked if any person wished to speak on the budget.
Mr. S. Jerome Bronson appeared and requested additional personnel for the Prosecuting
Attorney's Office.
The Chairman asked if any other citizens wished to speak on the budget.
No other person requested to speak and the Public Hearing was declared closed at 10:35 A.M.
The Chairman stated that the budget was open for discussion by the Board.
Mr. Levinson stated that hearings were held for all County Departments by the Salaries and
Ways and Means Committees and, after due consideration of needs in general, the Committees reached
the decisions as shown in the budget.
Mr. Woods spoke regarding the Civil Defense Director.
Discussion followed relative to a need for additional. revenue.
Moved by Mastin supported by Dewan the budget be amended by adding three Assistant Prosecutors,
Investigators and one Court Reporter to the Prosecuting Attorney's budget.

TN RE: LOCAL TAXES COMMITTEE REPORT
To the Honorable Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Your Committee on Local Taxes has examined reports from the various townships and cities
having taxes to be spread upon the County tax roll, and has checked these reports with the pertinent
law (Sec. 37 General Property Tax Law), has caused corrections to be made where necessary and now
certifies that such reports are correct and in order.
Your Committee has tabulated the total amount of taxes to be spread on the tax rolls, which
tabulation is attached hereto and made a part hereof.
Your Committee has prepared tax warrants showing the amounts authorized to be spread, which
warrants are submitted herewith, and which are the basis for the tabulation above mentioned, and it is
recommended that your Honorable hody authorize the Clerk to sign these warrants.
Current Drain-at-large taxes are a municipal (township and city) charge and in townships
where no m.illage was allocated, they must be paid from contingent (general) funds. If millage was
allocated and inclusion of drain-at-large items would cause the levy to exceed the allocated rate,
the spread must stay within its allocated rate, and the excess be paid from the contingent (general)
fund.
Your Committee offers the following resolution;
I. BE IT RESOLVED that this Board adopt this report of the Committee on Local Taxes with the
recommendations therein contained as a part of the permanent records of the Board;
2. HE IT FURTHER RESOLVED that the Clerk be authorized and directed to sign the several tax
warrants on which the attached tabulation was based, thereby authorizing and directing the various
assessing officers to levy the amounts set forth therein for 1965.

RESOLUTION PROPOSED BY OAKLAND COUNTY BOARD OF PUBLIC WORKS WITH RESPECT TO EVERGREEN SIWAGE DISPOSAL
SYSTEM - SOUTHFIELD-ROUGE ARM
WHEREAS the Hoard of Public. Works has submitted to this Board revised construction plans and
ipecifications for the Evergreen Sewage Disposal System, Southfield-Rouge Arm and revised estimates of
cost and period of USehlineSti thereof, in the place and stead of the plans, specifications and estimates
of cost heretofore approved and adopted by this Board of Supervisors on June 22, 1964 in Miscellaneous
Resolution No. 4143, which revised plans, specifications and estimates have been prepared by Spalding.
DePecker 1, Associates, registered professional engineers, and all of which have been approved by the
Hoard of Public Mirks, and
MIEREAS this Oakland County Board of Supervisors on June 22, 1964, did appr.v.e a form or Agree-
wnt to hp dated April 15, 1064, between the County of Oakland, the City of Southfield and the VillAge of
Hingham farms for the extension of the Evergreen Sewage Disposal System to be known as the Southfield-Rouge
Hoo

Arm, and did authorize the Chairman and Secretary of the Board of Public Works to execute said Agree-
ment and it is now necessary to amend said Agreement as set forth in the Amendment to Agreement_ dated
as of January )5. 1%5 between the save parties, which Amendment to Agreement has been approved by the
Oahland County Board of Public Works and execution thereof by the Chairman and Secretary of said Board
or Public Works has been authorized subject to the approval of this Hoard of Supervisors, and
WHEREAS the above mentioned municiplltlresi constitute ail of the parties needed to contract
with the County in said Amendment for 100ljj, of :He vcst of the project;
NOW THEREFORE PE IT RESOlVEP that the said revised construction plans and specifications and
revisod estimates of cost and period of usefulness be approved and the County Clerk is hereby author-
ized to endorse on said plans and specifications and estimates the fact of such approval and return the

Michigan Palle Acts of 0157, as amended. said Arm heing described in said Agreement by reference to

1. The revised location for the Southfield-Rouge Arm Os prepared by the DPW is hereby approved

IP' of 111 for each month, or fraction thereof that the same remains unpaid after the due date. Each
municipality may pay in advance of maturity all or any part of an annual installment by surrendering
to the county bonds issued in anticipation of payments to be made under this contract, of a like
principal amount maturing in the same calendar year, with all future due interest coupons attached
thereto. Accrued interest upon the amount:. so paid upon any installment, and accrued interest upon the
bonds surrendered, shall be adjusted to the date of surrender and any difference shall be paid in cash.
All surrendered bonds and coupons shall be canceled.
3. This Amendment to Agreement shall become effective upon being approved by the legislative
bodies of the municipalities and by the board of public works and hoard of supervisors of Oakland County
and properly executed by the officers of the municipalities and of the board of public works. As
amended hereby the said Agreement of April 15, 1964 and the Base Agreement to which said Agreement refers
shalI continue and he in full terco and effect.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be executed and delivered
by their respective duly authorized officers, all as of the day - and year first above written.

WHEREAS the Hoard of Supervisors by Miscellaneous Resolution No. 3544 did approve the plans,
specifications, estimate of cost and period of usefulness, and
WHEREAS a special assessment roll, covering all costs involved in the project, has been
confirmed by the Board of Public Works and installment No. 5 has been certified to the County Clerk,
NOW THEREFORE BE IT RESOLVED that installment No. 5 of the Oakland County Department of
Public Works Special Assessment Roll No. 6 he confirmed by this Board of Supervisors, and
BE IT FURTHER RESOLVED that the County Clerk be authorized to certify installment No. 5 of
said roll to the assessing officer of Farmington Township and to order the collection from the owners
of, or the parties in interest in the lots or parcels of land, as shown in said Special Assessment
Roll No. 6, the amount of money assessed and due and set opposite such lots or parcels of land.

The Oakland County 'Department of Public Works Special Assessment Roll No. 5 has been confirmed
and installment No. 5 has been certified to the County Clerk, as required by Act 185 of the Public Acts
of 1957, as amended, and the following resolution is submitted to this Board.
